Eagle Street Naperville, IL 60540 Meeting Minutes Wednesday, June 10, 2020 7:30 AM Zoom Riverwalk Commission Riverwalk Commission Meeting Minutes June 10, 2020 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: Due to the ongoing Coronavirus (COVID-19) pandemic, and in accordance with the Governor’s executive order, the June 10 Riverwalk Commission meeting will be conducted remotely using Zoom webinar technology. The different options by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The Zoom Video Conferencing App will be used. You do not need to download the Zoom app to participate. Simply follow the instruction below. To login on your computer or iPad: Click the link to join the webinar (and password if required) provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. You will be unmuted. There will be a few second delay after you’re unmuted until your mic will be live. Please identify yourself for the public record and speak clearly. CALL TO ORDER: Chairman Roehll called the June 10, 2020 Naperville Riverwalk Commission meeting to order at 7:32 a.m. Due to the shelter-in-place directive, the meeting was held via Zoom Video Conferencing App. B. ROLL CALL: Present: Valla Aguilar; Pam Bartlett (arr. 7:35); Judy Brodhead; Debra Lellbach; John Cuff; Jeff Friant; John Joseph; Pat Kennedy; Amsal Khimani, Student Commissioner; Bill Novack; Geoff Roehll, Commission Chairman and Tom Stibbe Absent: Bobby Carlsen Also Present: Brian Dusak, ERA; Monica Goshorn-Maroney, GRWA; Rick Hitchcock, former Riverwalk Commission Chairman; Casey Krajewski, NCTV (arr. 7:40); Laura McSweeney, City Staff; Carl Peterson, GRWA; Mary Lou Wehrli, DuPage Forest Preserve Commissioner C. PUBLIC FORUM: Wehrli and Hitchcock remarks can be found under Agenda Item D.2. D. OLD BUSINESS: 1. Moser Tower Rehabilitation- Bill Novack Following approval by the City Council, work has begun on the City of Naperville Page 2 Printed on 7/10/2020 Riverwalk Commission Meeting Minutes June 10, 2020 engineering/design and creation of construction documents for the repair of the Moser Tower. The project is scheduled to go out for bid in late autumn or early winter. Construction is scheduled to begin in early spring, weather dependent. The construction timeline will attempt to take the carillon summer schedule into account. 2. Riverwalk Master Plan - Pat Kennedy Direct the Riverwalk Commission to take the June 10, 2020 DRAFT Riverwalk 2031 Master Plan to community partners and key stakeholders to gain their input. Kennedy updated the Commission on the progress the subcommittee has made on the Riverwalk 2031 Master Plan. He also reviewed the process and next steps to move the document forward. He stated that the process calls for meetings with community partners and key stakeholders to garner input prior to seeking input from the public and ultimately endorsement from the Naperville Park Board and City Council. Each Commissioner shared their valuable thoughts on the project. Additional important comments were also heard from Wehrli and Hitchcock. Wehrli will forward a copy of her comments to be shared with Commissioners. A motion to direct the Riverwalk Commission to take the June 10, 2020 DRAFT Riverwalk 2031 Master Plan and subsequent improvements and versions to community partners and key stakeholders to gain their input was made by Joseph and seconded by Lellbach. MOTION CARRIED. E. NEW BUSINESS: No new business was discussed. F. REPORTS: 1. Approval of Minutes - Geoff Roehll Approve the February 12, 2020 and May 13, 2020 Riverwalk Commission meeting minutes. A motion to approve the minutes from the February 12, 2020 and May 13, 2020 Riverwalk Commission meetings was made by Lellbach, seconded by Kennedy. MOTION CARRIED. 2. Chairman - Geoff Roehll No report. 3. Finance - Bill Novack City of Naperville Page 3 Printed on 7/10/2020 Riverwalk Commission Meeting Minutes June 10, 2020 Receive the May monthly Riverwalk financial report. Novack distributed and reviewed the May 2020 financial report for the Riverwalk CIP and Operations Budgets. 4. Park District - Tom Stibbe Receive the monthly Park District report. Stibbe shared the following Park District highlights: · The annual bulb sale has taken place and all purchased items have been received. This year’s sale was held online. · Park District staff is cleaning up the Riverwalk following two flood events earlier this spring. · Centennial Beach will not open for the 2020 season as DuPage County will not issue a permit. · The opening of the decorative and drinking fountains remain on hold. · The restrooms at the Riverwalk Café and Warming Shelter are the only ones currently open. 5. Riverwalk Foundation - John Cuff Cuff stated that the Riverwalk Foundation is planning to meet the week of June 15, 2020 at the Grand Pavilion. Roehll will be presenting the Draft Riverwalk 2031 Master Plan. 6. Donor Recognition - Jan Erickson Erickson reported that the brick order has finally been placed and we are awaiting delivery. The spring installation date has been pushed back, due to covid19. 7. Public Relations - Valla Aguilar Receive the April, May and June Public Relations reports. Aguilar reported that the Riverwalk was recently highlighted or mentioned in 17 articles, 27 media posts and 33 broadcasts in the local media. The highlights include mentions of the flooding and Memorial Day doings. 8. Planning, Design, and Construction - Pat Kennedy Receive the June 2, 2020 Riverwalk Planning, Design and Construction Committee minutes. All pertinent PDC business had been discussed earlier in Agenda Items D.1. and D.2. with no additional information to be reported.
