CALL TO ORDER: Buddingh called the February 5, 2019 Naperville Riverwalk Planning, Design & Construction Committee meeting to order at 7:30 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle Street, Naperville, Illinois. A big thank you was given to Stephanie Penick for her service as Riverwalk Foundation liaison to the Riverwalk Commission. John Cuff was welcomed to the Riverwalk Commission. He is the incoming Riverwalk Foundation President and will be serving as Riverwalk Foundation liaison to the Riverwalk Commission. B. ROLL CALL: Present: Jeanne Buddingh, PD&C Chairman; John Cuff; Jeff Friant; John Joseph; Pat Kennedy; Debra Lellbach; Bill Novack; Chuck Papanos; and Geoff Roehll, Riverwalk Commission Chairman Absent: Valla Aguilar, Judy Brodhead and Bobby Carlsen Also Present: Brian Dusak, ERA; Rick Hitchcock, Hitchcock Design Group; Stephanie Penick, Riverwalk Foundation; Carl Peterson, GRWA (arr. at 7:37 a.m.); and Christine Rhodes, City of Naperville Staff C. PUBLIC FORUM: No one from the public wished to address the Riverwalk Commission. D. OLD BUSINESS: 1. Approval of minutes - Jeanne Buddingh Approve the minutes from the December 4, 2018 Riverwalk Planning, Design and Construction Committee meeting A motion to approve the December 4, 2018 minutes was made by Kennedy, seconded by Roehll. MOTION CARRIED 2. Park District - Chuck Papanos a. Car Accident Late last month, a person lost control of the car and drove through the Park District Administration Building parking lot. The car jumped the City of Naperville Page 1 Printed on 3/25/2019 Riverwalk Planning, Design and Meeting Minutes February 5, 2019 Construction Committee curb and careened down the Riverwalk between the red sculpture and the Oliver Hoffman Pavilion ultimately landing on the bank headed toward the river. Thankfully no one was injured. The Naperville Police were on the scene shortly after the accident occurred. Minimal damage was done to the Riverwalk other than a clipped shepherd crook light. b. Warming Shelter Remodel The warming shelter had been opened as planned but has since been closed due to the extremely cold weather. The Park District staff is working to relocate some of the water pipes. The new drinking fountain with a water bottle filling station was installed on the outside of the warming shelter. c. Moser Tower Lights The Park District Trades Department is seeking pricing to fix the electronic controls for the autoplay on the Moser Tower. This may not be a short-term repair as the existing equipment is nearly 20 years old. The Riverwalk Commission will be kept apprised of the results of their search. d. Healing Fields Serious consideration is being given to reinstalling another Healing Fields on Rotary Hill this autumn as there are several meaningful milestones e.g. American Legion is 120 years old, the VFW is 75 years old, and this will be the 75th anniversary of the invasion of Normandy. 3. Naperville Jaycees Park - Geoff Roehll Roehll reported that a meeting took place with the City of Naperville to discuss the budget and the design status. An added feature will be a motion detector within the trellises to turn the lights on and off. He also stated that the main lights in the center of the plaza will remain on at all times. The site furnishings have been ordered and, once they’ve been delivered, will retrofitted to accept the electrical outlets. 4. Moser Tower Assessment - Bill Novack The draft addendum should be ready by the March PDC meeting. The findings will take a few of months for the Riverwalk Commission to digest prior to making a recommendation to the City Council. 5. Maintenance Policy for Riverwalk Additions - Bill Novack A draft of the maintenance policy was distributed. Semantics of the policy were also discussed. The subcommittee will meet to produce an updated draft and submit it at the next meeting. E. NEW BUSINESS: No new business was discussed. F. MEETING SCHEDULE: Erickson stated that attendance for all City Boards and Commissions is being monitored by the Mayor’s office.
