A. CALL TO ORDER:
Chairman Grimes called the meeting to order at 5:01 p.m.
B. ROLL CALL:
Present 10 - Rebecca Obarski, Jaqueline Clermont, Vicki Coletta, Shannon Greene Robb,
Richard Grimes, Donna Kearney, Melvin Kim, Gary Kovener, Deana Losurdo, and
Colleen McQuillan
Staff present: Director-City Clerk, Pam Gallahue; Budget and Administrative
Services Coordinator, Shebnem Ozkaptan; and Special Events Coordinator,
Dawn Portner
Commissioner Losurdo entered the meeting at 5:11 p.m.

available for questions:

D. OLD BUSINESS:
1. Approve the SECA Commission Meeting Minutes of December 13, 2017.

Commissioner McQuillan made a motion, seconded by Councilwoman Obarski to
approve the SECA Commission meeting minutes of Wednesday, December 13,

2017 with the correction to include attendance by Commissioner Coletta.

E. NEW BUSINESS:
1. Provide initial direction on topics for the Comprehensive SECA Grant Fund Review
Workshop scheduled for February 26, 2018.
Chairman Grimes invited resident, Mary Lou Wehrli, and Director of Naperville
Area Chamber of Commerce-Governmental Affairs and Business
Development, Colin Dalough, to present findings from recent meetings
regarding the overall SECA process.
Wehrli and Dalough requested the Commission take into consideration the
following items when creating its recommendations for the Comprehensive
SECA Grant Fund Review Workshop scheduled for February 26, 2018:
- The purpose, definition, and the current mission of SECA;
- The future of SECA and the appropriateness of developing a long-term plan;
- Funding allocations and awards based on a point system;
- Partnerships among the applicants;
- Special Events vs. Cultural Amenities vs. Capital projects; and
- Appropriateness of conducting another SECA community survey.
The Commissioners discussed the following recommendations:
- Increase the allocation to SECA from the current $1.9M;
- Remove the current cap and reintroduce the 2% escalator;
- Move Ribfest and Last Fling to the City Obligations category;
- Commission authorization and Council philosophy;
- Determine a funding priority of Special Events vs. Cultural Amenities vs.
Capital projects;
- Designate a percentage for New Initiatives; and
- Process to assist applicants to be self-sufficient.
Chairman Grimes discussed upcoming 2x2 meetings with the City Council to
gather input for the February 26 workshop, explained that Commissioner
Kovener will also be in the meetings, and stated that the meeting schedule will
be sent to the Commission once it is determined.
Commissioner Grimes called for a break from 6:40 p.m. to 6:50 p.m.
By consensus, the Commission directed staff to include the recommendations
discussed.
Gallahue and Obarski exited the meeting at 6:40 p.m.
2. Reach consensus on a revised unified recommendation for the Calendar Year 2018
(CY2018) SECA Grant Fund Program allocations and direct staff to prepare an agenda

item for Council approval on February 6, 2018.

The Commission balanced requests in all grant categories with the 2016
SECA Grant Fund mission of “creating opportunities to provide social
events and artistic experiences.” Given the importance that the mission
places on both celebrations and the arts, the Commission, while adhering
to Council direction regarding the Legacy Events, redistributed the
remaining $492,230 and awarded partial funding to worthy requests in both
categories.
Commissioner Kim made the motion, seconded by Commissioner Clermont to
approve the CY18 SECA Grant Fund unified recommendation. The motion carried
by the following vote:

F. ADJOURNMENT:
Commissioner Losurdo made a motion, seconded by Commissioner Kim, to
adjourn the SECA Commission meeting of January 17, 2018 at 8:00 p.m. The
motion carried by the following vote:
