CALL TO ORDER: The Riverwalk Commission Chairman Kennedy called the May 11, 2022 Naperville Riverwalk Commission meeting to order at 7:33 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Valla Aguilar; Pam Bartlett; John Cuff; Jan Erickson; Jeff Friant; Mary Gibson; Ian Holzhauer; John Joseph; Pat Kennedy, Chairman; Debra Lellbach; Bill Novack; and Tom Stibbe Absent: Matthew Ru Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Rick Hitchcock, former Riverwalk Commission Chairman; Stephanie Penick, Riverwalk Foundation: and Carl Peterson, GRWA C. PUBLIC FORUM: There was no public forum. D. OLD BUSINESS: 1. Moser Tower Rehabilitation - Brian Dusak Dusak reported that the contractor has been remobilizing now that the weather has improved. They are currently working on concrete work for the plaza. Punch list items for the interior will be reviewed and a brief update will be provided at the AMP walk scheduled on May 12th. 2. Riverwalk Master Plan - Pat Kennedy Joseph reported that meetings were held with two outside firms for the marketing collateral. He thanked the Riverwalk Foundation and ERA for their assistance on this endeavor, as well as the Communications Team for their outstanding work. The plan should be ready to kick-off within the next four weeks. City of Naperville Page 1 Printed on 6/10/2022 Riverwalk Commission Meeting Minutes May 11, 2022 Peterson added that GRWA has received a color match for the signs and they are currently working with ERA and City staff on the QR code landing page. Dusak noted that ERA’s IT staff will be meeting with City staff to develop a mobile friendly version of the Master Plan. Holzhauer updated the Commission on the Community Program Funding grant program. Novack has submitted an application to Congressman Foster’s office regarding the Eagle Street Gateway project. Dusak provided an update on the Eagle Street Gateway preliminary design. The survey is completed and in the design/drafting stages. He will have something to share with the Commission in the very near future. The South Gateway survey is in the que and preliminary engineering should begin shortly. Novack reported that progress is being made on the right of ways with the Washington Street bridge. Construction should begin in 2023. Erickson and Holzhauer provided a presentation on the Riverwalk and the 2031 Master Plan to Monarch Landing on May 10th. A walking tour with the group is scheduled for 9:00 a.m., after the June 8, 2022 Riverwalk Commission meeting. All Commission meeting attendees are invited to join. Erickson and Hitchcock will be providing commentary during the walk. Kennedy advised that a request for a presentation on the Master Plan was received from the Naperville Newcomers and Neighbors Club. No date has been set and he may seek volunteers to assist with the presentation. 3. Streambank erosion at the bend in the river adjacent to Sindt Woods - Bill Novack Novack met with ERA and a representative from the Conservation Foundation. They discovered a long section of curb or tree that is approximately ten feet out in the river that is causing the bank erosion. He has met with the City’s Department of Public Works (DPW) to see if they can pull the object up against the bank and then assess what maintenance could be performed to reestablish the vegetation. 4. Walk On! in Memory of Chuck Papanos - Jan Erickson The Walk On! in Memory of Chuck Papanos event will be held on Friday, July 29, 2022, starting in the evening (tentatively at 6:00 p.m. with walk beginning at 7:00 p.m.), at the Grand Pavilion. The website is not up yet but it will be the same as last year, which is lymphoma.org/napervillewalk. They are seeking sponsorships and donations. E. Approval of Minutes - Pat Kennedy Approve minutes from the April 13, 2022 Riverwalk Commission meeting Attachments: 22RWCMinutes0413 A motion to approve the April 13, 2022 Riverwalk Commission meeting minutes was made by Friant, seconded by Erickson. MOTION CARRIED with Joseph abstaining 2. Chairman - Pat Kennedy Kennedy announced this would be Debra Lellbach’s last Commission meeting, after serving two terms, and the Commission expressed their tremendous appreciation for her dedication and support of the Riverwalk and the Riverwalk Commission. 3. Finance - Bill Novack Receive the April Riverwalk financial report Attachments: 22RWCFinancials04 Novack reviewed the financial report through April 30, 2022 that was included in the agenda packet, noting the total CIP budget was currently at 59% spent, and the total Operating budget was at 38%. Hitchcock inquired about the City’s budgeting process and timeline and the need to tee up future preliminary engineering projects. Novack will include an agenda item for next month’s Planning, Development and Construction Committee (PDC) meeting to review all projects in the Master Plan. 4. Park District - Tom Stibbe Receive the monthly Park District report Attachments: 22ParkDistrictMemo0511 Stibbe reviewed the following highlights from the monthly Park District report, included with the agenda packet: a. Field Report The Spring ’22 commemorative brick installation was completed and went well. One additional installation is scheduled for tomorrow. The paddle boats are in and operating and the stand-up paddle boards will be going in soon. Tulips are blooming and annual flowers should be going in over the next couple of weeks. b. Retaining Wall at Aurora Avenue A contractor has been out and they are currently awaiting feedback. c. Annual Asset Management Plan Walk The Annual Asset Management Plan Walk is scheduled for tomorrow, Thursday, May 12, 2022, at 3:00 p.m. The group will meet in the Municipal Center Lunchroom. 5. Riverwalk Foundation - John Cuff Cuff advised that some of the Foundation’s Board members would attend the AMP walk scheduled for the next day. 6. Donor Recognition - Rebecca DeLarme DeLarme reported that the Spring ’22 commemorative brick installation occurred on April 27th with outstanding assistance from Stibbe and the Park District staff. The order consisted of seven 4” x 8” bricks, fourteen 8” x 8” bricks and two benches. The Fall ’22 order deadline is September 1st, and we currently have one 4” x 8” and three 8” x 8” commemorative brick orders. Any money left over from the Fall budget will go toward replacing existing faded or damaged bricks. 7. Public Relations - Valla Aguilar Receive the April Public Relations report Attachments: 22PublicRelationsReport0511 Aguilar reported that the Naperville Riverwalk was mentioned in 29 articles, 92 social media posts, and 6 broadcasts in April. Highlights included the blood drive in memory of the Astroworld victims, Holi Festival, and the Chicago Summer Festival Guide. Kennedy inquired about social media for the Master Plan’s presentations and tours. Photos and event information should be forwarded to Novack, who will then forward to the City’s Communications Department. Penick inquired about holding a public meeting or open house regarding the Master Plan. Discussion followed on timing, maybe 4:00 p.m. to 7:30 p.m. Joseph suggested waiting until the marketing presentation and materials were developed. Kennedy agreed. 8.
