A. CALL TO ORDER:
Riverwalk Planning, Design and Construction (PDC) Committee
Chairman Friant called the March 13, 2024 Naperville Riverwalk
Commission meeting to order at 7:30 a.m. The meeting was held in the
Naperville Employee University (NEU) at the Naperville Municipal Center
located at 400 S. Eagle St., Naperville, IL.
B. ROLL CALL:
Present: Pam Bartlett (arrived 7:31 a.m.); John Cuff; Jeff Friant; Mary
Gibson; Ian Holzhauer; John Joseph; Tiffani Picco; Sennah Rashidian;
Johnna Shields; and Mike Sullivan
Absent: Jan Erickson; Pat Kennedy, Chairman; Ryan Mohammadian;
Bill Novack; and Carl Wohlt

Friant discussed the request for use of the Naperville Jaycees Park for
the Fine Arts and Fine Crafts Fair on Water Street that will be hosted by
Marquette Companies/Water Street on July 14, 2024. This information
was included in the agenda packet.
The event is scheduled for Sunday, July 14, 2024, from 10:00 a.m. to
5:00 p.m. The organizers are requesting permission to utilize the
Naperville Jaycees Park for vendors. Deborah Newman was in
attendance representing Marquette Companies and advised that this
was the first year for this event, which would include twenty to thirty
vendors, and that it was exclusive to Water Street. Due to fire lane
restrictions, they can only use one side of Water Street for vendor
booths.
A motion to approve use of the Naperville Jaycees Park for the Fine Arts
and Fine Crafts Fair on July 14, 2024 was made by Cuff and seconded
by Joseph. MOTION CARRIED
2. Annual Riverwalk Asset Management Plan (AMP) Walk - Jeff Friant
Select a date for the annual Riverwalk Asset Management Plan walk of the
Naperville Riverwalk
Friant discussed the three dates proposed by Picco for this year’s AMP
Walk, included in the agenda packet. Cuff inquired if this could be done
in one day with Picco noting that we could look at doing it in two days,
using Eagle Street as the break. The focus would then be on the west
side of Eagle Street for the first walk, and the east side for the latter,
which could be scheduled into May. April 23rd and 24th worked best for
three to four of the members present. Friant stated the final date would
be communicated to the group at a later time.

4. Park District - Tiffani Picco
Receive the monthly Park District report

Picco reported on highlights from the monthly Park District report
included in the agenda packet. Staff has been pressure washing stone
walls along the Riverwalk. They started in Section 5, on the walls
behind the benches around the fountain, completed the Free Speech
Pavilion and the Amphitheater, and are now focusing on the Centennial
Beach area.
Picco noted that the contractor began work today removing the three
cottonwood trees near the covered bridge and behind the Burger King
on Washington Street that was discussed in detail at last month’s
meeting.
5. Riverwalk Foundation - John Cuff
There was no report.
6. Riverwalk Bicentennial Fund - John Joseph
Joseph reported that they continue to make good progress and that the
Riverwalk Bicentennial Fund’s website has been launched
(riverwalk2031fund.org) and social media about the campaign should
begin within six weeks.
7. Donor Recognition - Rebecca DeLarme
Receive the monthly Donor Recognition report
DeLarme reviewed the Riverwalk Commission Donor Recognition report
included in the agenda packet. The Spring 2024 Legacy Gift Order
deadline is March 15, 2024. One additional brick was sold after the
report was distributed so the current order consists of seven 4” x 8” and
six 8” x 8” commemorative bricks.

Friant provided an overview of the previous week’s PDC Committee
meeting, noting that the majority of discussion was focused on Riverwalk
accessibility and possible bench locations on the low-flow walkway
adjacent to Phase I of the Riverwalk, per the Community Mobility
Assessment that was provided by an Occupational Therapy class from
North Central College last fall. A few spaces were suggested where the
benches may fit. Friant added that they plan to engage Mary Hamill with
the Accessible Community Task Force and that Picco and staff will be
measuring the suggested areas with an existing bench. Further
discussion on this topic will be held at the next PDC Committee meeting
on April 2nd.
Hitchcock inquired about the status of the bidding process for the Eagle
Street Gateway project and progress on the South Gateway project.
Dusak reported that the bid for the Eagle Street Gateway project was
posted on March 8th and due on March 28th. He reported that they
were starting into final engineering for the South Gateway project and
finalizing the concepts and design for the Hillside Gateway. This is
anticipated to continue throughout this year, with bidding and
construction taking place next year.
