CALL TO ORDER: The Riverwalk Commission Chairman Kennedy called the August 10, 2022 Naperville Riverwalk Commission meeting to order at 7:31 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Valla Aguilar; Pam Bartlett; John Cuff; Jan Erickson; Jeff Friant; Mary Gibson; Ian Holzhauer; John Joseph; Pat Kennedy, Chairman; Bill Novack; Tom Stibbe; Mike Sullivan (arrived 7:33 a.m.); and Carl Wohlt Absent: None Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Rick Hitchcock, former Riverwalk Commission Chairman; and Carl Peterson, GRWA (arrived 8:00 a.m.) Kennedy welcomed the new Riverwalk Commissioners, Mike Sullivan and Carl Wohlt, and the group introduced themselves at this time. C. PUBLIC FORUM: There was no public forum. D. OLD BUSINESS: 1. Proposed development at 445 Aurora Avenue - Bill Novack Novack provided an update on the proposed development at 445 Aurora Avenue, which will be going before City Council next week. Relative to the Riverwalk, Charleston Building and Development will be building a pathway from Aurora Avenue to the existing Riverwalk pathway. They will also be including the foundations and conduit for the electric lighting. The City plans to use the shepherd’s crook lights from the Washington Street streetscape project. 2. Moser Tower Rehabilitation - Bill Novack City of Naperville Page 1 Printed on 9/15/2022 Riverwalk Commission Meeting Minutes August 10, 2022 Novack reported that some work is being done but the contractors are waiting on the temperatures to fall below 75 degrees to apply the façade treatment and place the coping. 3. Riverwalk Master Plan - Pat Kennedy Joseph provided an update on the marketing plan, noting they are making good progress on meeting with groups and leaders of industry, having listening conversations and getting feedback. They are developing a PowerPoint and script for presentations that should be completed soon. Kennedy noted the tour that was held with Monarch Landing recently as a follow up from the presentation provided by Erickson and Holzhauer. Bartlett provided a presentation to her teamwork team at the Chamber of Commerce and is planning another presentation for a P.E.O. group per a request from that presentation. Hitchcock also provided a presentation to P.E.O. group at Grace Church that went very well. Kennedy met with the Mayor and received positive support. 4. Riverwalk Master Plan Signage - Bill Novack Novack advised they are working on developing a vanity URL for the QR code for the Riverwalk sign additions. The Riverwalk Foundation does not want a QR code to direct donations to their website so they are working out what to do to take in donations. The sign vendor remains on hold. Hitchcock and Joseph will discuss with Deb Newman. 5. 2031 Master Plan updates to Commission roster and renderings - Bill Novack Novack discussed the Master Plan as a living document and asked if, as there are updated renderings of the projects and new and retiring commissioners, should the 2031 Master Plan document be revised? Discussion followed on the possibility of adding a “past contributing Commissioners” list and also adding additional enhancement projects. The Commission agreed that it should be updated and this item will be included on the PDC agenda in October. Erickson requested to show the latest Eagle Street Gateway project rendering for future presentations. 6. Streambank erosion at the bend in the river adjacent to Sindt Woods - Bill Novack Novack advised the object has been identified and the City’s Department of Public Works (DPW) will work to remove when the river flow is down. Discussion followed on additional areas where items get hung up under bridges, etc. with Sullivan inquiring if someone routinely checks this for removal. Novack responded that DPW can remove some items but DuPage County is ultimately responsible for clearing those areas. 7. Walk On! in Memory of Chuck Papanos - Jan Erickson City of Naperville Page 2 Printed on 9/15/2022 Riverwalk Commission Meeting Minutes August 10, 2022 Erickson reported on the Walk On! in Memory of Chuck Papanos event held on July 29th, noting it was a great day and they raised a total of $33,000 for the Lymphoma Research Foundation. Erickson thanked all for their support and Kennedy thanked Erickson for all of her efforts with this important event. 