CALL TO ORDER: Buddingh called the July 31, 2018 Naperville Riverwalk Planning, Design & Construction Committee meeting to order at 7:30 a.m. The meeting was held in Conference Room 164 of the Naperville Municipal Center located at 400 S. Eagle Street, Naperville, Illinois. B. ROLL CALL: Present: Jeanne Buddingh, PD&C Chairman; Jeff Friant; John Joseph; Pat Kennedy; Debra Lellbach; Bill Novack; Stephanie Penick; Chuck Papanos; and Geoff Roehll, Riverwalk Commission Chairman Absent: Valla Aguilar, Judy Brodhead, and Bobby Carlsen Also Present: Brian Dusak, ERA; Monica Goshorn-Maroney, GRWA; Marilyn Schweitzer, Naperville Resident C. PUBLIC FORUM: There were no members of the public that wished to address the committee. D. OLD BUSINESS: 1. Approval of Minutes - Jeanne Buddingh Approve minutes from the July 3, 2018 Riverwalk Planning, Design & Construction Committee meeting A motion to approve the July 3, 2018 Planning, Design & Construction Committee minutes was made by Lellbach, seconded by Joseph. MOTION CARRIED 2. Park District - Chuck Papanos a. The Jaycees Playground on the west extension is scheduled to be renovated in 2019. Papanos will share additional updates as they become available. b. The City contracted Steve Piper & Sons to work on the Riverwalk overstory west of the metal pedestrian bridge. The Park District provided funding for a fifth day. Their work has concluded. c. The stone plaque near the Carillon Visitor Center in memory of Clyde “Bud” Netzley, Dirck Rufus Schumacher and Harry E. Ridley has been cleaned. Roehll requested that the plant material south of the shelter across the river from the Oliver Hoffman Pavilion be trimmed back to provide a better vista of the quarry. In addition, he also requested that some of the invasive species be removed from that area. 3. Moser Tower Assessment - Bill Novack/Brian Dusak Dusak reported that ERA is expecting to receive the results of the onsite testing from eChem and Brush Architects in the next few days. After reviewing that data, ERA will incorporate it with the information they have gathered to write an addendum to the original report. The draft addendum should be completed around the middle of August. Keeping the format consistent with the original report, the draft addendum will include any new findings, an updated cost opinion and clarify assumptions made on the original report. 4. Naperville Jaycees Park - Geoff Roehll DuPage County has issued a General Certificate, eliminating the need for a stormwater permit, as the project involves a “cut” rather than “fill”. The City’s Development Review Team has returned their initial comments. The comments will be addressed and resubmitted for further review. All but four financial commitments have been received for this payment period. A ground breaking will be scheduled once the four outstanding donations have been received. The project will go out to bid in the near future. 5. Harmony Park - Geoff Roehll A pre-construction meeting took place on July 10, 2018. Unfortunately, the manufacturer of the outdoor instruments experienced a fire in their facility extending the delivery time. Construction is now expected to commence the week following Labor Day. 6. Bicycles on the Riverwalk - Chuck Papanos Discussion centered around the concern that there is more frequent and bold use of bicycles and skate boards on the Riverwalk. Patrons seem to blatantly refuse to comply with the no bikes, skateboards, rollerblades on the Riverwalk rule. City of Naperville Page 2 Printed on 9/14/2018 Riverwalk Planning, Design and Meeting Minutes July 31, 2018 Construction Committee The new signs are finished and will be delivered to the Park District for installation. Kennedy was recently traveling in Europe where he saw signs encouraging bicyclists to dismount. He shared a photograph of one of the signs. 7. Refresh the Labyrinth - Chuck Papanos Papanos reported that his crew will wait until school is in session to power wash the Labyrinth. Erickson reported that the Naperville Riverwalk Labyrinth will not be on the Labyrinth Society’s tour this fall. The Riverwalk Commission chose to ask the Park District to clean the Riverwalk Labyrinth instead of paying the Labyrinth Society to perform the task. 8. Maintenance Policy for Additions to the Riverwalk - Bill Novack Roehll suggested that there could be two different ways to manage future maintenance of Riverwalk assets. If the new asset is conceived by the Riverwalk Commission then the maintenance cost would be the City’s responsibility. If the new asset was conceived by an outside entity, the maintenance cost would be the responsibility of the donating entity. He further explained that the University of Illinois includes the cost of maintenance to the total cost of each of their donated amenities. Lellbach shared insight she gained from the Studio Gang, an architecture and urban design firm that does projects around the country. Lellbach found that the question of continued maintenance of assets is a common one. Studio Gang suggested that the use of a Special Service Area (SSA), finding a sponsor to fund the maintenance or gathering upfront maintenance funding prior to the construction of the asset may all be possibilities. Erickson spoke with the City of Batavia. They collect funds for an endowment for their donated amenities and only commence construction once the endowment as well as all other costs are fully funded. She will continue to research what other municipalities do regarding funding the maintenance for donated assets. The Riverwalk Commission will continue to discuss options. Once a process has been selected, the City Council will be advised. E. NEW BUSINESS: 1. 2019 Budgets - Bill Novack City of Naperville Page 3 Printed on 9/14/2018 Riverwalk Planning, Design and Meeting Minutes July 31, 2018 Construction Committee Novack explained the history of the Riverwalk maintenance agreement with the Naperville Park District. Papanos answered questions regarding the Riverwalk maintenance expenses. The first draft of the 2019 Riverwalk Operations Budget was distributed and reviewed. The 2018 Riverwalk CIP Budget was distributed and discussed as well. 2. Riverwalk Duck Race - Stephanie Penick The Riverwalk Duck Race is scheduled to take place at 10:00 a.m. on August 15, 2018. Penick invited all those present to “adopt” a duck. She also offered the opportunity to donate $14 to “dress up” one of the larger ducks that will participate in a “Best Dressed” contest the day of the race. Erickson invited all Riverwalk Commissioners to help the day of the race as volunteers are needed to help manage the proceedings. F.
