CALL TO ORDER: Friant called the September 6, 2022 Naperville Riverwalk Planning, Design and Construction Committee (PDC) meeting to order at 7:32 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Pam Barlett; Jan Erickson; Jeff Friant, PDC Chairman; Bill Novack; Tom Stibbe; Mike Sullivan; and Carl Wohlt Absent: Valla Aguilar; John Cuff; Mary Gibson; Ian Holzhauer; and Pat Kennedy, Riverwalk Commission Chairman Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; and Monica Goshorn-Maroney, GRWA C. MOTION CARRIED with Bartlett, Friant and Sullivan abstaining 2. Park District - Tom Stibbe Stibbe reported that the India Day event was a success with a very crowded Rotary Hill. Staff is currently doing turf and bed work, and invasive removal. A contractor has been working in Section 5 of the Riverwalk, mulching and removing invasives. A new full-time employee, Alex Cordero, is starting this week. Volunteers have been working on removing invasives along the river in Section 8. The shop at 219 Mill Street is currently under renovations and staff is working out of the Sindt property and Centennial Beach. Renovations are expected to be completed in December. Stibbe noted there seems to be no major issues after the Last Fling event. 3. 2022 Riverwalk Work Plan (PA022) - Bill Novack and Tom Stibbe Stibbe met with the Park District’s Trades Manager and they are waiting on the report from the contractor regarding the repair of the Exchange Club Memories Fountain in Fredenhagen Park. Novack advised they are planning to use PA022 funds for repair this year. 4. Moser Tower Rehabilitation - Bill Novack Novack advised that activity will resume this month as temperatures get below 75 degrees. The contractor will be applying the façade and the coping stones, pavers and landscaping will fall into place. 5. Riverwalk Master Plan - Jeff Friant for Pat Kennedy Erickson provided an update on recent and future meetings that are being held with key individuals to discuss the Riverwalk 2031 Master Plan. Friant thanked Erickson, Rick Hitchcock, John Joseph and others for their efforts with this project. 6. Riverwalk Master Plan Signage - Bill Novack Novack reported that there was no update as they are working on addressing the Riverwalk Foundation’s preference to not have a QR code directing donors to their website for donations for the Master Plan. 7. Riverwalk Master Plan CIP/budget review - Bill Novack Novack advised that all Master Plan Capital Improvement Projects as previously reviewed with the Commission were submitted last week. The CIP review meeting with City Council will be held at 7:00 p.m. on September 26, 2022. (After the meeting it was discovered that the wrong date was provided. The date of the CIP workshop is actually October 24, 2022, not September 26). It is a public meeting and will be held in Council Chambers. 8. Erosion at the river bend downstream from Jefferson - Bill Novack The object has been identified and the City’s Department of Public Works (DPW) will work to remove when the river flow is down. Novack will follow up with DPW this week. 9. Eagle Street Gateway preliminary design review - Brian Dusak Dusak advised they are continuing to make very minor tweaks to the design based on the Commission’s feedback last month. Their water resource group is working to get permitting documents ready for submittal to the county. Discussion followed on timing of the permit process with Dusak noting if everything was in order for submittal in the next month and a half, they would be looking at possibly a three to four month review time and would hope to get the project out to bid by next spring. Friant inquired about the timing of the Community Program Funding with Novack responding possibly November. Dusak also noted that they are working on preliminary design for the South Extension and will plan to review with the group later this fall. E. NEW BUSINESS: 1. Accessibility audit of Riverwalk - Pat Kennedy and Bill Novack Novack reported that an accessibility audit of the Riverwalk came up in discussions with a group when meeting about the Riverwalk 2031 Master Plan. Discussion on this agenda item will be deferred until next month and will be led by Kennedy.