8. Eagle Street Gateway preliminary design review - Brian Dusak Dusak thanked all of the PDC members and Commissioners for their feedback. After last month’s meetings, an internal workshop with ERA, GRWA and Rick Hitchcock was held to refine their design based on the input that was received. Peterson discussed the current accessibility issue which was the primary driver for this project and reviewed the changes that were implemented to include lowering the grades, opening up the area around the Landforms sculpture, adding retaining walls with planting beds large enough for trees, stone outcropping and extending some of the walls on the lower levels. Discussion followed on dressing up the low-flow walkway with artwork or an application to the existing cement. They will also look at using the same lighting used for the Washington Street area. Stibbe suggested adding retaining seat walls to the lower level to allow for seating and to help with the maintenance since this area is prone to flooding. Sullivan inquired about shade trees in the lower planting beds blocking the view from across the river. Peterson will look at ornamental trees as an option. It was noted that the Landforms sculpture will also be renovated during this project. Erickson provided information on Naperville resident Cheryl Hoyer’s initial request many years ago for the ADA accessibility ramp in the area and asked the Commission to consider contacting her daughter to have her involved in some way or to attend a grand opening, once the project is complete. E. NEW BUSINESS: 1. Riverwalk Master Plan CIP/budget review with Commission - Bill Novack Receive the Riverwalk 2023 CIP Planning Worksheet Attachments: Riverwalk2023CIPPlanningWorksheet20220802 Novack reviewed the planning worksheet that was included in the agenda packet. Discussion followed on including maintenance costs. It was noted that maintenance estimations are included in the Master Plan. F. REPORTS: 1. MOTION CARRIED with Gibson and Friant abstaining 2. Chairman - Pat Kennedy Kennedy recognized John Joseph at this time for his six years of service with the Riverwalk Commission. The Commission presented Joseph with a gift and expressed their appreciation for all that he has done and continues to do for the Riverwalk. 3. Finance - Bill Novack Receive the July Riverwalk financial report Attachments: 22RWCFinancials07 Novack reviewed the financial report through July 31, 2022 that was included in the agenda packet. 4. Park District - Tom Stibbe Receive the monthly Park District report Attachments: 22ParkDistrictMemo0810 Stibbe reviewed the following highlights from the monthly Park District report, included with the agenda packet: a. Weeding/Pruning All beds continue to be weeded/mulched and shrubs are being pruned. Contractors will be working in Section 5. b. Fountain at Fredenhagen Park Stibbe reported that Fountain Technologies is currently addressing the issue of the leak with the Exchange Club Memories Fountain. c. Centennial Beach Schedule Centennial Beach hours will be changing as of August 17th. Check the Park District’s website for the updated schedule. d. Office Renovations Stibbe’s staff will be temporarily relocating for office renovations. The Riverwalk maintenance crew will be operating out of the Sindt Woods property and Stibbe and his assistant will be located in the Visitor Center. Riverwalk Foundation - John Cuff There was no report from the Riverwalk Foundation. 6. Donor Recognition - Rebecca DeLarme DeLarme reported that the Fall ’22 order currently consists of three 4” x 8” and nine 8” x 8” commemorative bricks. The deadline for the fall order is September 1, 2022 and will also include past Commissioner bricks for Debra Lellbach and John Joseph. The Riverwalk Foundation has increased the price of the 4” x 8” commemorative bricks from $150 to $200 and the 8” x 8” bricks from $250 to $300. 7. Public Relations - Valla Aguilar Receive the monthly Public Relations report Attachments: 22PublicRelationsReport0810 Aguilar reported July was a quieter month with the Naperville Riverwalk being mentioned in 37 articles, 86 social media posts and 0 broadcasts. Highlights included coverage of the Naperville Salutes Celebration, North Central College gateway on Washington Street, summer activities and WBEZ did a highlight of 14 great places to find solace on the water. 8. Planning, Design, and Construction - Jeff Friant Receive the August 2, 2022 Riverwalk Planning, Design and Construction Committee draft meeting minutes Attachments: 22PDCMinutes0802 Friant advised that all pertinent information from the PDC meeting was previously discussed in this meeting.
