CALL TO ORDER: Chairman Roehll called the September 11, 2019 Naperville Riverwalk Commission meeting to order at 7:35 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle Street, Naperville, Illinois. B. ROLL CALL: Present: Valla Aguilar; Bobby Carlsen; John Cuff; Jeff Friant; John Joseph; Pat Kennedy; Debra Lellbach; Bill Novack; Chuck Papanos; and Geoff Roehll, Commission Chairman Absent: Pam Bartlett and Judy Brodhead Also Present: Christian Canizal, NCTV; Brian Dusak, ERA; Rick Hitchcock, former Riverwalk Commission Chairman; and Carl Peterson, GRWA arr. 8:43 C. PUBLIC FORUM: No members of the public were interested in addressing the Commission. D. OLD BUSINESS: 1. Moser Tower Assessment - Bill Novack Novack reported that the crack mapping and structural modelling are complete. ERA has recently received the information. They are analyzing the results and will be incorporating that information into their update. They hope to have an updated report submitted in October. It will probably be discussed at the Planning, Design & Construction Committee (PDC) in November. 2. Development Guidelines - Pat Kennedy Kennedy reported that the name of the Development Guidelines will change to the Riverwalk Master Plan. The committee is working to update the Riverwalk Vision, Goals and Criteria to give framework to the proposed projects. The Vision, Goals and Criteria document will help clarify and communicate the context and motivation for the project list. Language will be crafted to focus on a concept plan, budget and fundraising strategy for each project. A walk will be scheduled to do a site visit for each proposed project before the October 9, 2019 Riverwalk Commission meeting. All are encouraged to attend. Minutes Approve the August 14, 2019 Riverwalk Commission meeting minutes. A motion to approve the minutes from the August 14, 2019 Riverwalk Commission meeting was made by Friant, seconded by Lellbach. MOTION CARRIED UNANYMOUSLY. 2. Chairman - Geoff Roehll No report. 3. Finance - Bill Novack Novack distributed and reviewed the August 2019 financial reports for the Riverwalk CIP and Operations Budgets. The 2020 proposed Riverwalk CIP budget was also distributed and reviewed including some historical information about the proposed South Extension improvement. 4. Park District - Chuck Papanos Receive the monthly Park District report. a. Roof Replacement at Fredenhagen Park The roof replacement on the building at Fredenhagen Park was completed. The gutters and downspouts still need to be replaced on the building as well as on the two pergolas. Filotto Construction is a new vendor for the City and has performed admirably. b. Last Fling There was minimal damage following this year’s Last Fling. Minor turf repair and irrigation repairs have started. The Jaycees will reimburse the Park District for all turf mat, fertilizer, grass seed, labor, etc. to bring the area back to its original state. c. Small Quarry at RiverPlace Condominiums The issues with the vegetation and water quality are being addressed. The folks at RiverPlace Condominiums came to the September PDC meeting and thanked the Park District and Riverwalk Commission for their prompt responses. Riverwalk Foundation - John Cuff At their fall meeting, the RWF plans to reexamine their focus for the future including possible short-term and long-term projects. The RWF complemented the Riverwalk Commission on their work on the Master Plan formerly called the Development Guidelines. 6. Donor Recognition - Jan Erickson Erickson reported that the fall order has been submitted. Bricks take approximately six weeks to produce with installation in mid to late October. 7. Public Relations - Valla Aguilar Receive the August 14, 2019 Public Relations report. Aguilar reported that since the last Riverwalk Commission meeting, the Riverwalk was highlighted or mentioned in 14 articles, 11 media posts and 1 broadcast in the local media. The highlights include the Last Fling and a preview of the 9/11 commemoration event. 8. Planning, Design, and Construction - Pat Kennedy Receive the September 3, 2019 Riverwalk Planning, Design & Construction Committee minutes. Kennedy stated that all pertinent PDC business had been discussed earlier in Agenda Item D. 1., D. 2 and D.4c. with no additional information to be reported. G.
