Riverwalk Commission Meeting Minutes July 8, 2020
CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows
public bodies to temporarily conduct meetings remotely during a state of emergency, subject to
certain requirements, including a determination by the head of the public body that an in-person
meeting is not practical or prudent.
On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person
meetings of the City Council and the City’s boards and commissions are not currently practical or
prudent due to the Covid-19 pandemic. Accordingly, the Riverwalk Commission meeting
scheduled for July 8, 2020 will be conducted remotely. The means by which the public may watch,
listen, and/or participate in the meeting are described below.
TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You
do not need to download any software or create an account to participate.
To login on your computer or iPad:
Click the link to join the webinar, the password is provided on this agenda. Once connected, if
you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the
Chairman to recognize you. When it is your turn to speak, you will be unmuted. There will be a few
second delay after you are unmuted until your mic will be live. Please identify yourself for the
public record and speak clearly.

attacks at Commissioners, staff, other speakers or members of the public. Comments made to
intentionally disrupt the meeting may be managed as necessary to maintain appropriate decorum
and allow for city business to be accomplished.

A. CALL TO ORDER:
Chairman Roehll called the July 8, 2020 Naperville Riverwalk Commission
meeting to order at 7:31 a.m. Roehll read a statement explaining that due
to the shelter-in-place directive, the meeting was held via Zoom Video
Conferencing App.
B. ROLL CALL:
Present: Valla Aguilar; Pam Bartlett; Judy Brodhead; Debra Lellbach; John
Cuff; Jeff Friant; John Joseph; Pat Kennedy; Josh McBroom; Bill Novack;
Geoff Roehll, Commission Chairman and Tom Stibbe
Absent: None
Also Present: Brian Dusak, ERA; Monica Goshorn-Maroney, GRWA; Rick
Hitchcock, former Riverwalk Commission Chairman; Christian Canizal,

D. OLD BUSINESS:
1. Moser Tower Rehabilitation - Bill Novack
No one from the public wished to address the Riverwalk Commission.
2. Riverwalk 2031 Master Plan - Pat Kennedy
Receive the most current version of the Draft Riverwalk 2031 Master Plan.
At the June 10, 2020 meeting, the Riverwalk Commission approved the
Draft Riverwalk 2031 Master Plan and directed Commissioners to reach
out to community partners and key stakeholders to seek their input. Two
meetings have taken place; one with the Riverwalk Foundation (RWF) and
a second with City and Park District officials/staff. The RWF was excited
about the master plan and is exploring a couple of projects. The response
from attendees at the City/Park District meeting was supportive and
received well. A meeting with North Central College and Edward/Elmhurst
Health is planned in the next two weeks with additional outreach to other
key community partners and stakeholders after that.
Comments are being collected from the meetings and will be discussed at
the PDC following the last stakeholder meeting. Changes to the document
will be made accordingly. A final draft will be brought to the Riverwalk
Commission in September for approval. The document will then be taken
to the Park Board and City Council for endorsement.
E. NEW BUSINESS:
No new business was discussed.
F. REPORTS:

Approve the June 10, 2020 Riverwalk Commission meeting minutes.
A motion to approve the minutes from the June 10, 2020 Riverwalk
Commission meetings was made by Brodhead, seconded by Novack.

3. Finance - Bill Novack
The June and July financial reports will be brought to the Commission at the
August meeting.
4. Park District - Tom Stibbe
Receive the monthly Park District report.
Stibbe shared the following Park District highlights:
· Volleyball courts are open.
· Daily maintenance continues with weeding, pruning and mulching.
Much of the mulching was done by volunteers last week.
5. Riverwalk Foundation - Jan Erickson for John Cuff
Erickson stated that the next Riverwalk Foundation is planned for August .
The RWF is exploring the possibility of completing a couple of projects
from the Riverwalk 2031 Master Plan.
6. Donor Recognition - Jan Erickson
Erickson reported that the brick order should be delivered and installed in
the next 4 weeks or so. The Park District will do the installation once the
bricks are delivered.
7. Public Relations - Valla Aguilar
Receive the monthly Public Relations report.
Aguilar reported that the Riverwalk was recently highlighted or mentioned in
12 articles, 99 media posts and 9 broadcasts in the local media. The
highlights include mentions of the Draft Riverwalk 2031 Master Plan, the
recent protests, the Park District’s dropped lawsuit and downtown
Naperville offerings.
8. Planning, Design, and Construction - Pat Kennedy
Receive the June 30, 2020 Riverwalk Planning, Design and Construction
Committee meeting minutes.
All pertinent PDC business was discussed earlier in Agenda Items D.1.
and D.2. with no additional information to be reported.
