A. CALL TO ORDER:
Chairman Friant called the April 4, 2023 Naperville Riverwalk Planning,
Design and Construction Committee (PDC) meeting to order at 7:30
a.m. The meeting was held in TED Conference Room 164 in the
Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL.
B. ROLL CALL:
Present: Pam Bartlett; John Cuff; Jeff Friant, PDC Chairman; Pat
Kennedy, Riverwalk Commission Chairman; Bill Novack; Tom Stibbe;
and Carl Wohlt
Absent: Valla Aguilar; Jan Erickson; Mary Gibson; Ian Holzhauer; and
Mike Sullivan
Also Present: Rebecca DeLarme, City Staff; Brian Dusak, ERA; Rick
Hitchcock, former Riverwalk Commission Chairman; Carl Peterson,
GRWA; and Jack Ramirez-Susarret, student

D. OLD BUSINESS:
1. Approval of Minutes - Jeff Friant
Approve minutes from the January 3, 2023 Planning, Design and Construction
Committee meeting

Construction Committee
A motion to approve the minutes from the January 31, 2023 Planning,
Design and Construction Committee meeting minutes was made by
Stibbe, seconded by Wohlt. MOTION CARRIED with Bartlett, Kennedy
and Novack abstaining

A motion to approve the minutes from the February 28, 2023 Planning,
Design and Construction Committee meeting was made by Novack and
seconded by Stibbe. MOTION CARRIED with Friant abstaining
2. Park District - Tom Stibbe
Stibbe reported that bulbs were beginning to peek through and staff has
been busy with pruning and invasive removals along the river. The
beach has gone through the first cleaning and their Trades Department
will be doing annual maintenance soon. The sled hill and ice rink are
down. The first delivery of spring flowers was received yesterday and
will be going in planters within the next two weeks.
3. Moser Tower Rehabilitation - Bill Novack
Novack advised that the project is near completion and the contractor
was in last week to address some issues with bricks on the Eagle Street
walkway. Landscape work is all that remains and they are awaiting
three consecutive days of 55 degree or warmer weather so the pots can
adhere to the piers.
4. Fredenhagen Park Fountain - Bill Novack
Novack will be meeting with a representative from the Exchange Club of
Naperville and Tom Castagnoli later this morning to discuss different
alternatives to the Exchange Club Memories Fountain. Discussion
followed on ideas for possible alternatives to the fountain such as
sculptures, light installations, fire pits, splash pads and lesser scale
water features. Stibbe noted the twice-daily maintenance involved with
splash pads. The possibility of engaging the community for ideas was
also brought up and further discussion will be held at next week’s
Riverwalk Commission meeting.
5. Fredenhagen Park Maintenance - Bill Novack and Tom Stibbe
Stibbe has contacted four additional contractors and received one quote
back for the maintenance work for the Ipe wood and various structures
at Fredenhagen Park. He will have more information for review at next
month’s PDC meeting.

6. Riverwalk Master Plan - Pat Kennedy
Kennedy inquired about the timeline for reviewing the Master Plan.
Friant will review the agreed upon timeline at next week’s Riverwalk
Commission meeting. Bartlett will be presenting to her Naperville
Chamber of Commerce teamwork team next week.
Kennedy discussed the Monarch and pollinator efforts that were to be
promoted by City Council per their recent resolution in support of the
DuPage Monarch project and enhancement and expansion of available
habitat for Monarch butterflies and other native pollinators. He noted the
importance of coordinating this initiative with the Prairie Nature Garden
project in the Master Plan.
Novack added that the extension of ERA’s former contract was set for
approval at the next City Council meeting since there were purchase
orders created for the Eagle Street Gateway and South Extension
projects that closed out when the new contract was initiated.
Dusak provided a brief update on the Eagle Street Gateway project.
They have received information from the City on the National
Environmental Policy Act (NEPA) process and are reviewing before they
make their resubmittal to DuPage County for the second review. They
are still anticipating going out to bid in summer so the project can be
constructed this year. Temporary irrigation was brought up with Stibbe
noting that having irrigation installed would make it easier to maintain.
Dusak advised they should have an update on final quantities and
estimates for next month’s PDC meeting and will review with the group
prior to going out to bid.
7. Riverwalk Bicentennial Fund - Pat Kennedy
Kennedy noted that a seat has been created on the Riverwalk
Commission for a member from the Riverwalk Bicentennial Fund (RBF).
Hitchcock advised that John Joseph has been nominated to fill this
position. Cuff inquired about the marketing material with Hitchcock
advising that the PowerPoint and brochure have been created but they
are unsure of the status of the video. An update will be provided at next
week’s Riverwalk Commission meeting.
8. South Extension Preliminary Design - Brian Dusak
Dusak advised they are refining the agreed upon concept drawing and
have met with Ryan Companies and Edward Hospital, who were
receptive to the possibility of incorporating specific elements to make
sure everything looks intentional with regard to the Riverwalk and the
hospital campus entrance. Prior to preliminary engineering, Kennedy
would like to have one exhibit, a conceptual budget and schedule to

share with Edward Hospital for their input at their next meeting.
Peterson provided an overview of the concept drawings, noting they
were closer to a final design with Concept B. He and Hitchcock
reviewed some possible updates to the design and stressed the
importance of getting the layout correct. Peterson expressed concern
with what the plaza will look like and the existing infrastructure of the
light poles and traffic signals. Discussion followed on the cost of burying
approximately five ComEd poles that run on the east side of Washington
Street, with Hitchcock suggesting the Commission make a strong case
to have them buried. Novack will be meeting with the City’s Utilities
Department later this week. The importance of the connection near
Hillside Road was also discussed with Novack adding that the low flow
walkway underneath Hillside would be under water at times. The group
was in agreement with the direction of the reviewed concept.
E. NEW BUSINESS:
1. Discussion on setting date for Asset Management Plan Walk - Bill Novack and
Tom Stibbe
A tentative date of Thursday, May 4th at 3:00 p.m. was set for the Asset
Management Plan Walk and will be discussed and confirmed at next
week’s Riverwalk Commission meeting. Friant will confirm if this date
works with the annual review process of the Master Plan.
2. Update on Washington Street Bridge Construction - Bill Novack
Novack advised that construction has begun with Nicor doing utility work
on Washington Street, Chicago and Aurora Avenue. Tree removal is in
place and temporary utility poles have been going up. Steel beams
should be in this week and will be put underneath the west section of the
bridge while work is being done on the east side. Traffic should be
moved over to the west side by the second half of April.
