CALL TO ORDER: Chairman Friant called the February 6, 2024 Naperville Riverwalk Planning, Design and Construction (PDC) Committee meeting to order at 7:30 a.m. The meeting was held in the Naperville Employee University (NEU) at the Municipal Center, located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Pam Bartlett; John Cuff; Jan Erickson; Jeff Friant, Chairman; Pat Kennedy; Bill Novack; Tiffani Picco; Johnna Shields; Mike Sullivan; and Carl Wohlt Absent: Mary Gibson; Ian Holzhauer; and John Joseph Also Present: Rebecca DeLarme, City staff; Brian Dusak, ERA; Peggy Motta, Naperville Park District; Carl Peterson, GRWA; Stephanie Penick, Naperville Riverwalk Foundation; Kevin Schoolcraft, Ryan Companies; and Marilyn Schweitzer, resident C. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Jeff Friant Approve minutes from the January 2, 2024 Planning, Design and Construction Committee meeting Attachments: 24PDCMinutes0102 A motion to approve the January 2, 2024 Planning, Design and Construction Committee meeting minutes was made by Sullivan and seconded by Erickson. Park District Report - Tiffani Picco Picco reported that staff took down holiday decorations and lights and did City of Naperville Page 1 Printed on 3/5/2024 Riverwalk Planning, Design and Meeting Minutes February 6, 2024 Construction Committee snow removal for a couple of weeks. She noted that they were able to get one full week of ice skating and that the rinks were used heavily but have since turned to water due to the above-average temperatures. 3. Horse Trough Fountain Improvements - Bill Novack Review and discuss options regarding the depth of the existing Horse Trough Fountain Attachments: Existing Horse Trough Fountain Picture 1 Existing Horse Trough Fountain Picture 2 Existing Horse Trough Fountain Picture 3 Stainless Steel Grating No. 1 Stainless Steel Grating No. 2 Stainbless Steel Grating No. 3 Kadee Grating No. 1 Kadee Grating No. 2 Kadee Grating No. 3 PVC Grating No. 1 PVC Grating No. 2 PVC Grating No. 3 Stone Grating No. 1 Stone Grating No. 2 Stone Grating No. 3 Novack reviewed the information included in the agenda packet regarding the depth of the existing Horse Trough Fountain that was previously discussed at the January 2nd PDC Committee meeting. Fountain Technologies suggested consideration be given to installing grating just below the water surface to reduce the depth of the fountain. ERA and Fountain Technologies provided examples of the various types of grates for review which included stainless-steel, PVC and stone-covered grates. Dusak noted that all grating options shown were rated to accommodate stone. Discussion followed with the group noting the following comments and concerns: 1) what are the safety code requirements for the depth of the fountain and is anything needed at all; 2) the potential for decorative stones being used as projectiles; 3) having to remove the stones when repairing the fountain; 4) changing the liner color to black to match the new liner for the Fredenhagen Park fountain; 5) changing the Dandelion fountain liner/color from blue to black; 6) adding a seasonal application to reduce the depth during the winter when there is no water in the fountain; 7) additional maintenance costs involved with including the grating; 8) not City of Naperville Page 2 Printed on 3/5/2024 Riverwalk Planning, Design and Meeting Minutes February 6, 2024 Construction Committee installing grates above the water level; and 9) the possibility of adding railing to the seat wall. Picco noted that the water is only filled to half of the depth of the fountain. The potential for including decorations on a platform for the Horse Trough fountain was discussed and Picco advised that the Park District already makes a covering for the Dandelion Fountain that is used as a base for the holiday tree decoration. Dusak advised that the treatment is not paint but a waterproofing liquid that becomes a liner. He noted that the PVC grating system could be painted to match the liner. The importance of using the same shade of black and matching the existing fountain features was discussed. Dusak will follow up with Fountain Technologies on the safety code requirement for the fountain depth. This item will be discussed further at next week’s Riverwalk Commission meeting. E. NEW BUSINESS: 1. South Gateway Proposed Signage Review - Bill Novack Review and provide direction regarding the proposed signage for the South Extension of the Riverwalk near Martin Avenue Attachments: Overall plan of the South Extension Plan and elevations of the signage at the intersection Theming Exhibit of the intersection