CALL TO ORDER: The meeting was called to order at 6:30pm by Chairwoman Clemen. B. ROLL CALL: Present: Michele Clemen, Laura Ellman, Robert Fischer, Mercedes Haber-Kovach, Edwin Hojnacki, Steve Lakner, Student Representative Rahul Aggarwal, Student Reprepresentative Dev Satpathy Absent: James Bernicky, Linda Kuhn, Linda Wilhelm Others Present: Kasey Evans, Ruth Broder C. PUBLIC FORUM: Phil Meno, Resident & Member of the DuPage Homeless Alliance - The Housing Advisory Commission (HAC) has been entrusted with implementing some of the goals of the City's Analysis of Impediments to Fair Housing Choice (AI), including intregration of affordable housing in planning and development activities. Seeks the HAC's support and involvement in making sure affordable housing is a part of the any future 5th Avenue project. E. OLD BUSINESS: F. NEW BUSINESS: 1. Finalize the Fair Housing Training/Education request for proposals (RFP). The HAC discussed how long the training should last, target audiences, training content, which organizations should be sent the RFP, and what criteria there are to review the RFPs. There was agreement the training organizations should propose a length of time for the training, and the first target group for training should be City staff, Council, and Commissions. After training, staff and the HAC will have a better idea of what content to include in subsequent seminars and how best to convey that information. Subsequent informational campaigns should target landlords, property managers and realtors. Haber-Kovach will provide Broder with additional organizations to send the RFP to, and check if there is a minimum number of units managed that triggers property manager certification in fair housing regulations. Broder will pull together an evaluation sheet for use when reviewing the RFPs. City of Naperville Page 1 Printed on 1/9/2018 Housing Advisory Commission Meeting Minutes - Final November 6, 2017 Ellman stated the AI included some additional action items the HAC is primarily responsible for, including regular review of the City’s progress on implementing the AI, and asked that an item documenting progress on the AI goals is added to future HAC meeting agendas. A motion was made by Fischer and seconded by Lakner to approve the request for proposals, as amended. Motion carried by voice vote; 6-0. G. REPORTS 1. Receive the report from the housing choice voucher education sub-committee. Ellman stated the website has been updated with information about legal source of income and housing choice vouchers. Fischer said the next step is to build an awareness campaign, and asked staff to set up a meeting for Ellman and Fischer with the City Communications Team. Chairwoman Clemen requested everyone view the new website information and that Fair Housing Month in April would be a good time for City outreach. 2. Approve the minutes of the July 25, 2017 Housing Advisory Commission Meeting. A motion was made by Haber-Kovach and seconded by Fischer to approve the July 25, 2017 meeting minutes, as amended. Motion carried by voice vote; 5-0. Ellman abstained. 3. Approve the 2018 Housing Advisory Commission meeting calendar. A motion was made by Haber-Kovach and seconded by Lakner to approve the 2018 Housing Advisory Commission meeting calendar. Motion carried by voice vote; 6-0.
