CALL TO ORDER: Chairman Friant called the March 5, 2024 Naperville Riverwalk Planning, Design and Construction (PDC) Committee meeting to order at 7:30 a.m. The meeting was held in the Naperville Employee University (NEU) at the Municipal Center, located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Pam Bartlett; John Cuff; Jeff Friant, PDC Committee Chairman; Pat Kennedy, Riverwalk Commission Chairman; Bill Novack; Tiffani Picco; Johnna Shields; and Mike Sullivan Absent: Jan Erickson; Mary Gibson; Ian Holzhauer; John Joseph; and Carl Wohlt Also Present: Rebecca DeLarme, City staff; Stephanie Penick, Naperville Riverwalk Foundation; and Carl Peterson, GRWA C. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Jeff Friant Approve minutes from the February 6, 2024 Planning, Design and Construction Committee meeting Attachments: 24PDCMinutes0206 A motion to approve the February 6, 2024 Planning, Design and Construction Committee meeting minutes was made by Picco and seconded by Shields. MOTION CARRIED 2. Park District - Tiffani Picco Picco reported that the newer Grand Pavilion roof shingles were going to be replaced with the matching shingles within the next two weeks. They City of Naperville Page 1 Printed on 4/30/2024 Riverwalk Planning, Design and Meeting Minutes March 5, 2024 Construction Committee have been pressure washing the walls around the Horse Trough Fountain and Free Speech Pavilion, which has made a noticeable difference. Perennials are all cut back and beach cleaning will begin in a couple of weeks. Picco noted they discovered corrosion of some of the wiring to the lights in the Dandelion Fountain, which are not working. Staff is checking to see if they can rewire and possibly upgrade to LED lighting. E. NEW BUSINESS: 1. Riverwalk Accessibility and Bench Locations - Bill Novack Provide direction regarding bench locations along the low-flow walkway adjacent to Phase I of the Naperville Riverwalk Novack discussed the Community Mobility Assessment that was provided by an Occupational Therapy class from North Central College and reviewed with the Riverwalk Commission at the October 11, 2023 Commission meeting. One of the suggestions was to install benches along the low-flow walkway adjacent to Phase I of the Riverwalk because the planter walls were too high to be wheelchair accessible. The proposed locations included in the agenda packet were discussed. The four locations suggested are areas where the low-flow walkway is widened, between the Amphitheater and Veterans Plaza. Picco advised they recently did an inventory of benches and identified four extras but will need to replace some near the Dandelion Fountain because of rusting brackets. She measured the suggested locations, noting the area closest to the Amphitheater was the deepest at 12’ from the edge of the river to the retaining wall. The other areas measured 10.5’, 10’ and 9.5’. The benches are approximately 2’. Picco will have staff place a bench at each location for measurement purposes and report back to the PDC Committee. She will also check the measurements of the backless benches that are located in some areas of the Riverwalk. Kennedy suggested engaging Mary Hamill with the Accessible Community Task Force on the need for a respite in the area and the adequacy of the existing seat wall. Peterson noted that one bench is included in the low-flow walkway in the Eagle Street Gateway design. Annual Riverwalk Asset Management Plan Walk - Bill Novack Proposed dates for the annual Riverwalk Asset Management plan walk of the Naperville Riverwalk Novack provided the following proposed dates for the upcoming Asset Management Plan Walk: Thursday, April 18th; Tuesday, April 23rd; or Wednesday, April 24th.
