This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s disaster proclamation, and Mayor Chirico’s executive order determining that in-person public meetings are not currently practical or prudent because of the Covid-19 pandemic, we are holding the December 1, 2020 Riverwalk Planning, Design & Construction Committee meeting remotely. CALL TO ORDER: Planning, Design & Construction Committee (PDC) Chairman Kennedy called the December 1, 2020 Naperville Riverwalk PDC meeting to order at 7:30 a.m. Kennedy read a statement explaining the reasons for meeting via the Zoom Video Conferencing App with an explanation of how the public can participate in the meeting. B. ROLL CALL: Present: John Cuff; Jan Erickson; Jeff Friant; John Joseph; Pat Kennedy, PDC Committee Chairman; Debra Lellbach; Josh McBroom; Bill Novack; and Tom Stibbe Absent: Valla Aguilar; Pam Bartlett; and Judy Brodhead Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Rick Hitchcock, former Riverwalk Commission Chairman; Julie Landry, City Staff; Laura McSweeney, City Staff; and Carl Peterson, GRWA C. PUBLIC FORUM: No one from the public wished to address the Riverwalk Commission. Approval of Minutes - Pat Kennedy Approve minutes from the November 3, 2020 Planning, Design and Construction Committee meeting A motion to approve the November 3, 2020 Planning, Design & Construction Committee minutes was made by Novack and seconded by Friant. MOTION CARRIED UNANIMOUSLY 2. Park District - Tom Stibbe a. Riverwalk Ice Skating and Sledding at Rotary Hill Stibbe advised the ice rink and sled hill at Rotary Hill are set up and ready for use in appropriate weather. b. Santa’s Naperville Workshop Santa’s Naperville Workshop, located at the Naperville Café, begins December 2nd and runs through December 23rd, from 4:30 p.m. to 8:30 p.m. c. Winter Banners New Winter Banners have been installed. 3. 2020 Riverwalk Work Plan (PA022) - Bill Novack Novack advised that the tree trimming and purchase of replacement trees will need to be procured within the next 30 days and should use up the remaining funds for 2020. Kennedy inquired about where tree pruning fit into the agreement with the Park District for annual maintenance and PA022. Novack advised that maintenance is funded under Living Asset Management due to a need to perform overstory pruning on larger trees annually to allow for lower trees to grow. 4. Moser Tower Rehabilitation - Bill Novack Novack stated that he received the preliminary plans for the Moser Tower repair from Dusak, who then provided an overview for the Committee. Dusak advised that a site visit was conducted earlier this month and those findings were incorporated into the plan. He will share the information with Peterson and will be looking for additional input from the PDC Committee. Discussion followed about the timeline for the project with Dusak stating he believed the project could go to bid in late winter or early spring, with construction taking place during a regular construction season next year. City of Naperville Page 3 Printed on 1/14/2021 Riverwalk Planning, Design and Meeting Minutes December 1, 2020 Construction Committee Staging would need to be coordinated with the Park District as to not disrupt Riverwalk traffic and a plan would need to be put in place with the contractor to work around events at Rotary Hill such as Last Fling. 5. Riverwalk Master Plan - Pat Kennedy Cuff reported that planning between the Riverwalk Foundation and the Park District has begun to identify restoration projects and establish a process for donors to review these projects. Stibbe added that Peggy Motta was working to identify additional areas that are most critical. After a lengthy discussion, the following steps were presented to address all projects for the Master Plan: 1) Identify who scopes the project; 2) Identify who designs the project; 3) Identify who bids and oversees the project; and 4) Identify who builds the project. The first two steps for the Riverbank Ecological Restoration will be handled by the Park District. Kennedy spoke of forming an Implementation Group consisting of Marketing/Communications and Fundraising, advising that due to recent changes in both the Riverwalk Commission and the PDC Committee, along with interest from former Committee members, work can now begin to populate these two teams. E. NEW BUSINESS: 1. Chairman of the Planning, Design and Construction Committee Kennedy introduced Friant as the next PDC Chairman. Kennedy will be the Riverwalk Commission Chairman and Erickson was acknowledged as a new Riverwalk Commissioner. F.
