CALL TO ORDER: Planning, Design & Construction Committee Chairman Kennedy called the July 2, 2019 Naperville Riverwalk Planning, Design & Construction Committee (PDC) meeting to order at 7:33 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle Street, Naperville, Illinois. Absent a quorum, no official business took place. B. ROLL CALL: Present: Pam Bartlett; Chuck Papanos; and Pat Kennedy, PD&C Committee Chairman Absent: Valla Aguilar; Judy Brodhead; Bobby Carlsen; John Cuff; Jeff Friant; John Joseph; Debra Lellbach; Bill Novack; and Geoff Roehll, Riverwalk Commission Chairman Also Present: Susan Duncan, Keller Williams Realty (arr. 7:53); Brian Dusak, ERA; Stephanie Penick, Riverwalk Foundation; and Carl Peterson, GRWA C. PUBLIC FORUM: Duncan’s comments can be found under Agenda Item D.5. D. OLD BUSINESS: 1. Approval of Minutes - Pat Kennedy Approve minutes from the April 30, 2019 and the June 4, 2019 Planning, Design & Construction Committee meetings. No vote was taken to approve the April 30, 2019 or June 4, 2019 PDC minutes as there was not a quorum of Riverwalk Commissioners present. 2. Park District - Chuck Papanos No report 3. Riverwalk Development Guidelines - Pat Kennedy Kennedy explained his thoughts about the next steps in the process for updating the Riverwalk Development Guidelines. He suggested that an City of Naperville Page 1 Printed on 9/3/2019 Riverwalk Planning, Design and Meeting Minutes July 2, 2019 Construction Committee updated list be compiled by consolidating existing projects and incorporating new projects that have been vetted by the committee. He further suggested that the resulting projects be prioritized and grouped into two or three “buckets” according to associated costs. Following that process, he would like to see a marketing plan developed that would include a vision statement, project description, impact statement, concept plan with visuals, concept budget and fundraising strategy. An interesting discussion followed centered around how to accomplish these tasks. Part of the discussion included the fact that Naperville is no longer a growing community so the stakeholders have changed; they are no longer contractors and developers. The idea of identifying, seeking and engaging different kinds of Naperville stakeholders was discussed. Duncan stated that, in her opinion, the realtors in town find the Riverwalk a big draw for prospective new residents and one of the reasons why Naperville is voted one of the best communities in the country. 4. Moser Tower Assessment - Brian Dusak Dusak reported that the crack mapping is complete. ERA is waiting for the results of the structural modeling before incorporating that information into their update. He hopes to have an updated report submitted in August or September. E.
