CALL TO ORDER: Chairman Friant called the January 31, 2023 Naperville Riverwalk Planning, Design and Construction Committee (PDC) meeting to order at 7:30 a.m. The meeting was held in the lunchroom of the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: John Cuff; Jeff Friant, PDC Chairman; and Tom Stibbe (Not enough members present to establish a quorum, so no action taken over the course of the meeting) Absent: Valla Aguilar; Pam Bartlett; Jan Erickson; Mary Gibson; Ian Holzhauer; Pat Kennedy, Riverwalk Commission Chairman; Bill Novack; Mike Sullivan; and Carl Wohlt Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; and Carl Peterson, GRWA C. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Jeff Friant Approve minutes from the January 3, 2023 Planning, Design and Construction Committee meeting Attachments: 23PDCMinutes0103 No vote was taken to approve the January 3, 2023 minutes as there was not a quorum of Riverwalk Commissioners present. 2. Park District - Tom Stibbe Stibbe reported that all holiday decorations have been taken down and staff has been working on snow removal. They continue with invasive City of Naperville Page 1 Printed on 4/5/2023 Riverwalk Planning, Design and Meeting Minutes January 31, 2023 Construction Committee removals in Section 2 and 8. Annual flowers have been ordered and are expected to be delivered the week of May 8th. The skating rink has been flooded and weather will determine if they will be able to open. 3. Moser Tower Rehabilitation - Brian Dusak Dusak reported that the final punch list walk through was rescheduled to next week due to weather. Peterson advised that they did verify plant material was in before the snow but they will need to look at again in spring. Dusak will add this to the punch list and final inspection will occur in spring. Stibbe inquired when the fencing would be removed. Dusak will discuss with the contractor next week. 4. Fredenhagen Park Fountain There was no update on this item and it will be included on next week’s Riverwalk Commission agenda. 5. Riverwalk Master Plan - Jeff Friant for Pat Kennedy Friant reported they are working to set up a meeting between Edward Hospital, Ryan Companies and the Riverwalk consultants for discussion on the South Extension and the 10 Martin Avenue development. Dusak provided a brief update on the permitting and design for the Eagle Street Gateway project, noting they have submitted preliminary plans and are awaiting comments from DuPage County. Peterson noted Stibbe’s previous suggestion of replacing the stone on the lower level with a low wall to assist with maintenance of the area. Dusak will relay this to his team. Cuff inquired if the Landforms Sculpture would be repaired and repainted and if existing pavers in the area would be replaced. Dusak stated that the sculpture repair will be incorporated into the project, possibly as an alternate bid, and Stibbe has forwarded previous quotes for repair to Dusak, Novack and Peterson. Some pavers may need to be replaced but they plan to salvage as much as possible. They will plan to remove the pavers during construction and reinstall afterwards. Peterson will provide a landscape plan that includes quantities to Stibbe. Once comments from the County are received, Dusak will share a final plan set with the group. Peterson will also provide Stibbe with proposed plant quantities for the 430 South Washington Street project. 6. Riverwalk Bicentennial Fund - Jeff Friant for Pat Kennedy Friant reported that the Riverwalk Bicentennial Fund held their first board meeting, which included Erickson, Rick Hitchcock and John Joseph, and approved bylaws, elected officers, and discussed next steps for collateral materials and fundraising efforts. More information will be provided at next week’s Riverwalk Commission meeting. South Extension preliminary design discussion - Brian Dusak and Carl Peterson Peterson reviewed two updated renderings with the group that will be shared with the Riverwalk Commission at next week’s meeting for further discussion.
