A. CALL TO ORDER:
Chairman Friant called the December 6, 2022 Naperville Riverwalk
Planning, Design and Construction Committee (PDC) meeting to order
at 7:31 a.m. The meeting was held in the lunchroom of the Naperville
Municipal Center located at 400 S. Eagle St., Naperville, IL.
B. ROLL CALL:
Present: Pam Bartlett; John Cuff; Jan Erickson (arrived 7:33 a.m.); Jeff
Friant, PDC Chairman; Pat Kennedy, Riverwalk Commission Chairman
(until 9:03 a.m.); Bill Novack; Tom Stibbe; Mike Sullivan; and Carl Wohlt
Absent: Valla Aguilar; Mary Gibson; and Ian Holzhauer
Also Present: Jay Buch, resident; Rebecca DeLarme, City Staff; Brian
Dusak, ERA; Mary Hamill, Accessible Community Task Force (ACTF);
Rick Hitchcock, former Riverwalk Commission Chairman; John Mayer,
ERA; and Carl Peterson, GRWA
C. PUBLIC FORUM:
Jay Buch distributed and reviewed a presentation requesting a proposed
remembrance for his father, Hirish S. Buch, a former City of Naperville
employee, that he would like to place on the Riverwalk. He discussed
highlights of his father’s career and cited examples of existing plaques
on the Riverwalk that he is interested in, including the Cliff Preston
Memorial.
Buch previously met with the Park District regarding their Remembrance
Program and has reviewed the Legacy Gift Opportunities that are
available through the Riverwalk Foundation. He is interested in a larger
sized plaque, specifically located by the paddleboat area or next to a
tree by the Jaycees Park, next to the municipal building.
Discussion followed on existing memorials and the Riverwalk
contributions associated with them. Cuff suggested the Pillars of
Naperville, which are available through the Legacy Gift program and
located on the east extension in Fredenhagen Park.

This request will be brought before the Riverwalk Commission at the
December 14th meeting for further discussion.
D. OLD BUSINESS:
1. Approval of Minutes - Jeff Friant
Approve minutes from the November 1, 2022 Planning, Design and
Construction Committee meeting

A motion to approve the November 1, 2022 Planning, Design &
Construction Committee meeting minutes was made by Erickson and
seconded by Kennedy. Motion carried with Novack, Stibbe and Sullivan
abstaining
2. Park District - Tom Stibbe
Stibbe reported that staff has been busy with clean-up and winter
preparations and new plantings, pressure washing the bridges, and
painting the pavilions. Holiday decorations are up to include the tree at
Dandelion fountain, the menorah, and lights on the bridges. The
irrigation system has been blown out and the tulips have been planted.
Staff is moving back into their building after recent renovations.
3. Moser Tower Rehabilitation - Bill Novack
Novack reported that progress continues, with Dusak noting the cap
stones have been completed, the railings installed, and pavers and
landscaping should be completed soon.
4. Erosion at the river bend downstream from Jefferson - Bill Novack
Novack met with staff from the City’s Department of Public Works
(DPW) last week and identified the item in the river to be a fish lunker, or
habitat for fish, that was part of a past streambank stabilization from
many years ago. The piece is unable to be removed but they were able
to bend it back down and fill in the area with various colored riprap.
They plan to bring in a few more loads of stone to armor the area.
5. Fredenhagen Park renovations - John Cuff
Cuff discussed last month’s presentation on the need for maintenance
to the trellises and woodwork at Fredenhagen Park. Novack noted that
maintenance would be done by the Park District staff or through a
contractor and established in the budget. He added that funds could
come from the PA022 budget with the Riverwalk Commission’s
approval. Discussion followed on whether the Ipe wood should be
stained and sealed or just sealed. To stain and seal the wood annually,

