Riverwalk Commission Meeting Minutes May 8, 2019
A. CALL TO ORDER:
Chairman Roehll called the May 8, 2019 Naperville Riverwalk Commission
meeting to order at 7:31 a.m. The meeting was held in the lunchroom of
the Naperville Municipal Center located at 400 S. Eagle Street, Naperville,
Illinois.
B. ROLL CALL:
Present: Valla Aguilar; Judy Brodhead; Jeanne Buddingh; Bobby Carlsen
(arr. 7:35); John Cuff; Jeff Friant; Pat Kennedy; Bill Novack; Chuck
Papanos; and Geoff Roehll, Commission Chairman
Absent: John Joseph and Debra Lellbach
Also Present: Christian Canizal, NCTV; Brian Dusak, ERA; Dick Galitz,
resident and former Riverwalk Commissioner; Rick Hitchcock, resident
and former Riverwalk Commission Chairman; Stephanie Penick, resident
and former Riverwalk Commissioner; and Carl Peterson, GRWA
C. PUBLIC FORUM:
No members of the public were interested in addressing the Commission.
D. OLD BUSINESS:
1. Naperville Jaycees Park - Geoff Roehll
Roehll reported that the Department of Public Works is in the process of
installing the landscaping and assembling furniture. Next, the wall drinking
fountain with a water bottle filling station will be installed along with the
signage. Barring weather issues, the project should be finished toward the
end of the month. No date has been scheduled for a grand opening yet.
2. Moser Tower Assessment - Bill Novack
Novack explained that local quality control/quality assurance experts have
suggested that there should be additional modeling done to complete the
structural assessment. The modeling will include a dynamic analysis of the
structure and explore how the structure functions under different
circumstances at specific stress points. A crack map of the structure will
also be completed. The additional investigation is expected to take
approximately eight weeks.

E. NEW BUSINESS:
1. Riverwalk Development Guidelines - Bill Novack
Every five years the Riverwalk Commission reviews and updates their
Development Guidelines. A subcommittee will meet on May 14, 2019 to
begin their discussions.
F. REPORTS:
1. Approval of Minutes - Geoff Roehll
Approve minutes from the April 10, 2019 Riverwalk Commission meeting.
A motion to approve the minutes from the April 10, 2019 Riverwalk
Commission meeting was made by Friant, seconded by Novack. MOTION
CARRIED
2. Chairman - Geoff Roehll
A big thank you to Jeanne Buddingh for her commitment for the past six
years. During her tenure, she has monitored the Riverwalk in the media.
She has chaired the Planning, Design & Construction Committee for the
past three years. Buddingh was point person on the very important
Riverwalk survey that garnered more responses than the City of Naperville
survey. The information collected from the survey will be very beneficial
during the discussions on the Development Guidelines. Thanks again
Jeanne!
3. Finance - Bill Novack
Novack distributed and reviewed the March 2019 financial report for the
Riverwalk CIP and Operations Budgets. The only change from the last
report was a $16 operating expense. There has been no further movement
on the 430 S. Washington project.
4. Park District - Chuck Papanos
Receive the Park District monthly report.
a. Flood Waters
The recent flood has resulted in “normal damages” but nothing critical
although there is a lot of shoreline scour. The plantings on the Water
Street section of the Riverwalk have held up better than in the past
which demonstrates that the plantings are taking root and more tolerant

of the flood waters.
b. Riverwalk Fountains
Dandelion Fountain is open. The Horse Trough fountain and Exchange
Club Memories Fountain are both under repair and scheduled to be
running soon.
c. Annual Bulb Sale
The annual Park District bulb sale is scheduled to take place at the
Smykal Pavilion on Friday, May 17, 2019 at 8:00 a.m. The cost of 10
bulbs is $3 and they sell out quickly.
5. Riverwalk Foundation - John Cuff
Cuff gave an overview of the Riverwalk Foundation’s purview, reminding
Commissioners that the focus of the group is not on maintenance but on
education. He shared some historical information about the RWF as well
as the Foundation’s impact on the Riverwalk. He stated that the RWF fully
supports the new Riverwalk maintenance policy and is very pleased with
the final draft. He is hoping the RWF and Riverwalk Commission will have
the opportunity to become better acquainted and work more closely in the
future.
The upcoming annual Duck Race will take place on Wednesday, August
14, 2019. The attendance continues to grow each year. The RWF uses
this event to educate the community about the Riverwalk and the negative
impacts of feeding wildlife. The group is currently seeking sponsorships for
the Duck Race.
6. Donor Recognition - Jan Erickson
Erickson reported that the bricks for the spring order have been delivered .
Installation is scheduled for May 15, 2019. Several donors will be present
to select the location of their brick with a total of 30 bricks to be installed.
Sales continue for the fall installation.
7. Public Relations - Jeanne Buddingh
Buddingh reported that since our last meeting, the Riverwalk was
highlighted or mentioned in 28 articles, advertisements and/or videos in the
local media. The highlights include the Riverwalk flooding featured on
television (channels 2, 7,17, 32 and CNN) as well as the front page of the
Chicago Tribune newspaper. The assessment and repairs on the Moser
Tower were also covered.
Over the past six years, Buddingh has had the pleasure to monitor 1,129
Riverwalk mentions in the media, both local and national. The average is

one mention every-other day. The Riverwalk is an integral part of the City’s
brand, an economic engine for the downtown market and the crown Jewel
of Naperville. Aguilar will assume the Public Relations duties beginning in
June 2019.
8. Planning, Design, and Construction - Jeanne Buddingh
Receive the April 30, 2019 Riverwalk Planning, Design & Construction Committee
minutes.
Buddingh stated that all pertinent PDC business had been discussed
earlier in the agenda with no additional information to be reported.
Kennedy will assume the duties of PDC chairman beginning with the June
4, 2019 meeting.
