CALL TO ORDER: The Riverwalk Commission Chairman Kennedy called the November 10, 2021 Naperville Riverwalk Commission meeting to order at 7:30 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Valla Aguilar; Pam Bartlett; John Cuff; Jeff Friant; Mary Gibson; Ian Holzhauer; John Joseph (arrived 7:31 a.m.); Pat Kennedy, Chairman; Bill Novack; and Matthew Ru, Student Commissioner Absent: Jan Erickson; Debra Lellbach; and Tom Stibbe Also Present: Rebecca DeLarme, City Staff; Mike DiCristina, Naperville Park District; and Rick Hitchcock, former Riverwalk Commission Chairman Kennedy welcomed Ru and the Commissioners and other members introduced themselves. C. PUBLIC FORUM: No one from the public wished to address the Commission. D. OLD BUSINESS: 1. Moser Tower Rehabilitation - Bill Novack Novack reported that the contractor continues to make good progress and they are currently in the process of removing and replacing the stairs and landings. A change order will be prepared for City Council for an extension as most of the construction will be completed this year but the landscaping and waterproofing may have to wait until next year. Dusak added that the beam removal and replacement for the Eagle Street walkway repair was scheduled to begin today and carry through until Friday, weather permitting. Riverwalk Master Plan - Pat Kennedy Kennedy provided an update on the discussions from the previous week’s Planning, Design and Construction Committee (PDC) meeting regarding the need to identify resources, scoping and understanding costs for a public relations package. He will discuss further with Joseph. He has met with the Mayor and Council members to review the concept of goal alignment and project readiness. Budgeting requests have been made for design and permitting for the Eagle Street Gateway project, preliminary design for the South Gateway project, and exploratory work for the Grand Pavilion Parking and Plaza. The QR code sign additions were also discussed and are targeted for the spring of 2022. Kennedy will meet with the Riverwalk Foundation and City staff to begin discussions on the background and processes for use of the QR codes. Bartlett advised that she spoke with the Chair of the Naperville Chamber, Christina Caton Kitchel, who expressed interest in further discussions. Kennedy suggested including her in a tour of the Riverwalk with Bartlett, Rick Hitchcock and Danielle Tufano, the new Downtown Naperville Alliance (DNA) Executive Director. Holzhauer suggested also including Kaylin Risvold, Naperville Chamber President and CEO. Bartlett noted that the DNA Facebook page and newsletter would be a good place to provide information on the Master Plan. Friant suggested also including the Naperville Chamber. Holzhauer advised that he and Erickson will be giving a thirty minute presentation on the Riverwalk Master Plan on January 13th at 7:30 a.m. to the Young Professionals Network of the Naperville Chamber. He will advise of the meeting location at the next Commission meeting as the Commissioners are invited to attend but will need to register and can use member pricing as a Commission of the City of Naperville. E. NEW BUSINESS: There was no new business to discuss. F. REPORTS: 1. MOTION CARRIED with Joseph abstaining 2. Chairman - Pat Kennedy Kennedy expressed his appreciation to the Commissioners and members for their efforts, noting that it is an exciting time as there is a lot of momentum and energy around the Riverwalk Master Plan. 3. Finance - Bill Novack Receive the October 2021 Riverwalk financial report Attachments: 21RWCFinancials10 Novack presented the financial report through October 31, 2021 that was included in the agenda packet. He noted that the PA022 amount was still showing $0, but the pavement patching and re-striping costs for the Sindt Woods parking lot came to over $30K. The remainder of PA022 funds will be used to procure materials for the renovation of the Fredenhagen Park restrooms. 4. Park District - Mike DiCristina Receive the monthly Park District report Attachments: 21ParkDistrictMemo1110 DiCristina reviewed the following highlights from the Park District report: a. Planting for Spring Staff is in the process of pulling out the annual flowers. They have completed the tulip bulb planting for spring, with 5,000 bulbs being planted in two days. Annual flower designs for next year are being completed. b. Recent Vandalism Reporting and repairing recent vandalism at various locations on the Riverwalk has been an issue. c. Irrigation System/Fountains Park District staff completed the process of closing down the irrigation system and winterizing fountains. d. Fall Banners The new fall banners have been designed and installed. Tiffany Picco made updates to the previous designs which now include an artist’s rendition of actual pictures of the Riverwalk. Joseph inquired about the banners and will work with Sameera Luthman on providing this content for the Riverwalk’s website. Discussion followed about Santa’s Workshop that will be held at the Riverwalk Café. This year, visitors will be allowed in the building and advanced registration/time reservation will be required. More information can be found on the Naperville Park District’s web page. 5. Riverwalk Foundation - John Cuff Cuff reported that new donor plaques were ordered for the lamp posts around the Quarry and should be placed by Park District staff by spring. The Foundation is working with Stibbe and DiCristina on potential projects they may want to address in 2022. 6. Donor Recognition - Rebecca DeLarme DeLarme reported that the fall brick installation has been delayed due to a supply chain issue with the engraving materials. The order should be ready within the next three weeks but they may not be able to be installed until next spring, depending on the condition of the ground. A total of eighteen bricks, two benches and twenty-eight replacement bricks were in this order. Five bricks have already been ordered for spring of 2022. 7. Public Relations - Valla Aguilar Receive the October Public Relations reports Attachments: 21PublicRelationsReport1110 Aguilar reported the Naperville Riverwalk was mentioned in 17 articles, 64 social media posts, and 2 broadcasts during the month of October. Highlights included Halloween/Fall Events and the Rally for Women’s Rights. 8. Planning, Design, and Construction - Jeff Friant Receive the November 2, 2021 Riverwalk Planning, Design and Construction Committee meeting minutes Attachments: 21PDCMinutes1102 Friant advised that most of the information discussed at the last PDC meeting was previously addressed but added that the estimated removal of the scaffolding at Moser Tower was discussed as occurring in December, and procuring the materials for the Fredenhagen restroom renovations was also discussed.
