Riverwalk Commission Meeting Minutes February 13, 2019
A. CALL TO ORDER:
Chairman Roehll called the February 13, 2019 Naperville Riverwalk
Commission meeting to order at 7:32 a.m. The meeting was held in the
lunchroom of the Naperville Municipal Center located at 400 S. Eagle
Street, Naperville, Illinois.
B. ROLL CALL:
Present: Valla Aguilar; Jeanne Buddingh; Bobby Carlsen; Jeff Friant; Pat
Kennedy; Debra Lellbach; Bill Novack; Chuck Papanos; Stephanie Penick
for John Cuff; and Geoff Roehll, Commission Chairman
Absent: Judy Brodhead and John Joseph
Also Present: Antonia Acuna, NCTV; Rick Hitchcock, former Riverwalk
Commission Chairman; Carl Peterson, GRWA and Marie Wilson, Daily
Herald
C. PUBLIC FORUM:
No one from the public wished to address the Riverwalk Commission.
D. OLD BUSINESS:
1. Moser Tower Assessment - Bill Novack
The draft addendum should be ready by the March PDC meeting. The
findings will take a few months for the Riverwalk Commission to digest
prior to making a recommendation to the City Council.
2. Naperville Jaycees Park - Geoff Roehll
Roehll reported that the project is currently on hold due to the weather but it
is on track for completion by mid-May with an official opening around
Memorial Day.
3. Maintenance Policies for Additions to the Riverwalk - Bill Novack
Approve the Procedure for Submitting Proposed Riverwalk Assets
Novack distributed the final draft of the new Procedure for Submitting
Riverwalk Assets that, among other things, addresses maintenance for
future Riverwalk amenities. The document was presented and discussed
at the February 5, 2019 Planning, Design & Construction Committee. At

that meeting, several edits were suggested and were incorporated into the
final draft.
A motion to approve the Procedure for Submitting Riverwalk Assets and
incorporate it into the Riverwalk practices was made by Friant, seconded
by Lellbach.
MOTION CARRIED
E. NEW BUSINESS:
No new business was brought before the Riverwalk Commission.
F. REPORTS:
1. Approval of Minutes - Geoff Roehll
Approve the minutes from the January 9, 2019 Riverwalk Commission
A motion to approve the minutes from the January 9, 2019 Riverwalk
Commission meeting was made by Novack, seconded by Buddingh.

2. Chairman - Geoff Roehll
Roehll thanked Penick for her years of service and dedication to the
Naperville Riverwalk. As one of the founding members of the Riverwalk
Foundation, Penick has devoted countless hours to the betterment of the
Riverwalk and the Naperville community. Thank you, Stephanie!
3. Finance - Bill Novack
Novack distributed and reviewed the December 2018 year-end financial
report for the Riverwalk CIP and Operations Budgets.
4. Park District - Chuck Papanos
Receive the monthly Park District report
a. Regular Winter Maintenance
Park District staff continues to
i. Rehabilitate the benches and shepherd crook lights
ii. Cut back some perennials and remove invasives from Sindt Woods
iii. Manage snow/ice removal during very challenging winter weeks
b. Holiday Decorations
All the holiday decorations have been removed from the Riverwalk and

the Santa House has been put in storage.
c. Ice Rinks/Sled Hill
The ice rinks typically are closed near the middle of February and it
looks like that will be the case again this year. Fencing for the sled hill
will remain until spring break at the end of March.
d. Spring Plantings
Three growers have been contacted to provide annual flowers for the
Riverwalk. Delivery is expected mid-May.
5. Riverwalk Foundation - Stephanie Penick
Recently Lincoln Jr. High School held an “Innovation Day” where students
were tasked with developing a project with materials they already had .
One student chose to build a Riverwalk wooden pedestrian bridge with
Legos. He contacted Penick for some background information and
guidance. When completed, the project was very well received.
6. Donor Recognition - Jan Erickson
Erickson reported that brick sales continued to be slow and that the
deadline for the spring installation will be the middle of March. Penick
suggested the slow bricks sales may be because the Jaycees have started
selling bricks at the new Jaycee Park. To date 15 Jaycee bricks have
been sold.
7. Public Relations - Jeanne Buddingh
Buddingh reported that since our last meeting, the Riverwalk was
highlighted or mentioned in 11 articles, advertisements and/or videos in the
local media. The highlights include sledding on Rotary Hill and the sale of
bricks at the new Naperville Jaycees Park. The Riverwalk was also used
as a backdrop for many stories during the recent below-zero cold snap.
8. Planning, Design, and Construction - Jeanne Buddingh

Committee minutes
Buddingh stated that in addition to several topics discussed earlier in the
meeting, the PDC also discussed the following:
a. Warming Shelter Remodel
Park District staff is working to relocate some of the water pipes in the
newly remodeled shelter. In addition, a new drinking fountain with a
water bottle filing stations was installed on the exterior of the shelter.
b. Healing Fields

Serious consideration is being given to reinstalling another Healing
Fields on Rotary Hill this autumn as there are several meaningful
milestones e.g. American Legion is 120 years old, the VFW is 75 years
old, and this will be the 75th anniversary of the invasion of Normandy.
