CALL TO ORDER: The taskforce meeting was called to order at 5:31 p.m. B. ROLL CALL: Taskforce members present: Chairmen Kovener, Councilwoman Obarski and Commissioners Kearney and Telali Staff present: Dawn Portner, Special Events Coordinator C. PUBLIC FORUM: No speakers for Public Forum D. OLD BUSINESS: There was no Old Business items at this taskforce meeting. E. NEW BUSINESS: Review and discuss the current SECA Grant Fund categories The Commissioners discussed the possibility of dividing the applications into the following categories: 50% Special Events with City services 50% Cultural Amenities with the following sub-categories: - Capital projects/permanent installations - Visual arts/temporary installations - Performing arts (music, dance, theater) - New initiatives - Targeted locations/specific annual call for projects topic The task force members also discussed the following conditions and process specifics: In the event there are no applications for a category, those funds will be made available to other categories at the recommendation of the Commission. If the Commissioners do not recommend any grants for a particular category City of Naperville Page 1 Printed on 4/11/2019 SECA Commission Meeting Minutes March 4, 2019 after the first Commission meeting, those unallocated funds will be made available to other categories. New Initiatives would include events and amenities not currently offered in Naperville, such as a "Buskers" event, an improv or other comedy event, an opportunity to explore electronic art (display or gaming). Target locations may include a call for events south of 75th Street, near Freedom Commons, or a special call for projects that support a specific theme, like "peace", "community" or "diversity." All of the applications would be evaluated within the same structure the Commission currently evaluates applications and the event would need to follow the same eligibility and reporting requirements as current grant recipients. The task force members will present these suggestions to the full Commission at an upcoming meeting. F.
