CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows
public bodies to temporarily conduct meetings remotely during a state of emergency, subject to
certain requirements, including a determination by the head of the public body that an in-person
meeting is not practical or prudent.
Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s
disaster proclamation, and Mayor Chirico’s executive order determining that in-person public
meetings are not currently practical or prudent because of the Covid-19 pandemic, we are
holding the October 6, 2020 Riverwalk Planning, Design & Construction Committee meeting
remotely.
TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You
do not need to download any software or create an account to participate.

A. CALL TO ORDER:
Planning, Design & Construction Committee (PDC) Chairman Kennedy
called the October 6, 2020 Naperville Riverwalk PDC meeting to order at
7:30 a.m. Kennedy read a statement explaining the reasons for meeting
via the Zoom Video Conferencing App with an explanation of how the
public can participate in the meeting.
B. ROLL CALL:
Present: Pam Bartlett; Jeff Friant; John Joseph; Pat Kennedy, PD&C
Committee Chairman; Debra Lellbach; Josh McBroom (until 8:10 a.m.); Bill
Novack; Geoff Roehll, Riverwalk Commission Chairman; and Tom Stibbe
Absent: Valla Aguilar, Judy Brodhead and John Cuff;

C. PUBLIC FORUM:
No one from the public wished to address the Riverwalk Commission.
D. OLD BUSINESS:
1. Approval of Minutes - Pat Kennedy
Approve the September 1, 2020 Riverwalk Planning, Design and Construction
Committee minutes.

A motion to approve the September 1, 2020 Planning, Design &
Construction Committee minutes was made by Roehll and seconded by
Lellbach.
MOTION CARRIED UNANIMOUSLY.
2. Park District - Tom Stibbe
a. Riverwalk Fountains
The Riverwalk fountains have been turned off due to increased
vandalism. All three fountains have been frequently “soaped”, so the
decision was made to close them a little early this year. With the
closing of the Riverwalk fountains, the Imburgia Fountain at Water
Street has been the next target of the soaping.
b. Harmony Park
The dedication plaque for Harmony Park has been installed.
c. Removal of Invasives
The Park District has hired a contractor to begin removing some of the
invasives on the south bank of the DuPage River, immediately west of
Eagle Street.
3. Riverwalk 2020 Work Plan - Bill Novack
Novack gave an overview what is scheduled to be completed before the
end of 2020 including the replacement of plantings in Fredenhagen Park
and the Veteran’s Plaza that are overgrown and have outlived their useful
life, engineering plans to repair the curb/railing on the east side of the
Paddle Boat Quarry and the replacement of donor light pole plaques along
Jackson Ave. There is a small balance remaining which may be used to
complete other necessary Riverwalk repairs or replacements.
Novack was asked to give an update on the progress of the Washington
Street Bridge replacement. The City is waiting for IDOT to complete their

Construction Committee
review. When that is complete, the next objective will be to focus on land
acquisition. Due to the length of time it is taking to do the review, the
commencement of construction may be pushed back from 2021 to early
2022.
4. Moser Tower Rehabilitation – Bill Novack
ERA is working on the engineering/design for the repair of the Moser
Tower. Construction documents are scheduled to be completed in the
autumn, with preliminary details to be submitted in November. The project
is scheduled to go out for bid in early 2021. Construction is scheduled to
begin in early spring, weather dependent. The construction timeline will
take the carillon summer schedule into account, if possible.
5. Riverwalk 2031 Master Plan - Pat Kennedy
Receive the September 11, 2020 Riverwalk 2031 Master Plan.

Kennedy reported that the master plan was presented to the Park District
Parks/Rec Committee and at the September Park Board workshop. The
Park Board will consider endorsing the Riverwalk 2031 Master Plan at their
October 8, 202 meeting and the plan will be on the October 20, 2020 City
Council agenda for consideration as well. The Commission is hopeful that
both elected bodies will endorse the plan.
There was much discussion about the next steps. Kennedy suggested that
an Implementation group consisting of two subcommittees be formed. One
subcommittee would be focused on how best to share the master plan with
the community while the other subcommittee would address how best to
engage possible donors/partners. The question of timing was also
discussed in terms of the impact that the corona virus has had on local
organizations.
All agreed that signage at each project site would be a good way to begin
to share the twelve exciting projects that comprise the master plan.
Commissioners will work with GRWA to design a template for the signs.
