CALL TO ORDER: Planning, Design and Construction Committee Chairman Friant called the February 1, 2022 Naperville Riverwalk Planning, Design and Construction Committee (PDC) meeting to order at 7:31 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Pam Bartlett; John Cuff; Jan Erickson; Jeff Friant, PDC Chairman; John Joseph; Pat Kennedy, Riverwalk Commission Chairman; Bill Novack; and Tom Stibbe Absent: Valla Aguilar; Mary Gibson; Ian Holzhauer; and Debra Lellbach Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Monica Goshorn-Maroney, GRWA; and Carl Peterson, GRWA C. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Jeff Friant Approve minutes from the November 30, 2021 Planning, Design and Construction Committee meeting Attachments: 21PDCMinutes1130 A motion to approve the November 30, 2021 Planning, Design and Construction Committee meeting minutes was made by Erickson and seconded by Kennedy. MOTION CARRIED with Stibbe abstaining 2. Park District - Tom Stibbe Stibbe reported that staff has been removing snow and the Christmas decorations have been taken down except for two items that are frozen to City of Naperville Page 1 Printed on 5/5/2022 Riverwalk Planning, Design and Meeting Minutes February 1, 2022 Construction Committee the ground and will be removed once they thaw. The Park District’s Trades Department is finishing up the Fredenhagen Park restroom renovations, which should be completed within the next couple of weeks. Discussion followed on if the improvements would last longer with better security. Stibbe noted the conflict with having video in restrooms, but advised that this year’s improvements were like the ones completed at the warming shelters a few years ago, and those have held up well to date. Cuff inquired if the Park District was still looking to acquire security cameras. Stibbe will have to check, stating he knew that at one point they were looking to purchase a mobile security camera. Stibbe advised that flower orders are in and will be ready to go in May. He also noted that Ray McGury is leaving his position at the Park District and Brad Wilson will be the new Executive Director. 3. 2022 Riverwalk Work Plan (PA022) - Bill Novack and Tom Stibbe Novack and Stibbe will review items as the weather improves and get a plan together for 2022. Funds for the Master Plan sign attachments will come from PA022. 4. Moser Tower Rehabilitation - Bill Novack Novack reported that the majority of work has been completed and the scaffolding is being removed. After reviewing alternatives for the exterior of the base treatment, the decision was made to use a field applied concrete veneer. Details are being worked through on the curbing at the bottom and waterproofing the exposed areas, which will be completed in the spring. A change order has been approved and will extend the contract to the middle of May to allow for the landscaping and waterproofing. Kennedy inquired about the possibility of a grand re-opening. Suggestions were made to include working with Sameera Luthman of the Park District, timing an event to coincide with the Memorial Day weekend events, and including the Downtown Naperville Alliance with promoting the event. More discussion will follow. 5. Riverwalk Master Plan Signage - Bill Novack Receive and discuss the Master Plan Sign Attachment Pricing Summary and Sign Bracket Detail Attachments: MasterPlanSignAttachmentPricingSummaryandBracketDetail Novack reviewed the updated Master Plan Sign Attachment Pricing Summary. The Park District staff will perform the installation of the sign attachments to the existing Riverwalk signs and a purchase order will be City of Naperville Page 2 Printed on 5/5/2022 Riverwalk Planning, Design and Meeting Minutes February 1, 2022 Construction Committee put through to purchase the materials from Fossil Industries, who made the original sign inserts. Discussion followed on the timing and if the QR code material would be ready. Stibbe would like to have the Park District staff work on assembly in advance to make sure there are no issues and then complete the others on the date decided by the Commission. It was also suggested to have the QR codes tested before they were made public. There will be two QR codes on each sign attachment, one for “Donate” and one for “Learn More”. The “Donate” QR code will link to the Foundation’s website and the “Learn More” QR code will link to the City’s website where the Riverwalk 2031 Master Plan is located. GRWA will reserve the QR codes and complete the artwork once they receive the landing page or URL information. Goshorn-Maroney will work with Stephanie Penick, the Riverwalk Foundation’s website representative, to confirm the “Donate” page location. It was agreed that the QR codes or the content that they point to could both be changed in the future. Novack will work on the “Learn More” URL and Cuff will work with Penick on the Foundation’s URL for “Donate”. Goshorn-Maroney noted they will work on printing the QR codes to scale before submitting them to the sign fabricator. 6. Riverwalk Master Plan - Pat Kennedy Kennedy reported that plans are moving forward with the design and permitting for the Eagle Street Gateway project, with Novack adding that a purchase order has already been issued. They are currently awaiting the proposal for the preliminary design for the South Gateway project, which should be received this week. An outline for fundraising has been developed and a 2031 Master Plan Fundraising Committee will be created with a liaison from the Riverwalk Commission and the Riverwalk Foundation. The committee would consist of eight to twelve members and could pull in additional volunteers from outside. Kennedy inquired if anyone was interested or had suggestions for potential members. Joseph and Rick Hitchcock have put together an outline for engaging a consultant for presentations, videos, and other communication materials. A request for funding has been made to the Foundation so a budget can be created. Cuff advised that the Foundation should be meeting within the next week. City of Naperville Page 3 Printed on 5/5/2022 Riverwalk Planning, Design and Meeting Minutes February 1, 2022 Construction Committee Erickson and Holzhauer met with the Young Professionals Network of the Naperville Chamber in January. Erickson provided copies of their PowerPoint presentation, which included Riverwalk history with pictures and each Master Plan project. She also provided a list of names of those interested in participating with the Master Plan and the Commission. Stibbe inquired about a timeline for starting on the projects, expressing concern about the Park District operating on significantly less seasonal labor hours. Discussion followed about the maintenance agreement between the City and the Park District and the procedures for covering costs with each addition to the Riverwalk, which needs City Council and Park District Board approval. Stibbe reviewed the different staff positions and the suggestion of considering storage facilities in the project design of the south extension was discussed. E.
