A. CALL TO ORDER:
The meeting was called to order at 6:30pm by Chairwoman Clemen.
B. ROLL CALL:
Present: James Bernicky, Michele Clemen, Robert Fischer, Mercedes
Haber-Kovach, Linda Kuhn, Student Representative Rahul Aggarwal
Absent: Laura Ellman, Edwin Hojnacki, Steve Lakner, Linda Wilhelm, Student
Representative Dev Satpathy
Others Present: Kasey Evans, Kristen Foley
C. PUBLIC FORUM:
Michael Ryder, representative of the DuPage Homeless Alliance - the DuPage
Homeless Alliance reviewed and prioritized the action items in the Analysis of
Impediments to Fair Housing Choice (AI); and requests the HAC appoint a
Commissioner as AI project manager tonight, to ensure quality solutions and
timely results.
Dee Huie, representative of the DuPage Homeless Alliance - Requests the
Commission make a strong statement to City Council regarding the unique
opportunity to provide affordable housing as part of any 5th Avenue development
plan; and reach out to the 5th Avenue Steering Committee and encourage them
to establish a mechanism for concerns of the HAC and similar groups to be
heard during the planning process.

1. Selection by the Chair of 3 commissioners to serve on the fair housing complaint review
panel.
Commissioners Kuhn, Bernicky, and Haber-Kovach were selected to serve on
the review panel. Fischer asked that the property maintenance concerns
included in the complaint be passed along to Code Enforcement.
2. Consider actions for Fair Housing Month taking place in April 2018.

Activities of past Fair Housing Months have included banners in downtown,
educational seminars, and City Council proclamations. The banners are
scheduled to be displayed in downtown again this year. Commissioners
suggested additional outreach via social media, an article in the Naperville
Connected, and distribution of materials to real estate agents. Haber-Kovach
will email real estate contacts to staff for distribution of fair housing month
materials. It was noted that it is likely too short of a timeframe to hold the fair
housing training during this year’s fair housing month.
G. REPORTS:
1. Receive the report regarding the Fair Housing Training/Education request for proposals
(RFP).
The RFP is scheduled to be released within the next week or so, with
responses due in about a month. Fischer provided staff with a copy of the fair
housing training materials from the last time such a training was held.
2. Receive the report from the housing choice voucher education sub-committee.
No sub-committee meeting is currently scheduled.
3. Receive the report regarding progress on the Analysis of Impediments to Fair Housing
Choice (AI) action items.
Work on the action items has begun with the initial focus on fair housing training
for City staff and Commissions. Information about legal source of income was
updated and added to the City website in the fall.
Fischer requested the potential appointment of a AI project manager be included
on the agenda for the next HAC meeting.
4. Approve the minutes of the November 6, 2017 Housing Advisory Commission meeting.
A motion was made by Fischer and seconded by Bernicky to approve the
meeting minutes of November 6, 2017. Motioned carried by voice vote; 5-0.
Chairwoman Clemen welcomed new Commissioner Kuhn. Kuhn owns and
manages rental properties in Naperville and looks forward to contributing that
perspective to the Commission.
H. ADJOURNMENT:
Motion to adjourn by Commissioner Fischer, seconded by Commissioner
Bernicky; meeting adjourned at 6:51pm.
