A. CALL TO ORDER:
Friant called the May 3, 2022 Naperville Riverwalk Planning, Design and
Construction Committee (PDC) meeting to order at 7:31 a.m. The meeting
was held in the lunchroom of the Naperville Municipal Center located at 400
S. Eagle St., Naperville, IL.
B. ROLL CALL:
Present: John Cuff; Jan Erickson; Jeff Friant, PDC Chairman; John
Joseph; Pat Kennedy, Riverwalk Commission Chairman; Bill Novack; and
Tom Stibbe
Absent: Valla Aguilar; Pam Bartlett; Mary Gibson; Ian Holzhauer; and
Debra Lellbach
Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA (arrived
7:42 a.m.); Rick Hitchcock, former Riverwalk Commission Chairman; and
Carl Peterson, GRWA

Construction Committee
Design & Construction Committee meeting minutes was made by Novack
and seconded by Joseph. MOTION CARRIED
2. Park District - Tom Stibbe
Stibbe reported that both the Fall ’21 and Spring ’22 commemorative brick
installations occurred and went very well. One additional installation will
occur next week. Edging and mulching has begun and a volunteer group
from the Rotary Club came out to assist with mulching at Fredenhagen
Park. The paddleboats are in and may be opening this weekend, weather
dependent. Centennial Beach has been cleaned and filled. Tulips are
blooming and starting to look nice. The Asset Management Plan (AMP)
Walk is scheduled for Thursday, May 12, 2022, at 3:00 p.m.
3. 2022 Riverwalk Work Plan (PA022) - Bill Novack and Tom Stibbe
Novack reported on two items that will use most of the PA022 funds for this
year. The first is the retaining wall near Aurora Avenue, where some of the
wall has fallen over. Novack, Stibbe and Dusak recently met there to
discuss short-term repairs.
The other item is the erosion downstream from Jefferson Avenue. Novack,
Dusak, and representatives from ERA and the Conservation Foundation
met at the location last week and identified an object in the water, possibly
a tree, that is deflecting the water towards and eroding the bank. Novack
met with the City’s Department of Public Works (DPW) staff to see if they
can come up with a plan to remove the item and stop the erosion. They will
then need to identify a plan to re-stabilize the bank. Other potential PA022
items can be discussed during next week’s AMP Walk.
4. Moser Tower Rehabilitation - Bill Novack
Novack advised that the contractor had to cancel the scheduled pour today
due to the weather, which has been holding up completion this spring.
Work should resume on the façade next week. Erickson inquired about the
potential opening date, with Novack reporting that completion should occur
by June.
5. Riverwalk Master Plan Signage - Bill Novack
Novack advised that a revised sample has been sent to GRWA, with
Peterson reporting they didn’t want to order the sign inserts until the landing
page issues were worked out. Peterson met with Dusak to discuss ideas
about creating a mobile friendly landing page and Dusak has been working
with ERA’s IT staff on a way to accomplish this through ArcGIS. Novack will
have the City’s website and GIS staff contact ERA’s IT staff.
6. Riverwalk Master Plan - Pat Kennedy

Construction Committee
Joseph reported that good progress has been made with identifying a
marketing partner, with presentations being held last week. Kennedy
reported that discussions continue with the development of a Fundraising
Committee.
Cuff reiterated that the Riverwalk Foundation has made the commitment to
fund up to $15,000 for a marketing program for the Riverwalk Commission.
Erickson advised that she and Holzhauer would be meeting with Monarch
Landing on May 10, 2022 at 7:00 p.m. Kennedy will be meeting with the
Philanthropic Educational Organization (P.E.O.) in July or August.
Hitchcock inquired about adjusting or revising the Master Plan to
accommodate additional opportunities. Kennedy agreed there may be a
need to review the relevance of existing projects or additions to the Master
Plan as an upcoming PDC agenda item. Discussion followed on the
Master Plan serving as a menu for potential donors of projects that have
already been identified, and also being viewed as a living document that
needs to be revisited. Erickson added that a past process was put
together, separate from the Master Plan, that identifies development
guidelines for the Riverwalk.
Peterson asked about the timing of the changes to the “Discover” or “Learn
More” QR code and the “Donate” QR code, with Friant asking if the donor
page on the Foundation’s website was updated. Cuff will check and
provide an update at next week’s Riverwalk Commission meeting.
7. Erosion at the river bend downstream from Jefferson - Bill Novack
Novack addressed this under item D. 3.
8. Asset Management Plan - Tom Stibbe
Stibbe reported that the Annual Asset Management Plan Walk was
scheduled for Thursday, May 12, 2022, at 3:00 p.m. and everyone would be
meeting in the Municipal Center Lunchroom.
9. Naperville Salutes Banner Program - Bill Novack
Kennedy inquired if there were any updates on the Naperville Salutes
Banner Program. Stibbe advised that some brackets have been placed on
some of the poles. Novack provided a brief explanation of the program
that was addressed at the March 9, 2022 Riverwalk Commission meeting.

1. Walk On! in Memory of Chuck Papanos - Jan Erickson
Erickson advised that the Lymphoma Research Foundation’s second
annual Walk On! in Memory of Chuck Papanos will be held July 29, 2022.
