CALL TO ORDER: Riverwalk Commission Chairman Kennedy called the July 6, 2021 Naperville Riverwalk Planning, Design and Construction Committee (PDC) meeting to order at 7:35 a.m. B. ROLL CALL: Present: Pam Bartlett; Jan Erickson; Pat Kennedy, Riverwalk Commission Chairman; Debra Lellbach; Bill Novack; and Tom Stibbe (one member short of a quorum) Absent: Valla Aguilar; John Cuff; Councilman Ian Holzhauer; Jeff Friant, PDC Chairman; John Joseph; Pat Kennedy; and Josh McBroom Also Present: Rebecca DeLarme, City Staff C. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Pat Kennedy Approve minutes from the May 4, 2021 Planning, Design and Construction Committee meeting Attachments: 21PDCMinutes0504 Approve minutes from the June 1, 2021 Planning, Design and Construction Committee meeting Attachments: 21PDCMinutes0601 No vote was taken to approve the May 4, 2021 or the June 1, 2021 PDC minutes as there was not a quorum of the Riverwalk Commissioners present. Park District - Tom Stibbe Stibbe reported that the Naperville Salute event was held over the weekend at Rotary Hill and will probably be held again next year. Minimal damage was done with the recent rains. Centennial Beach is open and reservations are no longer needed. Kennedy inquired about the river level. Stibbe advised that only the lower walks by the Riverwalk Café were covered for a short time. 3. 2021 Riverwalk Work Plan (PA022) - Bill Novack and Tom Stibbe Novack advised that patching is taking place in the parking lot by Sindt Woods and a light pole in the Rotary Hill parking lot will be replaced because of a rusting base. Funds leftover at the end of the year can be used for supplies for the Fredenhagen Park restroom renovations. On Eagle Street, there is a hole in the walk and a contractor will be filling the area with concrete and resetting the bricks to stabilize the area. Erickson inquired about the railings by VFW. Stibbe advised they will keep patching those items and address in the future. 4. Moser Tower Rehabilitation - Bill Novack Novack noted the stone was removed from the façade and scaffolding will be going up soon. Revisions were made to the scaffolding designs to prevent interruptions to the cell phone towers. Stibbe is concerned that fence placement by the contractors may have impacted the irrigation system. He also inquired about the fencing on the west side of the structure as it is blocking the walking path. Novack will address with City staff. 5. Riverwalk Master Plan - Pat Kennedy Kennedy provided a report from Joseph on the Communications Team and Plan. The City of Naperville is preparing a six-month social media campaign and the Riverwalk will be featured in two of the months, in August and then later in the fall, and will be focused around “Riverwalk Stories”. They will be seeking stories, photos and links to YouTube videos from Riverwalk users that will be reviewed by the Commission to feature during the campaign. They will also be featuring this information on the Riverwalk web page. They will try and build the Master Plan brand around these stories. 6. Asset Management Plan - Tom Stibbe Stibbe reviewed some of the items from the list of fair and poor items that was previously distributed to the Commission. July 30th Walk On! In Memory of Chuck Papanos - Jan Erickson Erickson provided an update on the Walk On! In Memory of Chuck Papanos event, scheduled for July 30th. They are still seeking donations and there will be a raffle. The in-person dedication of Chuck’s park will take place at 12:00 p.m. and registration for the walk will begin at 6:00 p.m. The 1.5 mile walk will take place on the west extension of the Riverwalk and will begin at 7:00 p.m. For more information, please visit www.lymphoma.org/napervillewalk.
