CALL TO ORDER: Planning, Design and Construction Committee Chairman Friant called the August 3, 2021 Naperville Riverwalk Planning, Design and Construction Committee (PDC) meeting to order at 7:35 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Pam Bartlett; Jeff Friant, PDC Chairman; John Joseph; Bill Novack; and Tom Stibbe (one member short of a quorum) Absent: Valla Aguilar; John Cuff; Jan Erickson; Mary Gibson; Ian Holzhauer; Pat Kennedy, Riverwalk Commission Chairman; and Debra Lellbach Also Present: Rebecca DeLarme, City Staff; Donna Morsovillo, President/Founder, Operation Welcome You Home; and Carl Peterson, GRWA C. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Jeff Friant Approve minutes from the May 4, 2021 Planning, Design and Construction Committee meeting Attachments: 21PDCMinutes0504 No vote was taken to approve the May 4, 2021 PDC minutes as there was not a quorum of the Riverwalk Commissioners present. Park District - Tom Stibbe Stibbe reported that turf repair had taken place at Rotary Hill following the Naperville Salute event. The Exchange Club Memories Fountain at Fredenhagen Park is not currently running due to a leak. They are working to get a contractor out to identify the source. There was a temporary asphalt path installed around the east side of the Millennium Carillon to provide access that is lost on the west side of the tower. The temporary path will be removed when the Moser Tower Rehabilitation is complete. Tiffani Picco will be moving to the Park District’s Central Division. 3. 2021 Riverwalk Work Plan (PA022) - Bill Novack and Tom Stibbe Novack reported that the parking lot repair by Sindt Woods would be included in phase two with the patching contractor. Stibbe is currently getting quotes for the Landforms Sculpture repair. 4. Moser Tower Rehabilitation - Bill Novack Novack reported that they are working through the usual construction issues and continuing to make progress. The sub-contractor is working on scaffolding and the cell carriers are requesting additional calculations before attaching their temporary transmitters to the scaffolding. In the meantime, work can begin on the steel and concrete below the cell antennas. 5. Riverwalk Master Plan - John Joseph Joseph reported that the social media campaign with the themed “Riverwalk Stories” is kicking off today, beginning with posts via the City’s Facebook and Twitter accounts. Stories of engagement with the Riverwalk are being requested, such as engagements, weddings, graduations, anniversaries, etc. They will be submitted to a unique email address. The purpose is to increase awareness of the Riverwalk 2031 Master Plan and awareness, usage and promotion of the Riverwalk. Weekly posts that will appear on the Riverwalk web page and communications have been sent to City of Naperville Page 2 Printed on 9/1/2021 Riverwalk Planning, Design and Meeting Minutes August 3, 2021 Construction Committee local service clubs and media requesting their assistance with the promotion. Joseph expressed special thanks to Marie Wilson, City staff, and Sameera Luthman, Naperville Park District. Discussion followed on the concept of creating a video for presentation, possibly using drones. Novack noted that a right-of-way permit is required for drone operation over City property. 6. Asset Management Plan - Tom Stibbe Stibbe reported progress is being made on items that have been identified on the Asset Management Plan. Please contact Stibbe with any questions regarding the list. E. NEW BUSINESS: 1. Request of Operation Welcome You Home to install a non-standard bench on the Riverwalk - Bill Novack Request of Operation Welcome You Home to install a non-standard bench on the Riverwalk Attachments: Overview of Operation Welcome You Home Photo of Proposed Bench Specifications of Proposed Bench Novack provided an overview of Operation Welcome You Home (OWYH), a volunteer, Illinois-based organization that has been recognizing individuals returning home from military deployment since 2007. Donna Morsovillo, Founder and President of OWYH, is requesting to install an eight-foot bench on the Riverwalk that honors our service members and all branches of the military. Ms. Morsovillo provided further information on her background and the organization. She noted that a six-foot bench could be ordered instead, changing the logo positioning to fit. The color could also be changed. She selected this type bench because it is virtually zero-maintenance and the desired location on the Riverwalk would be next to existing memorials such as Veterans Plaza. Discussion followed on the location, existing space, maintenance, branding/style and the comments shared from resident Marilyn Schweitzer, who expressed concern with this being a non-standard bench for the Riverwalk. Ms. Schweitzer also provided suggestions for other locations to consider such as Veterans Park, Central Park or Burlington Square Park. Ms. Morsovillo expressed openness in having the bench installed at Veterans Park. A recommendation could not be made as there was no quorum present.