the cost would be approximately $5,000 to $6,000. Cuff noted that an
initial cost of at least $30,000 would be needed to restore the wood.
Questions were raised regarding the following: 1) what areas need to
be stained and/or sealed or restored; 2) if less invasive vines will be
added to the trellises; 3) if there are portions of the trellises that can be
removed; and 4) consistency in appearance with existing Ipe wood on
the Riverwalk. The timing of the 430 South Washington project, which is
scheduled for construction in 2024, was discussed. It was noted that
Fredenhagen Park maintenance could be scheduled to coincide with
this project. Stibbe added that Park District staff has been doing
rejuvenation pruning in the area.
Novack encouraged the group to visit the area for feedback. He will
provide a presentation at the February or March PDC meeting for further
review and recommendations.
6. Accessibility audit of Riverwalk - Pat Kennedy and Bill Novack
Kennedy discussed the idea of the accessibility audit and inquired if
consultants would be used to scope the project. Novack suggested the
possibility of using the City’s summer interns in May to come up with an
inventory of any existing deficiencies and entry points. Mary Hamill,
ACTF, inquired if any of the interns would be using mobility devices or
have experience with the devices. Novack noted the interns could be
trained and/or have individuals with them to help explain their
challenges. He will also have them work with a City Engineer. Novack
will include this item on the May or June PDC agenda and inquired if the
ACTF could provide assistance from individuals with mobility devices.
Hamill added that there are also voluntary organizations that could
assist with this project. Novack will discuss coordinating efforts with City
staff and ACTF beginning in March.
7. Riverwalk Master Plan - Pat Kennedy
Kennedy discussed the “leave behind” brochure that was distributed.
The PowerPoint presentation will be shared with the Riverwalk
Commission when the video is completed, in either January or February.
A presentation was given to the Downtown Advisory Committee
yesterday and was warmly received. A presentation was given in the
last two weeks to the Sunrise Rotary and another is scheduled with the
Downtown Naperville Alliance tomorrow morning. Kennedy noted the
importance of outreach and Erickson requested that anyone in the group
that was involved with any type of community or service organization to
please provide information so that they may reach out to see if they
would be interested in the presentation. Hitchcock asked if anyone had
suggestions for changes or additions to the brochure to please reach out
to Erickson, as they are only being printed as needed at this time.

8. Riverwalk Bicentennial Fund - Pat Kennedy
Kennedy advised that the summary of bylaws for the new Riverwalk
Bicentennial Fund 501(c)(3) should be ready by next month.
9. Future updates to Riverwalk 2031 Master Plan - Jeff Friant
Friant asked the committee for any comments as he plans to bring a
recommendation to the Riverwalk Commission next week regarding the
process for future updates to the Master Plan. The review of the plan
would occur in April or May to coincide with the Asset Management Plan
(AMP) Walk. The PDC would then review in May, finalize updates in
June, and bring recommendations to the Commission in July or August.
This would then coincide with the beginning of the City’s and Park
District’s budgeting process. The group was in agreement regarding the
purpose and timing of this process.
10. Eagle Street Gateway review - Brian Dusak
Dusak advised that they were close to being ready to submit plans to
DuPage County and wanted to review the proposed landscaping as the
engineering aspects have been addressed. Peterson reviewed the
information with the group. Hamill noted the importance of the image in
the original rendering of a wheelchair and requested this be included in
the new drawing. It was suggested that the Master Plan and
PowerPoint renderings stay the same with the new renderings being
brought in separately or as an appendix. Erickson will discuss with
Deborah Newman Marketing/Communications.
11. South Gateway preliminary design discussion - Brian Dusak
Mayer and Peterson reviewed two different concepts of the walk
alignment in relation to the river and received feedback from the group.
Elements from both plans will be merged and discussions will continue.
E. NEW BUSINESS:
1. Fredenhagen Park Fountain - Bill Novack
Novack discussed changing the fountain liner from blue to black as the
black is more cost effective and should last much longer. He also noted
that the lighting for the fountain could be white or color-changeable LED
lights but that may need to be bid as an alternative due to the cost of
repairs. This item will be included on next week’s Riverwalk
Commission meeting agenda for further discussion.
