CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
The Naperville Riverwalk Planning, Design and Construction Committee meeting scheduled for
May 5, 2020 will be conducted remotely pursuant to Executive Order 2020-33 which extends
Executive Order 2020-07 suspending certain requirements of the Illinois Open Meetings Act. The
means by which the public may watch, listen, and/or participate in the meeting are described
below.

A. CALL TO ORDER:
Planning, Design & Construction Committee (PDC) Chairman Kennedy
called the May 5, 2020 Naperville Riverwalk PDC meeting to order at 7:30
a.m. Due to the shelter-in-place directive, the meeting was held via Zoom
Video Conferencing App.
B. ROLL CALL:
Present: Pam Bartlett; John Cuff via telephone; Jeff Friant; John Joseph;
Pat Kennedy, PD&C Committee Chairman; Debra Lellbach; Bill Novack;
Geoff Roehll, Riverwalk Commission Chairman; and Tom Stibbe
Absent: Valla Aguilar; Judy Brodhead; Bobby Carlsen; and Amsal
Khimani, Student Commissioner
Also Present: Christian Canizal, NCTV; Brian Dusak, ERA; Monica
Goshorn-Maroney, GRWA; Rick Hitchcock, Former Riverwalk Commission
Chairman; Laura McSweeney, City Staff; Dawn Portner, City Staff; Carl
Peterson, GRWA; Tiffani Picco, Park District; Kristopher Sarpolis; and
Kevin (no last name was displayed)
Tom Stibbe was introduced as the new Riverwalk Commissioner
representing the Park District, replacing long-time Park District
representative Chuck Papanos. Stibbe is a life-long Naperville resident
who has been with the Park District for 15 years. His family had a nursery
business in Naperville for 50 years. He is a graduate of Naperville Central
High School and is only a 9-minute walk to work.

C. PUBLIC FORUM:
Canizal inquired if the meeting was going to be videotaped. Novack
responded that neither the Riverwalk Planning, Design & Construction
Committee nor the full Riverwalk Commission would be videotaped. He
stated that only the City Council, Planning and Zoning Commission and
Transportation Advisory Board meetings are videotaped.
D. OLD BUSINESS:
1. Approval of Minutes - Pat Kennedy
Approve minutes from the February 4, 2020 and March 3, 2020 Riverwalk Planning,
Design and Construction Committee meeting
A motion to approve the February 4, 2020 and March 3, 2020 Planning,
Design & Construction Committee minutes was made by Friant and
seconded by Joseph.
MOTION CARRIED UNANIMOUSLY.
2. Park District - Tiffany Picco
a. Chuck Papanos Garden
A garden was installed on the west extension of the Riverwalk,
immediately east of the Sindt Woods, in honor of Chuck Papanos and
his longevity and dedicate, passionate service to the Park District and
the Riverwalk. The garden includes many plantings that are meaningful
to Papanos as well as a plaque honoring him that is mounted on a large
rock. Commissioners are encouraged to visit the new garden.
b. Tree Replacement: Riverwalk Parking Lot
Three accolade elm trees and a variety of understory replaced the
diseased evergreens on the east side of the Riverwalk Parking Lot.
c. Centennial Park Beach
The beach has been emptied and is being cleaned in preparation for a
tentative opening on Father’s Day, June 14, 2020. The date to open
the Paddle Boats is being considered. The Park District is waiting for
guidance from the Illinois Department of Public Health.
d. Closure Signage Due to Covid19
Due to the social distancing in place, both the Centennial Skatepark
and Jaycee Playground are closed with the appropriate signage
however, Riverwalk pathways are available for use. All restrooms are
closed other than those at the Riverwalk Café. The restrooms have
signage reminding patrons of proper hygiene. The Park Police are
enforcing that no large groups are allowed to gather.
3. Moser Tower Assessment - Bill Novack

Construction Committee
Novack reported that, at their May 2, 2020 meeting, the City Council will be
voting on the proposal for the engineering/design and creation of
construction documents for the repair of the Moser Tower. As background,
when the consulting contract was awarded to Engineering Resource
Associates, the engineering/design for the repair of the Moser Tower was
not included in the scope. The promise was made that the Riverwalk
Commission would come back to the City Council with a change order for
the engineering proposal if/when the repair of the Moser Tower was
approved.
The scope of this proposal has changed from what was originally
discussed. The original proposal included grout testing on the north side of
the tower as well as the access to do the work. The original proposal was
very expensive. After discussion, it was decided that the testing of the
north grout pockets could be done during the construction phase as access
would already be in place. $83,000 was saved by adjusting the scope of
the proposal.
The engineering/design and creation of the construction documents are
scheduled to be completed by late autumn so the bid for construction could
to be let in the winter. Construction would be in 2021. The timing of
construction will try to limit the impact on the Carillon Musical Season.
4. Riverwalk Master Plan - Pat Kennedy
Receive the current draft of the Riverwalk Master Plan
The current draft of the Master Plan was reviewed. The text that Hitchcock
wrote was incorporated and really made the document come to life.
Hitchcock suggested that there is a 10-year window between now and the
City’s bicentennial anniversary which coincides with the Riverwalk 50th
anniversary. He opined that the projects in this Master Plan should be
considered real projects not just a wish list of what might be nice; that folks
should be reminded of the continued importance of the Riverwalk and the
impact it has on our community.
The Committee reviewed each page of the Master Plan for format and
high-level content. Peterson was making changes as they were discussed.
Commissioners were asked to do a deep dive of the document on their
own and forward any suggested changes to Erickson by May 12, 2020. A
small group will meet to review the changes. GRWA will incorporate the
approved changes. That draft will be presented at the June 2, 2020 PDC
meeting in hopes of approving it and to move into the next phase of the
project.

1. 2020 Work Plan (PA022) - Bill Novack
Receive the first draft of the 2020 Work Plan (PA022)
PA022 encompasses projects that are too small to be their own CIP
project but are bigger than normal maintenance e.g. parking lot patching
and roof repair. Novack reminded Commissioners that the whole budget
amount does not need to be spent. He stated that the Corona virus is
having a significant negative impact on the City budget.
The draft budget that was presented includes projects that should be done
this year. Picco stated that the funds budgeted for the Fredenhagen Park
overstory would not be sufficient and, rather than replacing all the trees in
on year, the replacements could be staggered over several years. She
suggested that the maples in the raised beds be replaced first. The
maples will be replaced with frontier elms. Stibbe reported that the Moser
Bridge on the east extension has been repaired twice extending the roof’s
usefulness however a leak on the north/west side has developed. This
issue should be addressed sooner rather than later. Erickson will explore
possible cost. Stibbe also suggested that the plantings at Veteran’s Plaza
are overgrown and should be replaced. An updated budget will be
reviewed at the June 2, 2020 PDC meeting.
