Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes Riverwalk Commission Wednesday, June 9, 2021 7:30 AM Via Zoom Due To COVID-19 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s disaster proclamation, and Mayor Chirico’s executive order determining that in-person public meetings are not currently practical or prudent because of the Covid-19 pandemic, we are holding the June 9, 2021 Riverwalk Commission meeting remotely. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. CALL TO ORDER: Chairman Kennedy called the June 9, 2021 Naperville Riverwalk Commission meeting to order at 7:30 a.m. Kennedy read a statement explaining that due to the shelter-in-place directive, the meeting was held via Zoom Video Conferencing App. B. ROLL CALL: Present: Valla Aguilar (joined at 8:00 a.m.); Pam Bartlett; John Cuff; Jan Erickson; John Joseph; Pat Kennedy, Commission Chairman; Debra Lellbach; Bill Novack and Tom Stibbe Absent: Jeff Friant and Josh McBroom Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Councilman Ian Holzhauer; Amsal Khimani, former Student Commissioner; Laura McSweeney, City Staff; Geoff Roehll, former Riverwalk Commission Chairman; and Steve Rubin C. PUBLIC FORUM: No one from the public wished to address the Commission. D. NEW BUSINESS: 1. Proposed River Main Project: Upper stories of the building overhanging a portion of the Riverwalk - Bill Novack City of Naperville Page 2 Printed on 7/16/2021 Riverwalk Commission Meeting Minutes June 9, 2021 Provide feedback regarding the upper story overhang of the Riverwalk for the proposed building for the River Main project Attachments: River Main Rendering Glass Cantilever East River Main Rendering Glass Cantilever North Side River Main Rendering Glass Cantilever West River Main Encroachment Exhibit River Main Sight Lines Novack provided background information on the River Main PUD project that was previously approved by City Council, explaining that portions of the proposed building hang over a portion of the lower Riverwalk walkway, a detail that was not evident during the initial review. A minor change to the PUD will be on the City Council’s agenda at the next scheduled meeting on June 15th. Novack requested feedback from the Commission to provide to Council. Steve Rubin was introduced and provided information on the proposed multi-use project which may potentially offer retail on the ground floor, a restaurant on the 2nd floor, and office space on the 3rd, 4th and 5th floor. He explained that the overhang was intended to have a lighting system underneath to provide a welcoming front. Discussion followed regarding the lighting, if it would be illuminated at all times, and how it would interplay with the existing Shepherd’s Crook lighting. Rubin explained that the lighting was part of a LED package that would be glowing, have a natural feel, with sensors that could be controlled to support the ambiance of the building. Erickson read a statement from former Riverwalk Commission Chairman Rick Hitchcock, who suggested that the corner of the west end of the building be pushed back a few feet. The Commission also inquired about windows on the 2nd floor, which Rubin advised will be fixed with the intent that only the end windows will open. Cuff and Joseph expressed concern with banquets being held in the open space on the balcony, the 2nd floor restaurant and possible interactions with Riverwalk patrons. Roehll discussed the distance from the overhang of the cantilever and provided more information on the LED lighting sensors that can be controlled for both ambiance and safety. Khimani inquired about the lighting being warm or cool. Kennedy expressed concern with the glowing light, noting that it should not be different from the feel of the existing lighting, and inquired if the overhang would cause shade or impact maintenance on that area of the Riverwalk. Stibbe replied that the area is maintained by the Park District in the summer and closed off in winter when there is snow and ice. City of Naperville Page 3 Printed on 7/16/2021 Riverwalk Commission Meeting Minutes June 9, 2021 The Commission requested that the developer work with them before, during and after the installation on the color and tone of the lighting. The Commission also expressed concern with possible interactions with Riverwalk pedestrians from the restaurant and balcony. It was also suggested that the west end of the cantilever be pulled back a few feet. 2. Naperville Strategic Plan Survey - Bill Novack Receive the Naperville Strategic Plan Survey Announcement Attachments: NapervilleStrategicPlanSurveyAnnouncement Novack advised of the Naperville Strategic Plan survey and asked those interested in participating to please visit the City’s engagement hub, www.BridgetoPossibility.org. 3. Riverwalk 40th Anniversary - Pam Bartlett Bartlett reported on a possible 40th re-dedication of the Riverwalk, which would be planned for Labor Day weekend, after the Labor Day parade. They are trying to get this on the Last Fling agenda and ideas include having cake and ice cream coupons distributed to get people into the businesses downtown. This will be supported by the Downtown Naperville Alliance. There will not be a Duck Race this year but ducks could be decorated. 