CALL TO ORDER: Buddingh called the April 30, 2019 Naperville Riverwalk Planning, Design & Construction Committee meeting to order at 7:31 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle Street, Naperville, Illinois. B. ROLL CALL: Present: Jeanne Buddingh, PD&C Chairman; John Cuff; Jeff Friant; Pat Kennedy; Debra Lellbach; Bill Novack; Chuck Papanos; and Geoff Roehll, Riverwalk Commission Chairman Absent: Valla Aguilar, Judy Brodhead, Bobby Carlsen and John Joseph Also Present: Brian Dusak, ERA; Stephanie Penick, Riverwalk Foundation; Monica Goshorn-Maroney, GRWA and Marilyn Schweitzer, resident C. PUBLIC FORUM: Comments from the public can be found under Agenda Item D.4. D. OLD BUSINESS: 1. Approval of Minutes - Jeanne Buddingh Approve minutes from the April 2, 2019 Riverwalk Planning, Design and Construction Committee. A motion to approve the April 2, 2019 minutes was made by Novack, seconded by Friant. MOTION CARRIED 2. Park District - Chuck Papanos a. Centennial Beach has been refilled following the annual spring cleaning and repair. b. Following the severe winter weather, the plant material looks good other than a few lost flowers tops due to the recent snow event. c. The Fredenhagen Park reroofing project is out for bid. There are currently five plan holders. Bids will be opened on May 6, 2019. 3. Naperville Jaycees Park - Geoff Roehll City of Naperville Page 1 Printed on 9/3/2019 Riverwalk Planning, Design and Meeting Minutes April 30, 2019 Construction Committee Roehll reported that plans have been adjusted due to all the recent rain. If the crews can get back in synch with the timetable, the plan is to be substantially completed by May 20, 2019 and to schedule a grand opening event in late May. 4. Moser Tower Assessment - Bill Novack Schweitzer commented that she would like to see additional information regarding the decommissioning of the tower to show more parity when comparing costs between repairing the structure and decommissioning it. She stated that if the structure isn’t taken down for 30 years, the cost to maintain the structure in the interim should be included in the decommissioning cost. She would also like to see the rationale clearly stated regardless of which recommendation is made. Novack explained that local quality control/quality assurance experts have suggested that there should be additional modeling done to complete the structural assessment. The modeling would include a dynamic analysis of the structure and explore how the structure functions under different circumstances at specific stress points. The additional investigation is expected to take approximately six weeks. E. NEW BUSINESS: 1. Riverwalk Development Guidelines - Bill Novack The Riverwalk Development Guidelines will be updated this year. A subcommittee will meet on May 14, 2019 to begin the process. 2. Thank You Jeanne Buddingh - Geoff Roehll Buddingh will be retiring from the Riverwalk Commission at the end of this month. Roehll thanked her for her dedicated service to the Riverwalk and the Naperville community. Her expertise in spearheading the work on the Riverwalk survey was noted as especially important. F.
