A. CALL TO ORDER:
The Riverwalk Commission Chairman Kennedy called the November 9,
2022 Naperville Riverwalk Commission meeting to order at 7:30 a.m. The
meeting was held in the lunchroom of the Naperville Municipal Center
located at 400 S. Eagle St., Naperville, IL.
B. ROLL CALL:
Present: Pam Bartlett; John Cuff; Jan Erickson; Jeff Friant; Mary Gibson
(until 8:26 a.m.); Pat Kennedy, Chairman; Leo Martinez; Tom Stibbe; Mike
Sullivan; and Carl Wohlt
Absent: Valla Aguilar; Ian Holzhauer; and Bill Novack
Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Monica
Goshorn-Maroney, GRWA; and Carl Peterson, GRWA
Chairman Kennedy welcomed Leo Martinez, Student Commissioner, to the
Riverwalk Commission.
C. PUBLIC FORUM:
There was no public forum.
D. OLD BUSINESS:
1. Moser Tower Rehabilitation - Brian Dusak
Dusak reported that the contractor completed the waterproofing and is
finishing up the paver installation. Landscaping is scheduled for the
following week and the project is expected to be completed soon.
2. Riverwalk Master Plan - Pat Kennedy
Kennedy provided an update on the work with Deborah Newman Marketing
Communications, noting that the PowerPoint presentation and handout
were completed and they are currently working on a video. The
presentation and handout material will be shared with the Riverwalk
Commission at next month’s meeting. If anyone needs access in the

meantime, please contact Erickson. Kennedy inquired if there were any
other presentations planned. Erickson and Hitchcock were planning a
presentation to the Downtown Advisory Committee that will need to be
rescheduled. Bartlett will be presenting to the Downtown Naperville
Alliance.
3. Riverwalk Bicentennial Fund - Pat Kennedy
Kennedy provided background on developing a task force that is focused
on the fundraising related to the Master Plan. It was determined that the
task force should develop a 501(c)(3) and a fund specifically related to the
Master Plan and the capital improvement projects. The group, which
consists of Kennedy, Erickson, John Joseph and Rick Hitchcock, is
currently working on the charter and bylaws and will bring a summary to the
Commission next month for endorsement. Kennedy noted this would
operate side-by-side with the Naperville Riverwalk Foundation, which will
continue their focus on preservation, education and honoring donors.
4. Riverwalk Master Plan CIP/budget review with City Council - Rebecca DeLarme
DeLarme advised that the budget workshops with City Council, scheduled
for today and November 21st, will begin at 6:30 p.m. in Council Chambers
instead of 7:00 p.m. as previously reported.
5. Streambank erosion at the bend in the river adjacent to Sindt Woods - Tom
Stibbe
Stibbe noted they were unable to remove the structure in the river that
appears to be part of a past streambank stabilization project. This will be
deferred to Novack for further recommendation.

minutes was made by Friant, seconded by Cuff. MOTION CARRIED with
Erickson and Sullivan abstaining

Kennedy reviewed the financial report through October 31, 2022 that was
included in the agenda packet.
4. Park District - Tom Stibbe
Receive the monthly Park District report

Stibbe reviewed the following highlights from the monthly Park District
report, included with the agenda packet:
a. Field Report
Staff is wrapping up mowing and weeding. General maintenance
continues. Mums are out and bulbs have been planted. All of the
pavilions have been painted to include the ceiling of the Grand
Pavilion. Several areas in Section 5 have been relandscaped. All
overgrown plants along Jackson Avenue have been removed and
redone.
5. Riverwalk Foundation - John Cuff
Cuff noted the presentation he provided at last week’s PDC meeting
regarding Fredenhagen Park renovations and the Foundation’s goal to
move more toward enhancement projects. He referred to the recent
Naperville Sun article on the Park District’s budget for 2023 and their plans
to update the Riverwalk agreement. He added that he hopes there is an
opportunity for an expanded budget with regard to Riverwalk maintenance.
After a brief explanation of the existing agreement, Kennedy noted that it
would be a good opportunity for the Commission to better understand the
maintenance agreement in 2023.
6. Donor Recognition - Rebecca DeLarme
DeLarme reported that the Fall ’22 commemorative brick order was ready
and scheduled for pick-up this afternoon. She will be meeting with the Park
District staff and several of the donors at Fredenhagen Park tomorrow
morning for installation. The Spring ’23 order deadline is March 15th and
currently consists of twenty-five 4” x 8” and three 8” x 8” commemorative
brick orders. Discussion followed on the costs and procedures relating to
the Legacy Gift program.

7. Public Relations - Pat Kennedy for Valla Aguilar

Kennedy reviewed Aguilar’s report that was included with the agenda
packet. The Naperville Riverwalk was mentioned in 31 articles, 97 social
media posts and 0 broadcasts during the month of October. Highlights
included Halloween events, Mobile Nature Scavenger Hunt, Former
Naperville Man Recaptures Memory on Riverwalk Bench, and Naperville
Best City in U.S. for Mental Well-Being.
8. Planning, Design, and Construction - Jeff Friant
Receive the November 1, 2022 Riverwalk Planning, Design and Construction
Committee draft meeting minutes

Friant reported on some of the major topics from last week’s PDC meeting
to include Fredenhagen Park renovations and maintenance of existing
assets, the accessibility audit of the Riverwalk, the process for updating the
Master Plan, and the preliminary design discussions regarding the South
Gateway. All items will be included on next month’s agenda for further
discussion and recommendations will be brought to the Commission.
Friant and Kennedy will be meeting with Edward Hospital in December and
requested updated visuals from Dusak.
With regard to reviewing the Master Plan annually, Kennedy requested the
Commission consider if there were any new projects to add or any existing
projects that may need to be refreshed.
