CALL TO ORDER: Chairman Roehll called the March 13, 2019 Naperville Riverwalk Commission meeting to order at 7:30 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle Street, Naperville, Illinois. B. ROLL CALL: Present: Valla Aguilar; Judy Brodhead; Jeanne Buddingh; Bobby Carlsen; John Cuff; John Joseph; Pat Kennedy; Debra Lellbach; Bill Novack; Chuck Papanos; and Geoff Roehll, Commission Chairman Absent: Jeff Friant Also Present: Christian Canizal, NCTV; Brian Dusak, ERA; Rick Hitchcock, resident and former Riverwalk Commission Chairman; Carl Peterson, GRWA; and Marilyn Schweitzer, resident C. PUBLIC FORUM: Schweitzer thanked City staff and those who have worked on the Moser Tower Assessment report. She made a statement in support of repairing and maintaining the Moser Tower. She feels that the tower has value beyond dollars and cents and is the only public work that supports the arts. Schweitzer shared that several regional publications list the tower as a desirable cultural asset. She also read an interesting reflection written by the Buddhist Thich Nhat Hahn that states, “We frequently walk with the sole purpose of getting from one place to another. But where are we in-between? We can arrive in the present moment with every step.” D. OLD BUSINESS: 1. Moser Tower Assessment - Bill Novack Novack stated that the report was distributed at the March 2, 2019 Planning, Design & Construction Committee (PDC). The committee will consider the information and come to the next PDC meeting prepared to discuss their thoughts. The goal is to come to consensus on a recommendation that will be sent to the Riverwalk Commission for consideration at their April meeting. The full Riverwalk Commission will have the opportunity for discussion before taking action on their recommendation to the City Council. Commissioners are encouraged to review the findings in the report and familiarize themselves with the results of the Riverwalk survey (which can be found on the Riverwalk webpage) City of Naperville Page 1 Printed on 4/11/2019 Riverwalk Commission Meeting Minutes March 13, 2019 and formulate their own opinion about a recommendation to the City Council. The final determination regarding the next steps for the Moser Tower will be made by the City Council. 2. Naperville Jaycees Park - Geoff Roehll Roehll reported that the project is currently on hold due to the weather but the landscaping, furniture and remaining lighting are scheduled to be installed in the spring. It is on track for completion by mid-May with an official opening around Memorial Day. E. NEW BUSINESS: No new business was brought before the Riverwalk Commission. F. REPORTS: 1. Approval of Minutes - Geoff Roehll Approve the minutes from the February 13, 2019 Riverwalk Commission meeting A motion to approve the minutes from the February 13, 2019 Riverwalk Commission meeting was made by Lellbach, seconded by Novack. MOTION CARRIED 2. Chairman - Geoff Roehll No report. 3. Finance - Bill Novack Novack distributed and reviewed the January 2019 financial report for the Riverwalk CIP and Operations Budgets. He stated that the Finance Department has split the Operating Supplies line item into Mileage and Operating Supplies to better refine their accounting. He also answered questions about the State DCEO grant for 430 S. Washington and the timeline on the reconstruction of the Washington Street Bridge. 4. Park District - Chuck Papanos The monthly written report was distributed and Papanos added the following to the report. a. Seasonal Staff Many of the Park District seasonal staff will be returning for the 2019 City of Naperville Page 2 Printed on 4/11/2019 Riverwalk Commission Meeting Minutes March 13, 2019 growing season. b. St. Patrick’s Day The Park District is preparing to assist on the St. Patrick’s Day 5K run and the parade that follows. c. Centennial Beach Assuming the weather cooperates, Park District staff plans to begin the annual pumping of the beach water on Monday, March 18, 2019. Papanos suggested that Commissioners may be interested in seeing the beach completely empty once the water has been pumped out. 5. Riverwalk Foundation - John Cuff The Riverwalk Foundation will be working on their upcoming annual Duck Race that will take place on Wednesday, August 14, 2019. 6. Donor Recognition - Jan Erickson Erickson reported that five 4”x8” bricks and fourteen 8”x8” bricks have been sold. The deadline for the spring order will be the middle of March . Installation is scheduled for early May. 7. Public Relations - Jeanne Buddingh Buddingh reported that since our last meeting, the Riverwalk was highlighted or mentioned in 10 articles, advertisements and/or videos in the local media. The highlights include the pending report on the repairs to the Moser Tower and the new maintenance policy regarding new Riverwalk assets. 8. Planning, Design, and Construction - Jeanne Buddingh Buddingh stated that all pertinent PDC business had been discussed earlier in the agenda with no additional information to be reported. G.
