A. CALL TO ORDER:
Riverwalk Commissioner Novack called the April 10, 2024 Naperville
Riverwalk Commission meeting to order at 7:30 a.m. The meeting was
held in the Naperville Employee University (NEU) at the Naperville
Municipal Center located at 400 S. Eagle St., Naperville, IL.
B. ROLL CALL:
Present: Pam Bartlett; John Cuff; Jan Erickson (arrived 7:33 a.m.); Mary
Gibson; Ian Holzhauer; Bill Novack; Tiffani Picco; Johnna Shields; Mike
Sullivan; and Carl Wohlt
Absent: Jeff Friant; Pat Kennedy, Chairman; Ryan Mohammadian; and
Sennah Rashidian

D. PROJECT UPDATES:
1. South Gateway Proposed Signage and Corner Site Design Review - Bill Novack
Review and provide direction regarding the signage and corner site design at the
intersection of Martin Avenue and Washington Street for the South Extension of
the Riverwalk

Riverwalk Commission Meeting Minutes April 10, 2024
Novack provided an overview on the recent discussions regarding the
South Extension of the Riverwalk and the theming and signage at the
Martin Avenue intersection with Washington Street. He reviewed the
drawings that were included in the agenda packet which were submitted by
the Riverwalk consultants and Kevin Schoolcraft with Ryan Companies.
Ryan Companies is constructing the building at the corner of Martin and
Washington.
Mr. Schoolcraft reported that the preliminary design information provided
by the Riverwalk consultants was reviewed with his client, Endeavor Health,
and their corporate team. He noted they are still working on their branding
but the style and design of the signage information submitted, while not
final, is much closer to what was recommended. The landscaping and
brick pavers have changed from a concave to convex design to allow better
visibility of their signage, and it may also list sub-tenants of the building.
The Riverwalk consultants will provide an updated exhibit for discussion at
the April 30th PDC Committee meeting.
Holzhauer suggested changing the signal post on Washington Street,
depicted in the Martin Avenue Gateway Concept illustration, to a mast arm
to keep from blocking the Riverwalk signage. Novack noted the
importance of the double arrow sign and certain safety measures that have
to remain in place, but that it could be looked at with the design team.
Gibson stated that a lease termination with the Naperville Cemetery Board
for the property on the northwest corner of Martin Avenue and Washington
Street was on the Park District Board agenda for the next day. Novack and
Erickson reminded the group that the proposed changes to the corner have
been shared with the Naperville Cemetery Association Board.
E. OLD BUSINESS:
1. Annual Riverwalk Asset Management Plan Walk - Bill Novack and Tiffani Picco
Approve the dates of the Asset Management Plan walking tours of the Riverwalk
Novack discussed the two proposed dates for this year’s AMP Walk,
included in the agenda packet, of April 18, 2024 and May 1, 2024. The
purpose of proposing two walks was to allow enough time to cover the
entire Riverwalk.
A motion was made to approve the dates of the Asset Management Plan
walking tours on the Riverwalk for Thursday, April 18, 2024, at 3:00 p.m.
and Wednesday, May 1, 2024, at 3:00 p.m. by Erickson and seconded by
Picco. MOTION CARRIED

F. NEW BUSINESS:
1. Riverwalk Accessibility and Bench Locations - Bill Novack and Tiffani Picco
Approve locations 1 and 2 west of the Webster Street covered bridge as
appropriate locations for either Riverwalk or accessible benches

Picco provided the background on the suggestions for benches on the
lower walkway adjacent to Phase I of the Riverwalk and an overview of the
most recent discussions at last week’s PDC Committee meeting. This
information was included in the agenda packet.
The Naperville Park District staff provided a report that illustrates an
individual sitting on a bench with their legs stretched out at various
locations along the lower walkway. This report further provides the
dimensions at each location along with other dimensions along the lower
walkway.
At last week’s PDC Committee meeting, members reviewed the report
and discussed the locations that provide sufficient distance from the bench
to the edge of the walkway. They agreed that locations 1 and 2, west of the
Webster Street bridge, were the only ones with sufficient distance to locate
a bench. Mary Hamill of the Accessible Communities Task Force (ACTF)
attended the meeting and supported both locations. She also provided the
PDC with an example of a bench design that provides better accessibility
for those who need it, a copy also included in the agenda packet.
The group discussed adding one Riverwalk standard bench in the first
location, and adding an additional bench if it was warranted. Discussion
followed on the possibility of changing the type of bench from the Riverwalk
standard to an accessible bench with Picco noting she could bring options
for the accessible benches to a subsequent PDC Committee meeting.
A motion was made to approve locations 1 and 2 west of the Webster
Street covered bridge as appropriate locations for either Riverwalk or
accessible benches by Sullivan and seconded by Erickson. MOTION
CARRIED

3. Finance - Bill Novack
Receive the December 2023 Year-end Riverwalk Financial report

Novack reviewed the December 2023 Year-end Riverwalk Financial report
that was included in the agenda packet. 62% of the total operating budget
was spent and 12% of the CIP budget was spent as the Eagle Street
Gateway project was budgeted but will carry over to 2024.
Novack advised that two bids were received for the Eagle Street Gateway
project, the lowest being $1M over their estimate. They are reviewing
options and there will be no action taken at the next City Council meeting.
More information on this will be forthcoming.
4. Park District - Tiffani Picco

Picco reported on highlights from the monthly Park District report included
in the agenda packet. She noted that the shingles now match on the Grand
Pavilion roof. The three cottonwoods have been removed by Burger King
and that project is wrapped up.
Staff is working on Rotary Hill; the fence has been removed and they are
repairing some minor turf damage from the winter use.

6. Riverwalk Bicentennial Fund - Bill Novack for Pat Kennedy

7. Donor Recognition - Rebecca DeLarme
Receive the monthly Donor Recognition report
DeLarme reviewed the Riverwalk Commission Donor Recognition report
included in the agenda packet. The Spring 2024 Legacy Gift Order
deadline was March 15, 2024. The order consisted of eight 4” x 8” and six
8” x 8” commemorative bricks and should be ready for installation
sometime in May. The Fall 2024 Legacy Gift Order deadline is September
1st.

Novack provided a recap of the discussions from the previous week’s
PDC Committee meeting, most of which were addressed in this meeting.
There was not a quorum of Riverwalk Commissioners present so no action
was taken. He added that Picco discussed the recent vandalism that
occurred on the Riverwalk with spray painting.
