A. CALL TO ORDER:
Friant called the April 5, 2022 Naperville Riverwalk Planning, Design and
Construction Committee (PDC) meeting to order at 7:31 a.m. The meeting
was held in the lunchroom of the Naperville Municipal Center located at 400
S. Eagle St., Naperville, IL.
B. ROLL CALL:
Present: Pam Bartlett; John Cuff; Jan Erickson (arrived 7:35 a.m.); Jeff
Friant, PDC Chairman; John Joseph; Pat Kennedy, Riverwalk Commission
Chairman; Bill Novack; and Tom Stibbe
Absent: Valla Aguilar; Mary Gibson; Ian Holzhauer; and Debra Lellbach
Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Rick
Hitchcock, former Riverwalk Commission Chairman; and Carl Peterson,
GRWA (arrived 7:51 a.m.)

D. OLD BUSINESS:
1. Approval of Minutes - Jeff Friant
Approve minutes from the March 1, 2022 Planning, Design and Construction
Committee meeting

A motion to approve the March 1, 2022 Planning, Design and Construction
Committee meeting minutes was made by Novack and seconded by
Stibbe. MOTION CARRIED with Cuff, Erickson, Joseph and Kennedy
abstaining
2. Park District - Tom Stibbe
Stibbe reported that spring cleaning is underway, bulbs are starting to pop

through slowly, and they are working on cleaning up some of the tables at
the Grand Pavilion. Centennial Beach is being pumped down to repair a
cracked pipe and filling will begin in mid-April.
3. 2022 Riverwalk Work Plan (PA022) - Bill Novack and Tom Stibbe
Novack reported that the sign additions for the Riverwalk Master Plan are
the first expenditures for PA022 funds. Additional funds may be used for
the retaining wall near Aurora Avenue and the erosion on the west
extension near Sindt Woods.
Discussion followed on a suggested date for the annual Asset
Management Plan Walk within the first two weeks of May. Thursday, May
12th, was tentatively agreed upon and it was noted that a
presentation/Riverwalk tour was scheduled for that same date with
Erickson, Holzhauer and Monarch Landing, most likely earlier in the day.
Kennedy asked Hitchcock and Erickson to confirm there would be no
conflict.
4. Moser Tower Rehabilitation - Bill Novack
Novack reported that the contractor has completed the concrete work on
the tower. Steel work has also been completed and they are finishing the
painting. Most of the concrete has been stripped from the first level façade
and an area where water may have been getting in has been discovered
and will be addressed as they continue to work on waterproofing.
Landscaping and paver work will follow. Dusak advised of an upcoming
meeting to review any remaining items to make sure they can continue
toward completion, which is still expected near Memorial Day. Novack
added that the plaster work on the lower level needs to be completed in
warmer weather.
5. Riverwalk Master Plan - Pat Kennedy
Kennedy acknowledged the advancement of engaging a consultant for the
communication materials, noting that he will be working with Novack to
address the contract execution issues. Joseph reported that proposals
were requested from five firms, and two very good proposals have been
received. The process is currently on hold until the contracting issue is
resolved.
Hitchcock noted that the Naperville Downtown Advisory Committee met
yesterday and requested a presentation on the Riverwalk 2031 Master
Plan. Novack and Doug Krieger are the City liaisons and Christine
Jeffries, Administrator, sets the agenda. The meeting is held on the first
Monday of the month at 3:30 p.m. Erickson will contact Jeffries.

Construction Committee
Kennedy inquired if there were any additional presentations that needed to
be scheduled. Bartlett noted that a Downtown Naperville Alliance Board
meeting was scheduled for the following day and Erickson mentioned a
Chamber Legislative Committee event scheduled for some time in May.
Bartlett noted that the Riverwalk Master Plan was not included in the State
of the City address. Discussion followed about the impact of including it
next year, once all the communication materials are in place.
6. Riverwalk Master Plan Signage - Bill Novack
Peterson advised that the proof received from the manufacturer does not
match the color of the existing signs, so they are working to correct.
Joseph discussed the challenge with the “Learn More” QR code for the
signage that directs the viewer to the pdf of the Riverwalk 2031 Master
Plan on the City’s website. The plan shows whole portions of the Riverwalk
and the maps do not render well on mobile phones. The City’s
Communications staff cannot build a mobile friendly version. Friant
discussed identifying if the website or the pdf needed to be modified to a
mobile friendly version and suggested the possibility of developing a
“lighter” version of the plan that identifies key points but references a way to
view the full document. The consultant that will be selected for the
communications material could prepare this but the cost wasn’t included in
the initial scope. The Committee requested input from Peterson to see if
GRWA can produce the same content in a different format, maybe with less
text. Dusak will also check with his IT staff to see if they can provide a
solution. Joseph asked that Peterson and Dusak communicate any
updates regarding this to him via email since he will not be at next week’s
Riverwalk Commission meeting.
7. Erosion at the river bend downstream from Jefferson - Bill Novack
Novack and Dusak are working to set up a meeting with ERA and Jennifer
Hammer of the Conservation Foundation. They will be looking at
combinations of natural and structural improvements and may be able to
provide temporary reinforcement with funds this year or include as a capital
project in next year’s budget.
E. NEW BUSINESS:
1. Asset Management Plan - Tom Stibbe
Stibbe is working on the Asset Management Plan and will have it ready in
time for the Asset Management Plan Walk, tentatively scheduled for
Thursday, May 12, 2022, at 3:00 p.m.
