A. CALL TO ORDER:
The Riverwalk Planning, Design and Construction Committee (PDC)
Chairman Friant called the September 8, 2021 Naperville Riverwalk
Commission meeting to order at 7:30 a.m. The meeting was held in the
lunchroom of the Naperville Municipal Center located at 400 S. Eagle St.,
Naperville, IL.
B. ROLL CALL:
Present: Valla Aguilar; Pam Bartlett (arrived at 7:31 a.m.); Jan Erickson;
Jeff Friant, PDC Chairman; Mary Gibson; Ian Holzhauer; John Joseph;
Debra Lellbach (arrived 7:32 a.m.); Bill Novack; and Tom Stibbe
Absent: John Cuff; and Pat Kennedy, Commission Chairman
Also Present: Rebecca DeLarme, City Staff; Casey Flanagan, NCTV17;
and Carl Peterson, GRWA
C. PUBLIC FORUM:
No one from the public wished to address the Riverwalk Commission.
D. OLD BUSINESS:
1. Moser Tower Rehabilitation - Bill Novack
Novack reported that cell tower antennas have been relocated. Concrete
repairs have been marked out and will begin this week. A revised
schedule will be provided by the contractor and presented to City Council
for an extension. No selection was made on the façade treatment at the
base of the structure and additional precast section options are
forthcoming. Targeted completion should be by the end of the calendar
year. The landscaping and water proofing of the entrance level may need
to be pushed into next spring. Signs were put up by the Park District
advising the facility is under construction with a link to the Park District’s
website which advises that the Millennium Carillon and Visitor Center are
closed this season due to construction.

2. Riverwalk Master Plan - Jeff Friant for Pat Kennedy
Friant gave an overview of the discussions from the last PDC meeting,
noting the shift to fundraising, the meetings that Kennedy had regarding
funding that may be available for certain projects, and getting those
marquee projects “shovel ready”. Novack noted that design for three of the
Master Plan Capital Improvement items have been included in the budget
request: 1) Eagle Street Gateway project; 2) South Gateway project; and
3) the Grand Pavilion parking lot.
Joseph advised that the social media campaign ended this week and
resulted in more awareness of the Riverwalk website and stories but did
not succeed in driving more visitors to the Riverwalk 2031 Master Plan. As
a result, the suggestion of adding QR codes to existing Riverwalk signs is
being explored. Peterson is researching this and will report back to the
PDC at their next meeting.

Approve minutes from the August 11, 2021 Riverwalk Commission meeting

minutes was made by Joseph, seconded by Erickson. MOTION CARRIED
2. Chairman - Jeff Friant for Pat Kennedy
There was no Chairman’s Report.
3. Finance - Bill Novack
Receive the August 2021 Riverwalk financial report

Prior to presenting the August financial report that was included in the
agenda packet, Novack reviewed the items that were included in the
Capital budget request for 2022 which included preliminary design,
detailed design and permitting for the Eagle Street Gateway; preliminary
design of the South Gateway project; and feasibility and preliminary
engineering for the Grand Pavilion parking lot. In addition, $50K was
included in the budget for the PA022 or Riverwalk maintenance and $130K

was included for roof replacement of the Moser Bridge and the Grand
Pavilion.
4. Park District - Tom Stibbe
Receive the monthly Park District report

In addition to the monthly Park District report that was provided in the
agenda packet, Stibbe reviewed the following highlights:
a. Recent Events
The Last Fling took place September 3rd through September 6th
and things went very smoothly.
b. Staff Update
They are looking to fill the Park District II position.
5. Riverwalk Foundation - Pam Bartlett and Jan Erickson for John Cuff
Bartlett and Erickson provided an overview of the 40th Anniversary
celebration that took place on September 6th. The event was short, went
very well and was covered by NCTV17. Cake and ice cream coupons and
gift certificates were passed out.
Bartlett advised that Pinot’s Palette will be hosting a fundraiser for the
Riverwalk Foundation on September 15th at 7:00 p.m. with the “Don’t Feed
the Ducks” painting.
6. Donor Recognition - Rebecca DeLarme
DeLarme reported that the Fall order currently consists of 13 bricks and 2
benches with an additional 2-3 brick orders still forthcoming from the
Riverwalk Foundation. The fall order deadline was September 1st and
installation should take place in late October or early November, with help
from the Park District.
7. Public Relations - Valla Aguilar

Aguilar reviewed the Public Relations report for August noting that the
Naperville Riverwalk was mentioned in 35 articles, 41 social media posts,
and 1 broadcast during the month. Highlights included Labor Day events
(Last Fling), Riverwalk 40th Anniversary and Austin Weiss Realtor -
Naperville Riverwalk video.

8. Planning, Design, and Construction - Jeff Friant
Receive the August 31, 2021 Riverwalk Planning, Design and Construction
Committee minutes

Friant advised of topics from the PDC meeting which included awaiting
contractor repair of the fountain at Fredenhagen Park, the plow handles at
Farmer’s Plaza being replaced, the Grand Pavilion roof repair and
awaiting bids for repair of the Landforms Sculpture. Main discussion of the
meeting focused on the Moser Tower Rehabilitation and the Riverwalk
2031 Master Plan.
Novack advised that he and Stibbe are assessing the repair of the
Landforms Sculpture and it may be postponed and included with the Eagle
Street Gateway project.
