CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows
public bodies to temporarily conduct meetings remotely during a state of emergency, subject to
certain requirements, including a determination by the head of the public body that an in-person
meeting is not practical or prudent.
On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person
meetings of the City Council and the City’s boards and commissions are not currently practical or
prudent due to the Covid-19 pandemic. Accordingly, the Riverwalk Planning, Design and
Construction Committee meeting scheduled for September 1, 2020 will be conducted remotely.
The means by which the public may watch, listen, and/or participate in the meeting are described
below.
TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You
do not need to download any software or create an account to participate.

you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the

A. CALL TO ORDER:
Planning, Design & Construction Committee (PDC) Chairman Kennedy
called the September 1, 2020 Naperville Riverwalk PDC meeting to order
at 7:35 a.m. Kennedy read a statement explaining the reasons for meeting
via the Zoom Video Conferencing App with an explanation of how the
public can participate in the meeting.
B. ROLL CALL:

C. PUBLIC FORUM:
Canizal inquired if the Draft Riverwalk 2031 Master Plan has been
uploaded to the City’s website. Since the document is still in draft form, it
has not been uploaded yet. It will be uploaded after the final document is
approved by the Riverwalk Commission.
D. OLD BUSINESS:
1. Approval of Minutes - Pat Kennedy
Approve minutes from the August 4, 2020 Riverwalk Planning, Design and
Construction Committee meeting.
A motion to approve the August 4, 2020 Planning, Design & Construction
Committee minutes was made by Friant and seconded by Roehll.
MOTION CARRIED UNANIMOUSLY.
2. Park District - Tom Stibbe
a. General Maintenance
Park District Staff continues with general maintenance of the Riverwalk.
With the very dry weather, they are doing a lot of watering. Volunteers
are helping with the weeding.
b. Events
The “Midday Spray” will continue through September 11, 2020.
c. Social Distancing Signage
Decals and signage have been added to the Riverwalk encouraging
social distancing and the use of face coverings. Stibbe has a few extra
decals if they’re needed.
d. Resident Concern about Lighting
Stibbe reported that a resident has expressed concern about the
possibility of LED lights strobing. The resident stated that the lights in
question are near the “grassy steps”. Assuming this area is the
amphitheater, the only LED lights in the area are the City poles along
Jackson Ave. Stibbe will follow up with the resident to confirm the
location. If the Jackson Avenue poles are the ones in question, DPW
will be contacted to explore the issue.

3. 2020 Work Plan - Bill Novack
a. Railings/Curbing: East Side of Paddle Boat Quarry
ERA submitted three options to repair the curbing on the east side of
the Paddle Boat Quarry. The estimated cost exceeds the limits of
PA022 making the repair its own CIP project which will be added to the
2021 budget request. ERA has been directed to create bid documents
with alternates for the different options in hopes that the project will be
bid this winter. Novack suggested that the project could be bid as
alternate to the Moser Tower repair.
b. Donor Plaques
Donor plaques will be replaced on the Jackson Avenue light poles as
they were removed when the City installed new lights. The new light
poles are round while the original poles were square.
4. Moser Tower Rehabilitation - Bill Novack
ERA is working on the engineering/design for the repair of the Moser
Tower. Construction documents are scheduled to be completed in the
autumn, with preliminary details to be submitted in October. With covid, it
has been challenging to gather data acquisition as their subcontractor is on
the east coast. The project is scheduled to go out for bid in late autumn or
early winter. Construction is scheduled to begin in early spring, weather
dependent. The construction timeline will take the carillon summer
schedule into account, if possible.
5. Riverwalk 2031 Master Plan - Pat Kennedy
Receive the current draft of the Riverwalk 2031 Master Plan.
Kennedy reported that all the outreach meetings with community partners
and key stakeholders have been completed. The overall impression from
the meetings has been highly supportive. Comments from interested
residents, partners and stakeholders were compiled. The draft master plan
was reviewed in detail and these comments were considered when
updating the draft to its final version. The major changes include adding
the multi-use path on the east side of the river from the Bambule
Gateway/Fredenhagen Park to Hillside Road, changing the ecological
shoreline project to a 2-page spread, the inclusion of estimated costs for all
projects and an update to the text where appropriate.

1. 2021 Riverwalk Budgets - Bill Novack
Novack explained that the City has two budgets; operations and capital
improvement (CIP). There is no change in the operations budget from last
year. He reviewed the CIP budget, explaining that the curb/railing repair at
the Paddle Boat Quarry project has been added. He also shared that
funding for engineering for some of the master plan projects is scheduled
for the “out years”, scheduled after the repair of the Moser Tower and
construction of 430 S. Washington Street. He also stated that the budget is
subject to change each year.
