A. CALL TO ORDER:
The meeting was called to order at 6:30pm by Chairwoman Clemen.
B. ROLL CALL:

C. PRESENTATION:
1. Student presentation on Mr. Claude Audley: Fair Housing Advocate and Historian of
DuPage County
High school student Omoyi Omana gave a speech about Mr. Claude Audley and
his role in promoting fair housing in DuPage County. Chairwoman Clemen
presented Ms. Omana with a Certificate of Appreciation for sharing her
knowledge with the Commission in honor of Fair Housing Month.

1. Receive the report regarding progress on the Analysis of Impediments to Fair Housing
Choice (AI) action items
Broder gave a summary of the fair housing training RFP process to date. The
City received 2 no bid forms which stated reasons for not bidding on the fair
housing training RFP, including concerns about the review of training materials
and ownership and future use of the training materials. The Commission
discussed how to address the consultants’ concerns and move forward with
the RFP. Councilwoman Anderson recommended looking at comparable
communities to see what they have done. The consensus was to work toward
having proposals to review at the May meeting, including reaching out to

consultants directly for their proposals, revising and re-issuing the RFP if
necessary.
The sub-committee met after the February HAC meeting to discuss next steps
on the AI. The focus for now is the fair housing training RFP. Staff is working to
initiate CDBG funding approval for an affordable housing study.
2. Receive the report regarding Fair Housing Month.
Staff thanked the Commissioners who volunteered to attend the April 3 City
Council meeting and accept the fair housing month proclamation on behalf of
the Commission. The housing banners will be up around downtown for several
weeks of April, and the Communications Team will be sharing housing
information through the City’s social media accounts and website each week of
fair housing month.
3. Approve the minutes of the February 5, 2018 Housing Advisory Commission meeting.
A motion was made by Lakner and seconded by Haber-Kovach to approve the
meeting minutes of February 5, 2018. Motioned carried by voice vote; 8-0
Fischer stated his second term on the Commission is ending. The
Commission accomplished several things during his two terms including
changing the name of the Commission, holding public hearings about rental
regulations, and amending the Code to define Legal Source of Income. His
fellow Commissioners thanked him for his service.

Motion to adjourn by Commissioner Fischer, seconded by Commissioner
Haber-Kovach; meeting adjourned at 7:21pm.