signage Novack reviewed the agenda item requesting the PDC Committee to review and provide direction on the proposed signage for the South Extension of the Riverwalk near Martin Avenue. The background information, along with drawings of the South Extension, plans and elevation views of the signage at the intersection, and a theming exhibit showing perspective views of the proposed signs were included in the agenda packet. Novack noted that he and Erickson previously met with the Naperville Cemetery Association Board and they were receptive to enhancements at their corner of the intersection. Erickson requested that this initial concept information be shared with them for their input. Kennedy advised that he met with Dusak, Peterson, Kevin Schoolcraft with Ryan Companies, and a representative from Ryan Companies’ client, Endeavor Health, to discuss the concept of the intersection as a gateway to the Riverwalk. These renderings and some of the Riverwalk design City of Naperville Page 3 Printed on 3/5/2024 Riverwalk Planning, Design and Meeting Minutes February 6, 2024 Construction Committee concepts were shared at that meeting. Schoolcraft is currently reviewing this information with their design team, noting that after their review they would need to provide renderings to Endeavor Health’s Board of Directors for their review. Discussion followed on the new medical building’s proposed signage that would be perpendicular to the road. Our preliminary concept shows the sign at a triangular angle, facing the intersection. Kennedy reminded the group that we are open to all concepts and seeking input as this is our first rendering. Novack noted that City Council has granted entitlement for a certain square footage on their signage but specific details have not yet been provided. Cuff inquired about the color of the proposed brick pavers. Novack advised that Unilock no longer has the mold for the Riverwalk “wavy” pavers (Stockholm) that were originally manufactured by Paveloc. He suggested the group may want to consider the Il Campo style paver that was used in the Youth Plaza near Eagle Street at the corner of Jackson Avenue. Erickson noted that this same brick is used at the Bambule Riverwalk Gateway next to North Central College. The Il Campo paver is also being used in the downtown streetscape and Peterson noted that this style paver was already incorporated into the 430 South Washington Street project preliminary design because of the relationship to the college. Schweitzer liked the idea of including benches and the proposed diagonal sign and noted that signage would also be at the top of the new medical building. She stated that the two traffic signal posts and lights at the intersection should be taken into consideration and requested that the concept plans be updated to include the traffic signal elements. Wohlt suggested the possibility of building a seating area into the wall as opposed to having freestanding benches. Cuff inquired about the flowers included in the rendering and inquired if irrigation would be needed. Picco noted they could choose perennials that are drought tolerant as they don’t have irrigation everywhere on the Riverwalk. Peterson advised they almost always design for drought tolerant flowers and their suggestions would not require irrigation. Erickson noted that the sculpture depicted in the concept drawing is blocking “Riverwalk” on the signage. Schweitzer noted that there is also a yellow arrow sign currently located in this area. Picco shared comments from the Park District about visibility at the corner from Martin Avenue turning right onto Washington Street and asked that line of sight be taken into consideration. She stated that there have been City of Naperville Page 4 Printed on 3/5/2024 Riverwalk Planning, Design and Meeting Minutes February 6, 2024 Construction Committee discussions about removing the directional sign identifying Knoch Park. Wohlt suggested that banner poles be used on the west side of the intersection, similar to the Riverwalk entrance at Jefferson Avenue. Novack stated that the shepherd’s crook lighting was being saved as they redo Washington Street because they are no longer manufactured and can be refurbished and installed on the South Extension by the contractor. Kennedy discussed the timeline with Schoolcraft advising their scheduled completion would be mid-December. He will check with their construction team on their schedule and provide this information to Kennedy. He will also plan to share a rendering within the next three weeks so it can be brought back before the group at next month’s PDC Committee meeting. F.
