CALL TO ORDER: Chairman Friant called the July 12, 2022 Naperville Riverwalk Planning, Design and Construction Committee (PDC) meeting to order at 7:31 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Pam Bartlett; John Cuff; Jan Erickson; Jeff Friant, PDC Chairman (until 9:09 a.m.); Bill Novack (until 8:58 a.m.); and Tom Stibbe (Not enough members present to establish a quorum, so no action taken over the course of the meeting) Absent: Valla Aguilar; Mary Gibson; Ian Holzhauer; John Joseph; and Pat Kennedy, Riverwalk Commission Chairman Also Present: Rebecca DeLarme, City Staff; Bill Donofrio, Naperville Sister Cities Commission; Brian Dusak, ERA; Rick Hitchcock, former Riverwalk Commission Chairman; John Mayer, ERA; Monica Goshorn-Maroney, GRWA; Carl Peterson, GRWA; and Mike Sullivan C. PUBLIC FORUM: There was no public forum. D. OLD BUSINESS: 1. Park District - Tom Stibbe Stibbe reported that staff and volunteers are removing invasives in section 8 along the river. He is currently covering for Mike DiCristina, who will be out temporarily due to an injury. The Naperville Salute event took place and went well. The weather was good and there was no damage worth mentioning to Rotary Hill. Stibbe received an estimate for the wall repair on Aurora Avenue and shared copies with the Committee. The estimate included costs to 1) remove the existing retaining wall and reinstall approximately 120 linear feet and 2) remove the existing wall and replace with new block. It is obviously only one estimate that looks at costs of $27,000 or $37,800, depending on which action is taken. It serves as a general price range and more estimates can be obtained. Novack noted that the wall currently looks much better after the Park District staff replaced the area that included the small section that fell over and straightened one of the light poles. Stibbe also reviewed a quote from Fountain Technologies regarding the ongoing leak at the Exchange Club Memories Fountain at Fredenhagen Park. The cost for repairs and lighting enhancements could be anywhere from $107,000 to $127,000. The estimate included lighting options but not electrical labor or patching of the niche drains. He also discussed the recommendations from their Trades Department manager, who he will be following up with when he returns from vacation. Dusak inquired if anything could be eliminated after leak testing was performed. Stibbe is waiting on a response from the Trades Department manager. Novack asked if any pressure testing was done. Stibbe responded that it was done the previous year but nothing was found. Novack thinks the pressure testing needs to be done this year, possibly using approximately $15,000 of PA022 funds. Novack asked if the Park District could follow up with Fountain Technologies to perform the pressure testing this year, with Peterson noting that phase one of the proposal included dye testing. If dye testing identifies the leak, pressure testing wouldn’t have to be done. Novack will meet with Stibbe, the Park District’s Trades Department manager and Fountain Technologies to discuss further. City of Naperville Page 2 Printed on 9/8/2022 Riverwalk Planning, Design and Meeting Minutes July 12, 2022 Construction Committee 3. 2022 Riverwalk Work Plan (PA022) - Bill Novack and Tom Stibbe Novack stated they were waiting on estimates for the wall repair but now that the fountain issue has come up, he would like to talk further about using some of this year’s PA022 funds for testing to identify the location of the leak. He also noted that restoration work was needed for some of the woodwork and trellises at Fredenhagen Park and they may be able to address the issue with power washing, cleaning, and sealing. He reiterated that the retaining wall on Aurora Avenue looks significantly better after the recent repairs by the Park District staff. Novack provided an update on the object causing the erosion at the bend in the river near Sindt Woods. The Department of Public Works (DPW) was out again to remove the object but the river flow had gone back up due to recent rains. They will work to remove the item when the flow is back down. 4. Moser Tower Rehabilitation - Bill Novack Work was temporarily halted due to the Naperville Salute event last week. They are waiting on the coping stones and the temperature to drop below 75 degrees so they can apply the exterior coating. There may not be much progress for the next one to two months but it should resume full speed in September. 5. Riverwalk Master Plan - Jeff Friant for Pat Kennedy Friant provided an update on the marketing component from Joseph stating that the listening tour with groups representing different users of the Riverwalk and conversations with local influencers have begun. Conversations are yielding support for vision and good insight. Development has begun on the PowerPoint script and a more formal update will be provided at the August PDC meeting. 