CALL TO ORDER: Chairman Roehll called the March 11, 2020 Naperville Riverwalk Commission meeting to order at 7:37 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle Street, Naperville, Illinois. B. ROLL CALL: Present: Bobby Carlsen; John Cuff; Jeff Friant; John Joseph; Pat Kennedy; Amsal Khimani, Student Commissioner; Bill Novack; and Geoff Roehll, Commission Chairman Absent: Valla Aguilar; Pam Bartlett; Judy Brodhead; and Debra Lellbach; Chuck Papanos Also Present: Dick Galitz, former Riverwalk Commissioner; Carl Peterson, GRWA; Tiffani Picco, Park District; Tom Stibbe, Naperville Park District; John Tepper, Naperville Park District C. PUBLIC FORUM: No members of the public wished to speak. D. OLD BUSINESS: 1. Moser Tower Assessment - Bill Novack Novack reported that the Riverwalk Commission’s recommendation to proceed with Alternative No. 1 in one phase was unanimously approved by the City Council at their March 3, 2020 meeting. Concern was voiced regarding the possibility that the vote would be binding with no future input on the construction contract. Novack was quick to respond that the Council was only voting on permission to proceed with engineering/design of construction specifications for the repairs. The construction contract will go out for bid in 2021 and be presented to the City Council for approval at that time. Previously additional grout testing on the north side of the tower was going to be included in the construction documents. The decision has been made to do the testing during Phase 2 to determine exactly what work needs to be specified in Phase 3. ERA is in the process of putting together the estimated cost for the engineering and design. City of Naperville Page 1 Printed on 6/18/2020 Riverwalk Commission Meeting Minutes March 11, 2020 2. Riverwalk Master Plan - Pat Kennedy Roehll reported that the Master Plan continues to take shape. The most recent iteration of the Master Plan was distributed at the March 3, 2020 PDC meeting. Many of the details were discussed with the main topic being if/how to present the estimated cost of each project. The text details will be created by Rick Hitchcock when he returns from his holiday. Peterson continues to seek input from Commissioners. It is anticipated that a 90% completed draft will be submitted by the May 5, 2020 PDC meeting with the final draft submitted in June. The final draft will be shared with the Riverwalk Foundation, North Central College followed by the City Council and Naperville Park District Board before being officially adopted by the Riverwalk Commission. The levy between the DuPage River and Centennial Beach will be addressed at a future date in the Riverwalk Asset Management Plan (AMP). E. NEW BUSINESS: No new business was discussed. F. REPORTS: 1. Approval of Minutes - Geoff Roehll Approve the minutes from the February 12, 2020 Riverwalk Commission meeting. Minutes were not approved as a quorum was not present. 2. Chairman - Geoff Roehll No report 3. Finance - Bill Novack Novack distributed and reviewed the February 2020 financial reports for the Riverwalk CIP and Operations Budgets. Following the annual AMP walk, a budget for CIP project PA022 will be developed. 4. Park District - Tiffani Picco for Chuck Papanos a. Papanos Retiring Picco reported that Chuck Papanos, long-time Riverwalk Commissioner, North Parks Foreman at the Park District and wonderful Riverwalk caretaker has announced his retirement effective on April 17, 2020. Spring Clean Up Park District crews are busy tidying up the Riverwalk in preparation for spring. c. New Banners The new Riverwalk seasonal banners have been installed. The cost per banner is $127. d. Netzley Quarry Due to the weather, work is temporarily stalled at the Netzley Quarry. It will continue as weather permits. 5. Riverwalk Foundation - John Cuff The RWF is pleased with the plans for the updated Master Plan. They continue to seek small projects that they can support financially that will enhance the Riverwalk. The next Riverwalk Foundation meeting will take place on March 23, 2020. 6. Donor Recognition - Jan Erickson Erickson reported that the deadline for the spring order is March 12, 2020 for a May installation. 7. Public Relations - Jan Erickson for Valla Aguilar Receive the February 12, 2020 Public Relations report. Erickson reported that since the last Riverwalk Commission meeting, the Riverwalk was highlighted or mentioned in 22 articles, 41 media posts and 3 broadcasts in the local media. The highlights include the Moser Tower repairs, Arnold Massier WWII POW and Merna’s blog. Merna’s blog is an interesting post that someone wrote about the sounds of the Riverwalk. The author apparently wrote if for an assignment for Blogger University. It is really interesting to see how much thought went into experiencing the Riverwalk through sound. 8. Planning, Design, and Construction - Pat Kennedy All pertinent PDC business had been discussed earlier in Agenda Items D.1. and D.2. with no additional information to be reported. G.
