A. CALL TO ORDER:
Planning, Design & Construction Committee (PDC) Chairman Kennedy
called the November 5, 2019 Naperville Riverwalk PDC meeting to order
at 7:31 a.m. The meeting was held in the lunchroom of the Naperville
Municipal Center located at 400 S. Eagle Street, Naperville, Illinois.
B. ROLL CALL:
Present: Jeff Friant (arr. 7:40); John Joseph; Pat Kennedy, PD&C
Committee Chairman; Bill Novack (arr. 7:55); and Geoff Roehll, Riverwalk
Commission Chairman
Absent: Valla Aguilar, Debra Lellbach; Pam Bartlett; Judy Brodhead,
Bobby Carlsen, John Cuff and Chuck Papanos
Also Present: Christian Canizal, NCTV; Dick Galitz, Former Riverwalk
Commissioner; Brian Dusak, ERA; Rick Hitchcock, Former Riverwalk
Commission Chairman; Stephanie Penick, Riverwalk Foundation; Carl

C. PUBLIC FORUM:
Schweitzer commented that it would be beneficial if the agenda would be
changed to allow members from the public to speak under each agenda
item instead of at the beginning of the meeting. She also suggested that it
she would like to see the public sidewalk on the east side of Washington
Street continued to Gartner Road.
D. OLD BUSINESS:
1. Approval of Minutes - Pat Kennedy
Approve minutes from the October 1, 2019 Riverwalk Planning, Design and
Construction Committee.
No vote was taken to approve the October 1, 2019 PDC minutes as there
was not a quorum of Riverwalk Commissioners present.
2. Park District - Tiffani Picco for Chuck Papanos
a. Tulips Planted
5,200 tulip bulbs were planted in preparation for next spring. Picco
stated that this number had been reduced by half over the past couple
of years. Many of the beds have been redesigned with perennials and
natives instead of tulips.

Construction Committee
2019 flags have been installed on Rotary Hill in honor of Veteran’s Day.
They will remain until Tuesday, November 12, 2019. This year it only
took 52 minutes to install all the flags. A Veteran’s Day ceremony will
take place on Monday, November 11 at 11:00 a.m.
c. Santa House
The Santa House will be installed next week in preparation for the
holiday season.
d. Riverwalk Fountains
All the Riverwalk fountains have been drained and turned off for the
winter.
e. Riverwalk Parking Lot Wall Repair
Erickson has finally found a vendor to repair the damaged wall at the
Riverwalk parking lot. Weather permitting, the repair should take place
yet this fall. Once the wall is repaired, the Park District will replace the
damaged drinking fountain.
3. Riverwalk Master Plan - Pat Kennedy
The Riverwalk Commission has changed the name of the Development
Guidelines to the Riverwalk Master Plan. The Commission is working to
create a long-term plan to help identify and guide future development on the
linear park. The Master Plan will be a listing of projects that the
Commission deems important to the growth of this important local asset.
These projects will happen over time as the need and funding are
available.
A second walk allowed Commissioners who missed the first walk to see
firsthand the areas being considered as possible Master Plan projects and
enhancement opportunities. Several projects being considered are as
follows:
· The South Extension from Hillside Road to Martin Avenue
· A bike lane from Hillside Road to Fredenhagen Park
· Construction of 430 S. Washington Street
· Updating the pavilion at Fredenhagen Park
· Develop the north and south shoreline between Main Street and
Washington Street
· The Eagle Street Gateway
· Reimagine the Grand Pavilion and adjacent parking lot using Best
Management Practices
· Install a pollinator garden on the west extension with interpretive
signage
· Install a permanent easel on east extension
· Restore areas of the shoreline with native plantings and interpretive
signage
· Address dead-end walkway on west extension near the Visitor Center

and RiverPlace.
As a part of the work on the Master Plan, the Riverwalk 2031 Vision
document will be reviewed and updated in coming months. These
important discussions will continue over the next several months.
4. Moser Tower Assessment - Bill Novack
ERA is waiting for the results from their subconsultants so they can be
incorporated into the updated report which will probably be discussed at
the December and January meetings.
E. NEW BUSINESS:
No new business was discussed.
