CALL TO ORDER: Chairman Friant called the January 2, 2024 Naperville Riverwalk Planning, Design and Construction (PDC) Committee meeting to order at 7:30 a.m. The meeting was held in the Naperville Employee University (NEU) at the Municipal Center, located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: John Cuff; Jan Erickson; Jeff Friant, Chairman; Pat Kennedy; Bill Novack; Tiffani Picco; Johnna Shields; Mike Sullivan; and Carl Wohlt Absent: Pam Bartlett; Mary Gibson; Ian Holzhauer; and John Joseph Also Present: Rebecca DeLarme, City staff; Brian Dusak, ERA; Rick Hitchcock, Former Riverwalk Commission Chairman; Carl Peterson, GRWA; Stephanie Penick, Naperville Riverwalk Foundation; and Eric Shutes, Naperville Park District C. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Jeff Friant Approve minutes from the December 5, 2023 Planning, Design and Construction Committee meeting Attachments: 23PDCMinutes1205 A motion to approve the December 5, 2023 Planning, Design and Construction Committee meeting minutes was made by Erickson and seconded by Novack. MOTION CARRIED 2. Park District Report - Tiffani Picco Picco advised that there is a Riverwalk page on the Naperville Park District’s website at napervilleparks.org/riverwalk which provides updates City of Naperville Page 1 Printed on 2/7/2024 Riverwalk Planning, Design and Meeting Minutes January 2, 2024 Construction Committee on some of the projects taking place on the Riverwalk and addresses some of the resident concerns about tree and plant removal along the riverbank that was recently discussed at last month’s Riverwalk Commission meeting. She noted they will include signs in these areas directing visitors to their website for more information. E. NEW BUSINESS: 1. Prairie Nature Garden Preliminary Design - Park District Staff Review the plans and provide comments regarding the proposed Prairie Nature Garden Improvements Attachments: Prairie Nature Garden Plans Shutes reviewed the preliminary plans for the Prairie Nature Garden, which is one of the proposed improvements in the Riverwalk 2031 Master Plan. The Naperville Park District and Naperville Riverwalk Foundation have expressed interest in the project, and the Park District has refined the project scope and prepared the preliminary plans. The Riverwalk Foundation has committed to funding up to $45,000 to have the project constructed in 2024. The City and Park District have discussed the improvements and have committed to using a combination of in-house employees and contractors to complete the work. Shutes noted that the Park District will purchase and install the two proposed Riverwalk benches and trash receptacles. Picco advised that she has provided Peggy Motta with the standard Riverwalk trash receptacle information. Shutes discussed the interpretive sign and requested a template, noting they would also need input from the Riverwalk Commission and the Riverwalk Foundation on messaging. He stated that the Park District would like to focus on environmental stewardship and sustainability and provided an example of the sign recently installed at Veterans Park. Erickson asked that the sign coordinate with existing interpretive signs on the Riverwalk and it was suggested that the interpretive sign close to the Municipal Building be reviewed. Hitchcock discussed the opportunity to acknowledge the Riverwalk 2031 Master Plan on the signage and Cuff requested that details be brought back to the Riverwalk Foundation for approval. Novack advised that this project would need to go before City Council and the Park District Board for approval. This item will be included on next week’s Riverwalk Commission agenda for recommendation. Discussion followed on the frequency and duration of maintenance, and the option to include this as part of the contract. Shutes stated the contractor would maintain the area for a period of two to three years until it is fully established, with the Park District staff maintaining City of Naperville Page 2 Printed on 2/7/2024 Riverwalk Planning, Design and Meeting Minutes January 2, 2024 Construction Committee afterwards. Cuff noted the Riverwalk Foundation’s request to include the three year maintenance as part of their funding commitment. Discussion followed on the plans for the Park District to conduct a Site Master Plan in 2025, and the importance of input from the community, the Riverwalk Commission and the Riverwalk Foundation regarding the possibility of relocating the ice rink, which will be addressed at that time. The Park District and Riverwalk Foundation were thanked for their efforts with this project. 2. Fredenhagen Park and Horse Trough Fountain Improvements - Bill Novack Review the plans and provide comments regarding the proposed Fredenhagen Park and Horse Trough Fountain repairs Attachments: Fredenhagen Park and Horse Trough Fountain Plans and Specs Novack provided background on the need for the Fredenhagen Park and Horse Trough Fountain repairs. Dusak reviewed the plans that were included in the agenda packet, noting that ERA is working with Fountain Technologies prior to going out for bid. Repairs for the Fredenhagen Park fountain would include repairing broken pipes coming from the vault to the fountain, installing a new membrane system, moving the lighting system above water, and filling in the holes from the existing lighting. Repairs to the Horse Trough Fountain include relocating components above ground for better access. A grating system has been recommended to minimize the depth of the fountain, which can be covered with decorative stone. Discussion followed on the possibility of replacing the grating with stones, the color of the grating, or painting the grating to match the interior of the fountain. Dusak will review this with Fountain Technologies. Hitchcock will review this information with former Riverwalk Commission Chairman Geoff Roehll, who previously worked with Fountain Technologies and provided recommendations on either fixing or replacing the fountain. This item will be included on the February 6th PDC Committee meeting agenda for further review and discussion. F. A motion to adjourn the meeting was made by Erickson and seconded by Picco.
