C. PUBLIC FORUM:
No members of the public wished to address the Riverwalk PDC
Committee.
D. OLD BUSINESS:
1. Approval of Minutes - Pat Kennedy
Approve minutes from the April 30, 2019 Planning, Design and Construction
Committee meeting.
No vote was taken to approve the April 30, 2019 PDC minutes as there
was not a quorum of Riverwalk Commissioners present.
2. Park District - Chuck Papanos
a. Thank You to Keller Williams Realtors
Over 100 Keller Williams realtors volunteered for four hours on May 9,
2019 to do spring cleaning in a variety of parks for the Naperville Park
District. 55 of those volunteers worked on the Riverwalk to pull weeds
and spread mulch. Thank You!
b. Additional Riverwalk Wayfinding Signage
A concern was brought to the attention of Park District staff following the
Park District’s active shooter training. There were folks in the vicinity
who were unaware that the activity was only a training exercise. One
person was seeking an escape route from the perceived threat and
was hesitant to enter the pathway at the end of the cul-de-sac on the
west side of the Jaycee Playground parking lot, not knowing where it
led. All other Riverwalk gateways have wayfinding signage. A
suggestion was made to add another way finding sign at that location.

Construction Committee
Papanos will review the sign component inventory to explore what
options are available and report back to the PDC at the July 2, 2019
meeting.
c. Donor Plaque
Papanos distributed a photo of the donor plaque adjacent to the corner
of Jackson Avenue and Eagle Street. The plaque is showing signs of
damage as the clear coating is lifting. Roehll and Papanos will contact
vendors to inquire about the options to clean/repair the damaged
plaque. Penick mentioned that the plaques on the Main Street Bridge
are experiencing the same issues.
3. Naperville Jaycees Park - Geoff Roehll
Roehll reported that the park is substantially complete other than the rain
garden. With the extensive rains recently, the rain garden has been under
water and not in a condition to install the plants. An erosion blanket was
installed around the rain garden in the interim.
Roehll also stated that a ribbon cutting for the park will take place on June
4, 2019 at 5:00 p.m. All are welcome to attend.
4. Moser Tower Assessment - Bill Novack
Novack explained that steps are being taken to do additional modeling that
includes a dynamic analysis of the structure to explore how the structure
functions under different circumstances at specific stress points. The
additional investigation is expected to take approximately six weeks.
5. Riverwalk Development Guidelines - Bill Novack
An ad hoc committee met on May 14, 2019 to begin a review and update
of the Riverwalk Development Guidelines. At that meeting, the group
discussed a few things they would like to incorporate into the final draft of
this report. In addition to updating the existing list of future projects,
Kennedy suggested that the Committee could create a list of projects that
donors would choose from. In the past, donors have come to the Riverwalk
Commission with requests for new projects. The proposed project list
would help focus donors’ choices on what would be an appropriate
Riverwalk project. The list would also include an estimated dollar amount.
Kennedy also suggested that an outreach program could be developed.
Riverwalk representatives would reach out to donors with a “menu” of
Riverwalk projects and needs. The list would be created with different
levels of financial commitment. This would give donors a vehicle to support
the Riverwalk and help move the Riverwalk vision forward.

Construction Committee
At the June 4, 2019 PDC meeting, the review of the Development
Guidelines continued with Project #16. Lively discussion took place
regarding several possible projects including the north shoreline between
Main Street and Eagle Street, the south extension, 430 S. Washington and
the notion of bicycle access between Hillside Road and Washington Street.
Commissioners were asked to think creatively about other projects that
might benefit the Riverwalk and to bring their ideas to the next PDC
meeting.

No new business was discussed.
