CALL TO ORDER: Riverwalk Commission Chairman Kennedy called the April 2, 2024 Naperville Riverwalk Planning, Design and Construction (PDC) Committee meeting to order at 7:35 a.m. The meeting was held in the Naperville Employee University (NEU) at the Municipal Center, located at 400 S. Eagle St., Naperville, IL. B. ROLL CALL: Present: Pam Bartlett; Pat Kennedy, Riverwalk Commission Chairman; Bill Novack; Tiffani Picco; Mike Sullivan; and Carl Wohlt (Not enough members present to establish a quorum, so no action taken over the course of the meeting) Absent: John Cuff; Jan Erickson; Jeff Friant, PDC Committee Chairman; Mary Gibson; Ian Holzhauer; and Johnna Shields Also Present: Tim Ball, Gary R. Weber and Associates, Inc. (GRWA); Rebecca DeLarme, City staff; Brian Dusak, Engineering Resource Associates, Inc. PUBLIC FORUM: There were no public comments. D. OLD BUSINESS: 1. Approval of Minutes - Pat Kennedy for Jeff Friant Approve minutes from the March 5, 2024 Planning, Design and Construction Committee meeting Attachments: 24PDCMinutes0305 No vote was taken to approve the March 5, 2024 minutes as there was not a quorum of Riverwalk Commissioners present. Park District Report - Tiffani Picco Picco reported that the shingle replacement on the Grand Pavilion roof was completed and there has been an uptick in graffiti along the Riverwalk in the last couple of weeks. The Naperville Park Police are aware and they are now taking reports of all graffiti that they find. She asked the group to please report any vandalism they may notice to her. There was a lot of spray painting along the lower walkway last weekend that staff was able to remove. Discussion followed on cameras on the Riverwalk with Picco noting that there were cameras set up in two locations. The Park District will be putting up signs at the Free Speech Pavilion to remind everyone that it is a rentable space. There is a capacity limit and groups should remain in the respective area and not block other areas of the Riverwalk. If any Free Speech Event is larger than the Free Speech Pavilion capacity, they should rent another of the four areas available through the Naperville Park District. 3. Annual Riverwalk Asset Management Plan Walk on Thursday, April 18th, and Wednesday, May 1st - Bill Novack and Tiffani Picco Kennedy reported that two Asset Management Plan (AMP) Walks were tentatively scheduled for Thursday, April 18th, at 3:00 p.m. and Wednesday, May 1st, at 3:00 p.m. The first walk will cover the west portion of the Riverwalk from Eagle Street on April 18th, with Picco requesting that the group meet at the Cliff Preston Memorial near Farmer’s Plaza at 3:00 p.m. The second walk for the east portion of the Riverwalk from Eagle Street is scheduled for Wednesday, May 1st. This information will be finalized at next week’s Riverwalk Commission meeting. Picco noted it would be a guided walk where the group can discuss the Riverwalk assets she has reviewed and marked as being in fair or poor condition. Hitchcock suggested that it may be helpful for the Riverwalk Commissioners to be able to access the AMP document for informational purposes. He provided background on the amount of work that went into revising the original document by past Riverwalk Commissioner’s Bill Havel, Bill Epp, Chuck Papanos, Jeff Havel, and Novack. Kennedy reminded the group that everyone is welcome to attend. 4. Riverwalk Accessibility and Bench Locations - Bill Novack Provide direction regarding the location of benches on the lower walkway adjacent to Phase I of the Naperville Riverwalk Attachments: Riverwalk Community Mobility Assessment and Response Lower Walkway Bench Measurements City of Naperville Page 2 Printed on 4/30/2024 Riverwalk Planning, Design and Meeting Minutes April 2, 2024 Construction Committee Novack thanked Picco for preparing the Lower Walkway Bench Measurement report included in the agenda packet. Also included was the redistributed Community Mobility Assessment that was prepared by the North Central College Occupational Therapy class and previously reviewed with the Riverwalk Commission last fall. A recommendation in the Mobility Assessment report was to install benches along the lower walkway adjacent to Phase I of the Riverwalk because the planter walls were too high to be wheelchair accessible. Picco and staff measured the suggested areas with a standard Riverwalk bench, illustrating the space between the bench and the edge of the river. It was noted these areas do flood and Picco advised that staff currently cleans other existing benches on the lower walkway after the area is flooded. Hamill agreed with the suggested locations and passed around an example of a wheelchair accessible bench that included a railing on the back. She expressed her appreciation for continued discussions and acknowledgement to have more accessible seating along the Riverwalk. Schweitzer also expressed her support and appreciation for the collaboration on this matter. Discussion followed on the Riverwalk standard bench and the possibility of using other types of benches. It was suggested to start with one bench in Area 1 and add an additional bench in Area 2, if needed. This item will be included on next week’s Riverwalk Commission agenda for further discussion. 5. South Gateway Proposed Signage Review - Bill Novack Review and provide direction regarding signage for the South Extension of the Riverwalk near the Martin Avenue intersection Attachments: 10 Martin Avenue Monument Signage Exhibit Plan and Elevations of the Signage dated Jan 18, 2024 Theming Exhibit of the Intersection dated Jan. 18, 2024 Downtown Wayfinding Master Plan Novack discussed the proposed signage exhibit for the new medical building being constructed at the corner of Martin Avenue and Washington Street that was submitted by Kevin Schoolcraft, Ryan Companies, and included in the agenda packet. Also included were the concept drawings and theming exhibits from the consultants, and the Downtown Naperville Wayfinding Master Plan. Kennedy noted the importance of distinguishing two elements for discussion, 1) our coordination with Endeavor Health’s signage; and 2) the design of the corners from a paver, walk and landscape perspective. City of Naperville Page 3 Printed on 4/30/2024 Riverwalk Planning, Design and Meeting Minutes April 2, 2024 Construction Committee The group discussed the medical building’s sign orientation for visibility purposes, the concave versus convex design of the proposed walls, and the possibility of including an accessible bench across from the hospital. Wohlt suggested incorporating the Riverwalk logo with the Riverwalk signage and Schweitzer spoke to the importance of including public safety elements in plans to make sure infrastructure is incorporated. Novack advised that the pavers would need to be discussed at an upcoming meeting as the original “wavy” pavers manufactured by Paveloc, which was bought by Unilock, are no longer being made. The Park District has an inventory of these bricks but not enough for the south extension. Discussion followed on the Il Campo style pavers that were used in the Youth Plaza, the Bambule Riverwalk Gateway at North Central College, and proposed for the 430 South Washington Street project. The group also discussed the shepherd’s crook lights that are no longer being made, with Picco noting they had an inventory of approximately seventy lights that have been salvaged. This will be included on the April 10th Riverwalk Commission agenda and Mr. Schoolcraft is scheduled to be in attendance. E. NEW BUSINESS: There was no new business to discuss. F.