4. In-person Meetings Starting in July - Bill Novack Novack advised that plans are to begin in-person only meetings with the July 6th Riverwalk Planning, Design and Construction Committee meeting, which will be held in the Lunchroom at the Municipal Center. The July 14th Riverwalk Commission meeting will be held in-person, also. Participants should park on the upper deck and come through the front doors at the first-floor entrance and then proceed downstairs to the lunchroom. Vaccinated individuals are not required to wear a mask. E. OLD BUSINESS: 1. Moser Tower Rehabilitation - Bill Novack Novack advised that the construction contract was awarded last week and that a pre-construction meeting is scheduled for later this morning. He will provide updates to the Commission each month. Construction is scheduled to begin in the next two weeks. 2. Riverwalk Master Plan - Pat Kennedy Kennedy asked Joseph to provide an update to the Commission on the Communications plan for the Riverwalk 2031 Master Plan. Joseph City of Naperville Page 4 Printed on 7/16/2021 Riverwalk Commission Meeting Minutes June 9, 2021 advised that the content on the Riverwalk page of the City’s website has been updated and includes a new logo that incorporates the Master Plan. A link to the Riverwalk 2031 Master Plan is also now available on the web page. His team is in preliminary conversations with a member of the City’s Communications Team to begin a social media campaign that will increase public engagement on their Riverwalk experience or “Riverwalk Stories”. More information will be forthcoming. Plans for a QR code have been put on hold, pending feedback regarding the signs that were used for the City’s Strategic Plan. Khimani inquired about the stickers and QR codes. Kennedy advised that stickers for the City’s Strategic Plan Survey were to be placed on the ground at various entrance points to the Riverwalk. 3. Asset Management Plan - Tom Stibbe and Bill Novack Receive the Asset Management Plan Walk Summary from May 7, 2021 Attachments: 21RWCAMPWalk0507 Stibbe noted that the Asset Management Plan Walk in May was successful. He is currently working with Tiffani Picco on a list of fair and poor rated items for the Commission’s review. Novack added the Grand Pavilion parking lot patching will be addressed with the current patching contractor and the section of washout by the embankment by Eagle Street will have concrete poured and bricks reset. They are getting pricing on other items and will make sure funds are utilized prior to year-end, working with the Park District to purchase materials for the Fredenhagen restroom renovations. Erickson wants to make sure the parking lot improvements at the Grand Pavilion are done before or after the scheduled Walk On! event on July 30th. 4. July 30th Walk On! In Memory of Chuck Papanos - Jan Erickson Erickson advised that they are seeking sponsorships and donations for this event. She thanked those that have already signed up. The Lymphoma Research Foundation has advised that this will be their third largest fundraiser nationally. F. REPORTS: 1. Chairman - Pat Kennedy Kennedy requested that future communications about proposed properties and development on the Riverwalk be brought before the Commission for discussion. Novack stated that as development proposals near the Riverwalk come in, it will be highly recommended that the property owner go before the Riverwalk Commission. If they decline, he will add the information to the Commission agenda, once it is public. 3. Finance - Bill Novack Receive the May 2021 Riverwalk financial report Attachments: 21RWCFinancials05 Novack reviewed the May 2021 finance report that was included in the agenda packet. 4. Park District - Tom Stibbe Receive the monthly Park District report Attachments: 21ParkDistrictMemo0609 Stibbe reviewed the following highlights from the Park District report: a. Memorial Paver Installation The spring memorial pavers were installed and included two bench bricks. b. Annual Flowers Tiffani Picco and her crew have all the annual flowers installed. c. Fountains and Drinking Fountains Fountains are running and drinking fountains are beginning to come online. d. No Carillon Recitals No Carillon Recitals are taking place until the renovations are complete. e. Beach Open Centennial Beach is open for the season, with the full re-opening expected on June 11th. 5. Riverwalk Foundation - John Cuff Cuff had no additional information to report. 6. The fall brick order deadline is September 1st and there are currently four new brick orders and one bench order. 7. Public Relations - Valla Aguilar Receive the May Public Relations reports Attachments: 21PublicRelationsReport0609 Aguilar reported that the Naperville Riverwalk was mentioned in 35 articles, 83 social media posts and 8 broadcasts during the month of May. The majority of coverage included summer fun guides and festivals, the Memorial Day Parade and the Naperville Strategic Plan Survey. 8. Planning, Design, and Construction - Jeff Friant Receive the June 1, 2021 Riverwalk Planning, Design and Construction Committee meeting minutes Attachments: 21PDCMinutes0601 Kennedy reported for Friant that the major topics of the PDC meeting included the needed sidewalk repair that would be charged to PA022, a Moser Tower update that was reviewed in item E. 1. from this meeting, a longer discussion on the Asset Management Plan with Stibbe and a discussion on the Walk On! in Memory of Chuck Papanos event.
