E. CERTIFICATE OF APPROPRIATENESS
1. Consider the Certificate of Appropriateness (COA) request for a variance for a front
porch for the property located at 421 School Street- COA 19-3032
Homeowners Lynn Dowd and Mark Dowd provided an overview of the
request.
Chairman Peterson inquired about the history of the property. The
homeowners believe a front porch previously existed. Commissioner Doyle
stated the 2008 Architectural and Historical Survey conducted for the
property lists front porch removal as one of the alterations made to the
home.
Commissioner Jacks asked if the front porch would have railing or if it
would be solid. The homeowners said it would have railing.
Chairman Peterson asked staff if the building permit would be reviewed for
conformance to the proposed drawings. Mattingly responded yes.
A motion was made by Commissioner Urda, seconded by Commissioner Eveslage
to approve COA 19-3032, a request for a variance for a front porch for the
property located at 421 School Street.

2. Consider the Certificate of Appropriateness (COA) for the property located at 32 S.
Sleight Street - COA 19-3676
Homeowners Jennifer and Dominic Imburgia provided an overview of the
request. Architect, Lance Weber was present for questions.
Chairman Peterson asked about the columns and railing details. Mr.
Weber stated the columns will be more of a classical style similar to the
ones on the front porch and stated they are open to suggestions for the
railing system. Chairman Peterson stated he was in favor of mimicking the
seating wall style that exists on the front porch, the homeowners agreed.
Commissioner Eveslage inquired about maintaining the exterior wood
siding instead of removing it. The homeowners stated it is deteriorated and
cannot be saved.
Commissioner Urda is in support of the proposal.
Commissioner Franczyk stated the homeowners may want to look at the
financial incentives available to them through the State.
A motion was made by Commissioner Doyle, seconded by Commissioner
Franczyk to approved COA 19-3676, a request for a home remodel for the
property located at 32 S. Sleight Street.

A motion was made by Commissioner Jacks, seconded by Commissioner Fessler
to approve the December 12, 2019 Historic Preservation Commission meeting
minutes.
