Riverwalk Commission Meeting Minutes September 12, 2018
A. CALL TO ORDER:
Chairman Roehll called the September 12, 2018 Naperville Riverwalk
Commission Meeting to order at 7:31 a.m. The meeting was held in the
Lunch Room of the Naperville Municipal Center located at 400 S. Eagle
Street, Naperville, Illinois.
B. ROLL CALL:
Present: Valla Aguilar; Judy Brodhead; Jeanne Buddingh; Bobby Carlsen;
John Joseph; Debra Lellbach; Bill Novack; Chuck Papanos; Stephanie
Penick; and Geoff Roehll, Commission Chairman
Absent: Jeff Friant and Pat Kennedy
Also Present: Brian Dusak, ERA; Blane Erwin, NCTV; Carl Peterson,
GRWA; and Dave Wentz; Resident
C. PUBLIC FORUM:
No one from the public wished to address the Riverwalk Commission.
D. OLD BUSINESS:
1. Moser Tower Assessment - Bill Novack
Engineering Resource Associates expects to submit their addendum to the
report next week. The Riverwalk Commission will review and discuss the
findings prior to making a recommendation to the City Council. This is
expected to take a few months. The City’s Communications Department
will coordinate a press briefing sometime after the addendum has been
received.
2. Naperville Jaycees Park - Geoff Roehll
A ground breaking has been scheduled for September 18, 2018 at 5:00
p.m. All initial funding has been received. The City’s Department of Public
Works has received bids and have contracted vendors. The necessary
permits have been granted. Construction is expected to commence soon
after the ground breaking.
A water bottle filling station has been donated and will be installed on the
east side of the Municipal Center, adjacent to the new park. The filling
station will also include a drinking fountain for humans as well as one for
dogs.

Marc Noll, Department of Public Works, will manage the project.
3. Harmony Park - Geoff Roehll
There was a fire at the manufacturing plant for the outdoor instruments
causing a delay in the delivery. Construction is now expected to
commence in late September. Barring any weather delays, the project
should take about three weeks to complete.
4. Maintenance Policies for Additions to the Riverwalk - Bill Novack
Novack explained that the Riverwalk Commission has discussed two
options to pay for maintenance of new Riverwalk amenities. If the new
project is initiated through the Riverwalk Commission via its Development
Guidelines, the maintenance will follow the current procedures. If the
genesis of the new project is from an outside entity, a new procedure will
be developed that will take into account the lifecycle of the new amenity as
well as the maintenance costs of the amenity. The donor will be
responsible for finding funding for all costs including the maintenance for
the expected life of the amenity.
Erickson, Joseph and Papanos will meet to write a draft of the policy.
E. NEW BUSINESS:
No new business was brought before the Riverwalk Commission.
F. REPORTS:
1. Approve Minutes - Geoff Roehll
Approve minutes from the August 8, 2018 Riverwalk Commission meeting.
A motion to approve the minutes from the August 8, 2018 Riverwalk
Commission meeting was made by Novack, seconded by Joseph.
MOTION CARRIED with Brodhead abstaining.

Novack distributed and reviewed the July 2018 monthly financial report for
the Riverwalk CIP and Operations Budgets. He also explained that the
expiration date for the State Department of Commerce and Economic
Opportunities (DCEO) grant has been extended until June 30, 2019. The
grant funds are still suspended.
4. Park District - Chuck Papanos
Receive the Park District monthly report
a. Last Fling/Rotary Hill
Papanos distributed photos of the turf damage to Rotary Hill following
the Jaycees Last Fling event that took place on Labor Day weekend.
The Park District has started to repair the turf and irrigation system.
Due to the heavy rains during the event, the Jaycees purchased and
laid down approximately 250 sheets of plywood in an effort to control
the damage to the turf. The Naperville Jaycees will provide funding for
the complete restoration. Two generators and one support trailer were
still on site as of September 12, 2018.
b. Centennial Beach
The beach is being drawn down by approximately 5’ to provide access
to the shallow end so it can be painted. Papanos reported that it is
easier to complete the painting in the fall than in the spring due to
weather constraints.
5. Riverwalk Foundation - Stephanie Penick
The third annual Duck Race, hosted by the RWF took place on August 15,
2018. Penick reported that 400 new ducks were purchased for the 2018
race. She noted that the first place winner was the second-to-the-last
person to purchase a duck. The second place winner was one of the first
to make a purchase and the third place winner purchased their duck in the
middle of the sales timeline. She also reported that the new costumed
jumbo ducks were met with much enthusiasm.
Penick explained that the duck race is intended to raise awareness that the
Riverwalk Foundation exists for educational purposes, acts as a conduit for
donations to the Riverwalk and is not a fundraising entity in and of itself.
6. Donor Recognition - Jan Erickson
Erickson reported that the fall order for commemorative bricks has been
submitted. The order included three 4”x8” bricks, eleven new 8”x8” bricks
and forty 8”x8” replacement bricks. The engraved bricks should be ready
for a mid-October installation.

7. Public Relations - Jeanne Buddingh
Buddingh reported that since our last meeting the Riverwalk was
highlighted or mentioned in 32 articles, advertisements and/or videos in the
local media. The highlights include the Riverwalk Duck Race, the
September 11 remembrance events and the Riverwalk Art Fair.
8. Planning, Design, and Construction - Jeanne Buddingh
Receive the September 4, 2018 Riverwalk Planning, Design & Construction
Committee minutes.
Buddingh reported that the full minutes from the last PDC meeting are
included in the Commission packet and several highlights were covered
earlier in the agenda. Novack added that the Christkindl Market is very
successful at the Naper Settlement. To encourage the Christkindl Market
attendees to experience downtown Naperville, it was suggested that
holiday lights be added to the Webster Street Bridge. Novack stated that
the Park District has installed lights on the bridge in the past and would be
again for this coming holiday season. The City’s DPW will work with the
Park District for the enhanced lighting of the bridge for the coming holiday
season.
