Riverwalk Commission Meeting Minutes June 12, 2019
A. CALL TO ORDER:
Chairman Pro Tem Kennedy called the June 12, 2019 Naperville Riverwalk
Commission meeting to order at 7:31 a.m. The meeting was held in the
lunchroom of the Naperville Municipal Center located at 400 S. Eagle
Street, Naperville, Illinois.
B. ROLL CALL:
Present: Valla Aguilar; Pam Bartlett; Bobby Carlsen (arr. 7:35); John Cuff;
Jeff Friant; John Joseph; Pat Kennedy, Chairman Pro Tem; Debra
Lellbach; Bill Novack; Chuck Papanos
Absent: Judy Brodhead and Geoff Roehll
Also Present: Christian Canizal, NCTV; Brian Dusak, ERA; Jan Erickson,
Riverwalk Administrator (arr. 7:47); Monica Goshorn-Maroney, GRWA;
Rick Hitchcock, resident and former Riverwalk Commission Chairman
Chairman Pro Tem Kennedy introduced new Riverwalk Commissioner
Pam Bartlett. Brief introductions of all members of the Commission were
conducted. Welcome to the Riverwalk Commission Pam!
C. PUBLIC FORUM:
No members of the public were interested in addressing the Commission.
D. OLD BUSINESS:
1. Naperville Jaycees Park - Geoff Roehll
A ribbon cutting was held on June 4th and was well attended. Several
members of the Commission noted using the new park and observing
many members of the public also using it. Kennedy noted that with no
future action required that this item should be removed from future
agendas.
2. Moser Tower Assessment - Bill Novack
Novack confirmed that the structural modelling is currently being conducted
and that the results are expected to be provided in August. Therefore, the
Planning, Design and Construction (PD&C) committee will probably
resume their discussion of the tower following Labor Day.

3. Development Guidelines - Bill Novack
Receive the May 14, 2019 Riverwalk Development Guidelines Ad Hoc Committee
minutes.
Novack stated that the guidelines were discussed at an initial kick-off
meeting in early May and then continued at the last PD&C meeting. To
date the group has gone through all of the projects on the list. The next step
is for anyone to bring to the group any new or additional projects that
should be considered for addition to the list. Discussion on the
Development Guidelines will continue at the July 2 PD&C meeting. There
was discussion about whether the next PD&C meeting should be held on
July 2 or the following week on July 9. Several members would miss one of
the dates; and the possibility of having a quorum looked low for both dates.
It was decided to keep the original date, July 2.
E. NEW BUSINESS:
Hitchcock inquired if the City had received any news relative to new funding
following the passage of the budget by the State of Illinois. Hitchcock and
Kennedy both noted that in the budget it looked like there was a large pool
of money slated for OSLAD (Open Space Land Acquisition and
Development) grants. Historically these grants have been used for
park-related projects. Novack responded that he was not aware of any
large funds that had been reserved for the Naperville community.
F. REPORTS:
1. Approval of Minutes - Geoff Roehll
Approve the May 8, 2019 Riverwalk Commission minutes.
A motion to approve the May 8, 2019 Riverwalk Commission meeting
minutes was made by Friant, seconded by Lellbach. MOTION CARRIED
2. Chairman - Geoff Roehll
Chairman Pro Tem Kennedy stated that he had no report in Roehll’s
absence.
3. Finance - Bill Novack
Novack distributed and reviewed the April 2019 financial report for the
Riverwalk CIP and Operations Budgets. He noted that the report was
exactly the same as the previous month, with the exception of the date. We

do expect to see spending in the next couple of months as we awarded the
bid for the roof replacement of the building at Fredenhagen Park. The low
bidder came with excellent references so we look forward to their work.
4. Park District - Chuck Papanos
Receive the monthly Park District report.
a. Healing Field of Honor
Papanos reported that the Healing Field of Honor will be back on
Rotary Hill from November 1 through November 11. This year’s theme
will be Remembering a Century of Heroes and Heritage as this is the
100th anniversary of the end of World War I and the 100th birthday of
the American Legion.
b. WGN Morning Television Show
On July 12, 2019, the WGN morning news show will be broadcasting
from an area near the Dandelion Fountain on the Riverwalk from 6 AM
until 10 AM. Several thousand people are expected to attend. The
event will feature a bounce house, dunk tank, live music and a mini
parade. Hitchcock suggested that we provide them with good facts
about the Riverwalk. It was agreed that the information would be
directed through Katie Wood of the Downtown Naperville Alliance since
she has been coordinating with WGN.
5. Riverwalk Foundation - John Cuff
Cuff noted that the Foundation’s next meeting will be next week. They have
their annual duck race coming up on August 14th. The Foundation would
appreciate all of the help they can get with this annual event. This event
helps to promote the Foundation’s mission of enhancing and education
about the Riverwalk.
6. Donor Recognition - Jan Erickson
Erickson stated that it has been quiet lately. All of the bricks from the
spring order have been installed.
7. Public Relations - Valla Aguilar
Aguilar stated that she is considering changing this report up a little. She
plans to use a media monitoring service which will include social media
information. In the last month she found that the Naperville Riverwalk was
mentioned in 50 articles, 155 social media posts and 11 broadcasts.
Aguilar stated that she is open to all feedback regarding this format, so if
any Commissioners have any thoughts please share them with her.

Hitchcock noted that during the month of May portions of the Riverwalk
were under water for record number of times; most members agreed with
his observation. Hitchcock noted that the Riverwalk is prepared for this
occurrence by design, and the newer sections of the Riverwalk are holding
up well during the periods of inundation. We should consider how we get
the information out that having portions of the Riverwalk underwater during
high rain periods is to be expected and that it was actually part of the
design and consideration.
8. Planning, Design, and Construction - Patrick Kennedy
Receive the June 4, 2019 Riverwalk Planning, Design & Construction Committee
minutes.
Novack provided an update for Kennedy who was not able to attend the
last meeting. He noted that most of the meeting was consumed with the
development guidelines discussion.
