Thursday, June 30, 2022 7:00 PM Meeting Room B
TO PROVIDE LIVE PUBLIC COMMENT, TESTIMONY, OR TO CROSS-EXAMINE WITNESSES
DURING THE MEETING: To address the Historic Preservation Commission (HPC) in-person
during the meeting in Meeting Room B, members of the public will be called on during the
meeting by the Chairman.
TO SUBMIT WRITTEN COMMENTS OR MATERIALS:
1. You may submit written comments to planning@naperville.il.us in advance of the meeting.
(Please note, because emailed written comments are available for advance review by the HPC,
they will not be read into the record during the HPC hearing). Below are the deadlines for written
comments provided in advance of the meeting:
• Written comments received by 5:00 p.m. the Thursday before the meeting, will be included in
the meeting packet sent to the HPC. This meeting packet is also posted on the City’s website.
• Written comments received after 5:00 p.m. the Thursday before the meeting, through 5:00
p.m. the day before the meeting, will be emailed directly to the HPC, but will not be included in the
HPC packet or posted online.
• Written comments received after 5:00 p.m. the day before the meeting, will be added to the
case file.
PUBLIC ACCOMMODATION:
Any individual who may require an accommodation to listen to or participate in the meeting
should contact the Community Services Department at (630) 305-5300 as soon as possible, but
no later than by 5 p.m. on the day of the meeting.
PARTICIPATION GUIDELINES:
The citizen participation guidelines are outlined in 1-5-6-6: - CITIZEN PARTICIPATION of the
Naperville Municipal Code.
• ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive
comments and constructive criticism are encouraged. Speakers must refrain from harassing or
directing threats or personal attacks at Commission members, staff, other speakers or members
of the public. Comments made to intentionally disrupt the meeting may be managed as
necessary to maintain appropriate decorum and allow for city business to be accomplished.
• The HPC will call on you at the appropriate time during the meeting to speak. Once you are
called on, you may identify yourself for the public record and address remarks to the Historic
Preservation Commission as a whole. Speak clearly and try to limit remarks directly to the matter
under discussion.

Present: Brown, Franczyk, Garrison (Secretary), Chairman Jacks, Kelly (non-voting),
Sack (non-voting), and Wills
Absent: Fawell, Losurdo, Ory
C. PUBLIC FORUM:
Becky Simon, Naperville Preservation Inc., provided an overview of
existing financial incentives for historic properties and noted that
the local landmark ordinance works well as written.
Philip Buchanan commended Commissioner Mark Urda as his term
ended and noted Naperville Preservation Inc.’s past and future
events and that the banners are in process.
D. OLD BUSINESS:
E. CERTIFICATE OF APPROPRIATENESS
1. Provide a recommendation on the proposed rezoning from R2 to CU for the property
located at 5 S. Loomis - PZC 22-1-048
Kathleen West, Dommermuth, Cobine, West, Gensler, Philipchuck,
and Corrigan, Ltd., presented the case.
Public Testimony:
There was no public testimony.
Councilman Kelly asked if there was any neighborhood discussion
during the neighborhood meeting.
Kathleen West confirmed there were no concerns brought up by the
neighbors.
Commissioner Franczyk asked where the remaining homes are that
are considered future campus growth options in the North Central
College Master Land Use Plan.
Kathleen West responded that 15 South Loomis Street and 30 South
Brainard Street are the remaining residences that are privately
owned and considered future campus growth options.
Chairman Jacks asked for confirmation that the request will be
reviewed by Planning and Zoning Commission (PZC).

Gabrielle Mattingly, Community Planner, confirmed that the case
will be reviewed by the PZC.
Chairman Jacks noted that they would not have objection to the
proposal if the neighbors did not have concerns.
A motion was made by Commissioner Brown and seconded by Commissioner
Wills to approve PZC 22-1-048, for consideration of the proposed rezoning from
R2 to CU for the property located at 5 South Loomis Street.

Nays: None
F. REPORTS
1. Approve the minutes of the April 28, 2022, Historic Preservation Commission meeting
A motion was made by Commissioner Garrison seconded by Commissioner Wills
to approve the meeting minutes of the April 28, 2022, Historic Preservation
Commission meeting.
Aye: Brown, Franczyk, Garrison, Chairman Jacks, and Wills
Nays: None
G. NEW BUSINESS:
Chairman Jacks requested that staff provide an update on the
banner project.
Kathleen Russell, Community Planner, responded that there is
currently a request for quotes out for professionals to design and
fabricate the banners. After a draft design is created, it will be
brought to the Commission for final review.
H. ADJOURNMENT:
A motion was made by Commissioner Brown seconded by Commissioner Wills to
adjourn the June 30, 2022, Historic Preservation Commission meeting at 7:41 pm.
