CALL TO ORDER: The meeting was called to order at 3:00 p.m. B. ROLL CALL: Present 7- Steve Chirico, Kelly Douglas, John Koranda, Ray McGury, Anthony Signorella, Mitch Stauffer, and Mayor Scott Wehrli Staff Present: Jennifer Bonner, Senior Assistant City Attorney, Shebnem Ozkaptan, Budget and Administrative Manager, Rachel Pruneda, Assistant to the Mayor, Detective Marty Creighton, Liquor and Tobacco Liaison, Sergeant Scott Thorsen, Mike DiSanto, City Attorney, Sabrina Spano, Deputy City Attorney Also Present: Michael Vai, on behalf of Naperville Development Partnership C. PUBLIC FORUM: None D. OLD BUSINESS: 1. Approve the regular Liquor Commission meeting minutes of February 8, 2024 Attachments: Feb 8 Draft Minutes Commissioner McGury made a motion, seconded by Commissioner Signorella, to approve the Regular Liquor Commission meeting minutes of February 8, 2024. The motion carried by the following vote: Aye: 6- Chirico, Douglas, Koranda, McGury, Signorella, and Stauffer Excused: 1- Mayor Wehrli 2. Staff Update - Prior Liquor Commission Recommendations Senior Assistant City Attorney Bonner reported on actions taken at previous City Council meetings. This Report was received. E. NEW BUSINESS: 1. Consider Tasting DeVine Cellars’ request for a Class S1 fee reduction Attachments: Tasting Devine Letter John Beckman presented for Tasting Devine Cellars. They are requesting a fee reduction for the S1, Specialty Wine Shop with specialty liquor. The current fee is $3,600. Commissioner Douglas recommended a fee reduction to $1,650, City of Naperville Page 1 Printed on 9/20/2024 Liquor Commission Meeting Minutes - Final April 4, 2024 seconded by Commissioner Chirico. The liquor commission has recommended a reduction, this will appear on a future City Council agenda for their consideration. Commissioner Douglas made a motion, seconded by Commissioner Chirico, to approve a Class S1 fee reduction for Tasting Devine Cellars, The motion carried by the following vote: Aye: 6- Chirico, Douglas, Koranda, McGury, Signorella, and Stauffer Excused: 1- Mayor Wehrli F. REPORTS: 1. Restaurant Association Report - Jeffries Michael Vai presented for Christine Jefferies about IL HB5345. Commissioner Chirico indicated that this wasn't an issue for the local liquor commission. 2. BASSET- Employee Training Statistics - Creighton Detective Creighton reported that 106 people attended the February 9 BASSET class and 112 attended the March 11 BASSET Class. 3. Tobacco Enforcement Review - Creighton Detective Creighton reported that 3 tobacco establishments were cited in March for sale to underage minors: Smoke N Talk, 5019 Ace Ln, #159 Casey's, 1290 S RT59 Smoke O Vapor, 686 S RT59 4. Liquor Report - Creighton Detective Creighton reported that there were: 20 DUI's in February 2024, compared to 5 DUI's in February 2023. 11 DUI's in March 2024, compared to 11 DUI's in March 2023. 5. Liquor Concept Committee Update - Ozkaptan Since the last Liquor Commission Meeting, the Liquor Concept Committee had one meeting on March 21, 2024. The following concepts were discussed: The Picklr, 740 RT 59 Indoor pickleball facility seeking a Class M - Recreational license. The Fresh Market of Illinois, 220 RT 59 Supermarket with package goods liquor sales seeking a Class G-1 - Grocery Store license. Their request is in process. Piccolo Buco, 404 S. RT 59 Like Cooper’s Hawk, Piccolo Buco is a full-service restaurant serving and selling beer, wine and spirits in a 200+ seat restaurant. Seeking a Class B and Class S liquor license. Their request is in process. Draft Picks, 523 Fairway Dr. Existing Class B license, new ownership. Their request is in process. G. EXECUTIVE SESSION: H. ADJOURNMENT: Commissioner Chirico made a motion, seconded by Commissioner Douglas, to adjourn the Regular Liquor Commission Meeting of April 4, 2024 at 3:46 p.m. The motion carried by a voice vote. /S/ S.
