Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes Historic Preservation Commission Thursday, September 28, 2023 7:00 PM Meeting Room B TO PROVIDE LIVE PUBLIC COMMENT, TESTIMONY, OR TO CROSS-EXAMINE WITNESSES DURING THE MEETING: To address the Historic Preservation Commission (HPC) in-person during the meeting in the lunchroom, members of the public will be called on during the meeting by the Chairman. TO SUBMIT WRITTEN COMMENTS OR MATERIALS: 1. You may submit written comments to planning@naperville.il.us in advance of the meeting. (Please note, because emailed written comments are available for advance review by the HPC, they will not be read into the record during the HPC hearing). Below are the deadlines for written comments provided in advance of the meeting: • Written comments received by 5:00 p.m. the Thursday before the meeting, will be included in the meeting packet sent to the HPC. This meeting packet is also posted on the City’s website. • Written comments received after 5:00 p.m. the Thursday before the meeting, through 5:00 p.m. the day before the meeting, will be emailed directly to the HPC, but will not be included in the HPC packet or posted online. • Written comments received after 5:00 p.m. the day before the meeting, will be added to the case file. PUBLIC ACCOMMODATION: Any individual who may require an accommodation to listen to or participate in the meeting should contact the Community Services Department at (630) 305-5300 as soon as possible, but no later than by 5 p.m. on the day of the meeting. PARTICIPATION GUIDELINES: The citizen participation guidelines are outlined in 1-5-6-6: - CITIZEN PARTICIPATION of the Naperville Municipal Code. • ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive comments and constructive criticism are encouraged. Speakers must refrain from harassing or directing threats or personal attacks at Commission members, staff, other speakers or members of the public. Comments made to intentionally disrupt the meeting may be managed as necessary to maintain appropriate decorum and allow for city business to be accomplished. • The HPC will call on you at the appropriate time during the meeting to speak. Once you are called on, you may identify yourself for the public record and address remarks to the Historic Preservation Commission as a whole. ROLL CALL: City of Naperville Page 1 Printed on 11/2/2023 Historic Preservation Commission Meeting Minutes September 28, 2023 Present: Brown, Deffenbaugh, Garrison, O'Brien, Santucci, Wills, Councilman Kelly (non-voting), Sack (non-voting) Absent: Vice Chairwoman Ory, Fawell, Robbins C. PUBLIC FORUM: Becky Simon, speaking for Naperville Preservation, updated the Commission on Naperville Preservation’s architectural survey of the East Highlands and River Haven Estates subdivisions. Simon shared that the next event is on November 9th at the 95th Street Library about how architects and designers get their inspiration. Jane Burke, speaking for Naperville Preservation, welcomed the new commissioners. Burke spoke about the architectural survey of the East Highlands and River Haven Estates, explaining the historical significance and findings of the survey. Burke informed that copies of the survey will be allocated to the library, Naper Settlement, and the Naperville Municipal Center. The comment was concluded by noting that the structures in these subdivisions are now eligible for landmarking. Commissioner Deffenbaugh provided an introduction, stating his previous work in working with historic structures as a carpenter and writing about constructing and architecture for trade publications. Commissioner O’Brien provided an introduction, stating her 25 years of experience with the Historical Society in Grosse Point, Michigan, where she was president for 5 years, and various roles managing projects and interest in historical preservation. D. OLD BUSINESS: E. CERTIFICATE OF APPROPRIATENESS 1 Consider the Certificate of Appropriateness (COA) for 6 S Wright Street - COA 23-3517 Jackie Tinsley presented the request. Public Testimony. There was no public testimony. Commissioner O’Brien asked if the existing door has remained throughout their duration of living at the home. Tinsley confirmed and noted the condition of the door indicates that is has been installed for a while. Commissioner Sack asked to restate the proposal for the dormer windows. Tinsley stated the proposal is to replace the existing windows with double-hung windows. Commissioner Sack asked whether the petitioner inquired about single pane windows. Tinsley stated the size and functionality of the existing windows and the desire for windows that slide to open. Commissioner Sack concurred that windows of that size are common for older homes. Commissioner Deffenbaugh followed up asking if the space where the windows are located is livable or an attic. Tinsley responded that it is a livable space. Tinsley responded that the windows will be installed in the same opening and will match the other windows on the home. Commissioner Deffenbaugh inquired about the proposed door, confirming that the mahogany door is proposed to replace the white six-panel door Commissioner O’Brien asked which proposed door is preferred. Tinsley stated that the mahogany door with 2/2 pane is preferred. Commissioner O’Brien stated that option 2, the six-panel door, is keeping with the style of the home. Tinsley agreed, and said that the mahogany door is more similar to other doors in the neighborhood. Commissioner O’Brien stated that they prefer the six-panel door. Commissioner Sack agreed and explained the importance of architectural elements aligning with the home itself. Commissioner Garrison asked if the petitioner is willing to install the six-panel door. Tinsley agreed. A motion was made by Commissioner O’Brien and seconded by Commissioner Santucci to approve COA 23-3517 for a change in in style of the dormer windows and a change is style and material for the front door, option two, to 6 S Wright Street. Aye: Brown, Deffenbaugh, Garrison, O'Brien, Santucci, Wills Nay: None F. REPORTS 1 Approve the Minutes for the July 13, 2023, Historic Preservation Commission Meeting. A motion was made by Commissioner Garrison and seconded by Commissioner Wills to approve the minutes of the July 13, 2023, Historic Preservation Commission Meeting. ADJOURNMENT: A motion was made by Commissioner Santucci seconded by Commissioner Deffenbaugh to adjourn the September 28, 2023, Historic Preservation Commission meeting at 7:20 pm.