6. Riverwalk Master Plan Signage - Bill Novack Novack advised that they are working to determine where the QR codes are going before placing the order. 7. Riverwalk Master Plan CIP/Budget Review - Bill Novack Novack reviewed the list of Riverwalk Master Plan projects provided on the 2023 CIP Planning Worksheet that was provided in the agenda packet. Detailed design for the Eagle Street Gateway project is showing in 2022, with construction scheduled for 2023. He advised that Congressman Foster called last week to provide an update on the submittal for the Community Program Funding for the proposed $900,000 for the Eagle Street Gateway project, stating that it has made it through their City of Naperville Page 3 Printed on 9/8/2022 Riverwalk Planning, Design and Meeting Minutes July 12, 2022 Construction Committee sub-committee and will be going on to the House and then Senate for final approval. He hopes to have good news in approximately two months. Preliminary engineering and permitting for the South Gateway project started this year. In addition to the Eagle Street Gateway project construction, detailed design and permitting for the South extension is included for next year. Updating the plans for 430 S Washington Street are also included for next year, as construction on the Washington Street bridge is scheduled to begin in 2023 and finish up in 2024. Dusak would like to review the bridge improvement plans to see how it correlates to the 430 S Washington Street improvements. It was noted the Hillside Road Gateway project is included to coincide with the South Gateway project. Discussion followed regarding the sign variance for North Central College at 430 S Washington Street and if it would have any impact on the Riverwalk Master Plan project. Although the property belongs to North Central, easements will be granted to the City of Naperville and it should not have any impact on the project. Erickson noted that she met with Adrian Aldrich from North Central College and is planning a future meeting with Erick Hodo and Michael Hudson. Erickson made the suggestion to include the Prairie Nature Garden and Netzley Overlook in the timeline, with Friant adding that the Paddleboat Quarry Overlooks and Artists’ Overlook should go toward the end. 8. Erosion at the river bend downstream from Jefferson - Bill Novack Novack addressed this under item D. 3. 9. Asset Management Plan - Tom Stibbe Stibbe reviewed the Fair/Poor Assets and Sections 2 and 5 of the Asset Management Plan, explaining how he uses this information in his evaluations. Each asset also has an associated photograph. The committee thanked Stibbe for sharing this information. E. NEW BUSINESS: 1. Photographers temporarily blocking the Riverwalk from pedestrian use - Bill Novack Novack advised of a comment received regarding a photographer blocking the entrance to a covered bridge while taking photos. Permits are currently not required for professional photographers and after a brief discussion it was concluded that patience is key, the Riverwalk is a part of every resident’s life, it is a public space and people should be allowed to take photographs, both personally and professionally, without requiring permits. Eagle Street Gateway preliminary design review - Brian Dusak Dusak, John Mayer and Monica Goshorn-Maroney distributed and reviewed tentative design options for the Eagle Street Gateway project. Discussion followed on the options for either double 8’ stairways or a single 12’ stairway. It was noted most of the stairs on the Riverwalk were single, some with railing in the middle. The group recommended the single stairway option. Erickson noted the importance of contacting the donor for the existing bench that would be relocated. Additional discussion and suggestions included adding an alternative stairway at the east end to keep new paths from being created, relocating the proposed staircase to the east and/or moving the Landforms sculpture, including irrigation in the beds, upgrading the slope area underneath the Oliver Hoffman Pavilion with stamped concrete or ornamental stone, straightening out and redoing the lower walkway, straightening out the wall in the lower area, adding lighting into the beds or similar to the Water Street low-flow walkway, widening the 6’ ADA ramp, increasing the fluid quality by making some of the pathways flair, making the staircase wider than 12’, incorporating graceful movement in all of the walkways, including cut-outs in the concrete for greenery in the lower walkway, adding seating/seat walls/benches, and including shade trees down low due to the southern exposure. Cuff noted the importance of including Stibbe in planning with regard to short and long-term maintenance. The group will provide their recommendations to the Riverwalk Commission at the next meeting.
